Job Description:

POSITION OBJECTIVE
Overall financial management of regional office Takhar.

JOB DUTIES AND RESPONSIBILITIES
•    Supervise the finance department operations in the Takhar regional office.
•    Ensure timely and accurate posting of all month-end entries with appropriate supporting documentation. Review monthly data to ensure the accuracy and completeness of financial data
•    Review monthly regional financial data.
•    Foster a culture of continuous improvement within budgeting, accounting, and finance departments.
•    Prepare budgets for various projects using both computerized and manual methods, reflecting the necessities of the project and the operational costs of the Takhar regional office.
•    Prepare annual budget for the regional office, and regularly review the budget changes.
•    Prepare monthly and quarterly financial reports for donors, including fund utilization reports.
•    Review invoices to ensure they are raised only for legitimate claims.
•    Ensure prompt payment of outstanding accounts.
•    Ensure the invoicing system of ERP is in place and timely settling the vendor’s claims.
•    Reconciliation of vendor accounts.
•    Assist the finance staff involved in the procurement process, in technical areas and conduct training for their improvement.
•    Participate in the procurement process as a member of the purchase committee of the regional program office.
•    Monitor cash flow and ensure the availability of sufficient funds in program areas.
•    Conduct annual appraisals for individual finance staff.
•    Implement and regularly update financial systems, procedures, and controls.
•    Coordinate with internal and external auditors, as well as donor audits related to the regional office.
•    Conduct regular field visits to all projects.
•    Ensure compliance with donor grant agreements and local taxation laws, including timely deduction and deposit of withholding tax.
•    Perform any additional tasks assigned by the Regional Director or the NPO finance unit.
•    Prepare budget balances for the Yearly Plan of Operation (YPO) and review the regional YPO.
•    Oversee monthly & yearly data closing, review, and submission to the National Program Office.
•    Represent the finance office in regional Senior Management Team (SMT) meetings.
•    Review and process all supplier payments, staff salaries, consultant payments, and contractor payments in accordance with approved budgets and regional authority matrices.
•    To carry out the responsibilities of the role in a way that reflects AKF (Afg)’s commitment to safeguarding staff, and beneficiaries and protecting children from harm and abuse in accordance with AKF (Afg)s Safeguarding policy.
•    To report any suspicions or actual violations of the Safeguarding Policy and/or Child Safeguarding Policy as per the given training.

OCCASIONAL SIGNIFICANT DUTIES AND RESPONSIBILITIES
Any other tasks relevant to the core duties & responsibilities of this position, as assigned by his/her.

DECISION-MAKING & AUTHORITY
•    Cash Disbursement and bank payments Approval Authority.
•    Member of Senior Management Team (SMT).
•    Managing work and performance of finance staff under direct supervision.

Job Requirements:

JOB SPECIFICATION
•    At least 3-5 years of experience at a supervisory level of a position with similar roles and responsibilities.
•    Minimum bachelor’s with specialization in Finance/Accounting. Preferably Master’s (ACCA, CMA, CPA, CA Inter or equivalent or part qualified).
•    Excellent interpersonal skills, client-oriented, detailed, proven successful capacity building/coaching experience, proven ability to perform well in stressful situations (e.g. with deadlines, etc), quality-oriented, proven ability to work independently & in teams, mature, objective.

REQUIRED CORE COMPETENCIES
Excellent command of spoken and written English is required. Advanced skills in Excel and FIS, preferably ERP Dynamic 365 accounting software.
