Mission and objectives
During times of displacement, we provide critical emergency assistance in the form of clean water, sanitation and healthcare, as well as shelter, blankets, household goods and sometimes food. We also arrange transport and assistance packages for people who return home, and income-generating projects for those who resettle.
Context
Additionally in Mid-April 2023, fighting and insecurity erupted in Sudan. This persistent conflict between the Sudanese Armed Forces (SAF) and Rapid Support Forces (RSF) led to an influx of South Sudan returnees and Sudanese refugees to South Sudan, resulting to a declaration of Level 3 Emergency for South Sudan (Sudan Situation). Since then, South Sudan has been receiving high number of new arrivals across most of the boarder entry points. UNHCR together with the Government of South Sudan opted to conduct Individual Comprehensive Biometric Registration for the new arrivals coming through all the border entry points of Sudan into South Sudan.
To achieve the above, UNHCR needs a Registration Associate (RA) to support UNHCR agency operations in South Sudan with all activities related to registration, and with ensuring that registration is effectively used for the identification of specific protection needs, for the management of operations, and for the achievement of durable solutions. The Registration Associate may provide day-to-day supervision, direction and support to UNHCR staff engaged in registration and related activities (including Reception, Filing and Data Management staff) and monitors the efficiency and quality of registration processes, identity and entitlement documentation activities and population data management. The Registration Associate collaborates closely with Protection, Programme, Operational Data Management and Information Management colleagues as well as with Government authorities and partners on the provision of quality population data for the delivery of registration activities.
South Sudan is a hardship duty station, which is classified as a non-family duty station as there are only basic infrastructure in the capital city Juba and the country. The operational context may include deep field activities, including in areas of shifting civil conflict. Strong, stable, mature and flexible character is required.
Task description
• Assist in the implementation of registration strategies and methodologies for populations of concern, ensuring efficiency and accuracy.
• Support the supervision and daily running of registration team activities, providing guidance as required.
• Conduct registration interviews, as necessary, in line with UNHCR’s registration standards and guidelines.
• Provide counseling to asylum seekers and refugees, responding to queries regarding UNHCR’s registration procedures, their rights, and entitlements.
• Maintain accurate and up-to-date records and data for all registration cases, ensuring proper documentation and follow-up.
• Identify individuals with specific needs and ensure timely referrals for protection follow-up, as required.
• Collaborate with protection staff and/or partners in the delivery of assistance and programming, including the provision of identity and entitlement documentation.
• Draft correspondence and reports relating to registration activities, when required, and submit them to the relevant stakeholders.
• Provide statistics and draft reports related to registration data as requested.
• In consultation with the supervisor, make decisions regarding the daily operations of the registration unit and assist in devising registration procedures that are efficient and effective.
• Ensure that Standard Operating Procedures (SOPs) are followed consistently during registration activities and that all staff adhere to the prescribed standards.
• Support BIMs verification and ensure that registration standards are adhered to during this process.
• Provide support for the accurate tracking of registration processes, including ensuring compliance with UNHCR standards at the Tomping Reception Center.
• Any other related tasks as assigned by the supervisor.
Furthermore, UN Volunteers are encouraged to integrate the UN Volunteers programme mandate within their assignment and promote voluntary action through engagement with communities in the course of their work. As such, UN Volunteers should dedicate a part of their working time to some of the following suggested activities:
• Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day);
• Be acquainted with and build on traditional and/or local forms of volunteerism in the host country.
• Provide annual and end of assignment self-reports on UN Volunteer actions, results and opportunities.
• Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.
• Assist with the UNV Buddy Programme for newly arrived UN Volunteers.
• Promote or advise local groups in the use of online volunteering or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible.
