BACKGROUND AND PURPOSE OF THE ASSIGNMENT:

The United Nations World Food Programme is the world’s largest humanitarian agency fighting hunger worldwide. The mission of WFP is to help the world achieve Zero Hunger in our lifetimes. Every day, WFP works worldwide to ensure that no child goes to bed hungry and that the poorest and most vulnerable, particularly women and children, can access the nutritious food they need.

WFP Afghanistan’s Country Strategic Plan 2018-2026 focuses on a new strategic shift towards strengthening resilience of communities, recognizing the interconnected nature of relief, nutrition, safety nets, food systems, capacity strengthening and partnerships, addressing some of the above causes within the context of chronic drought and frequent climate-related shocks.

A key focus area is on building sustainable productive community and household climate resilience assets, small scale value chains to prevent and reduce the impact of man-made and natural shocks on vulnerable populations. This position will support, the development and implementation of WFP’s productive assets and livelihoods especially focusing on vocational skills training, climate adaptive interventions particularly working with most vulnerable people including women and youths, strengthening community and household resilience.

ACCOUNTABILITIES/RESPONSIBILITIES (not all-inclusive, nor exhaustive):

Key Responsibilities

  • Leadership and Operational Oversight: Provide technical oversight and operational guidance to Area Offices to strengthen resilience-building activities, including climate-adaptive asset creation, disaster risk reduction, livelihood diversification, vocational skills training, smallholder agriculture support, and anticipatory action.
  • Coordination: Facilitate cross-functional coordination between Area Offices, the Country Office, cooperating partners, and other program team leads.
  • Technical Advisory: Provide expert technical advisory support to ensure resilience and climate adaptation programs align with WFP’s global standards, while incorporating innovative practices in climate adaptation, livelihood diversification, and disaster risk reduction into program design and delivery.
  • Proposal Development and Resource Mobilization: Lead the development of high-quality proposals for resilience programming.
  • Capacity Building: Strengthen the capacity of Area Offices and cooperating partners through targeted training and mentorship.
  • Quality Assurance and Standardization: Develop practical guidelines and Standard Operating Procedures (SOPs) covering technical aspects of resilience programming.
  • Environmental and Social Standards:Ensure compliance with WFP minimum standards for environmental and social sustainability across the Country Office climate, resilience and food systems portfolio.
  • Conflict Sensitivity: In close collaboration with gender and protection colleagues, strengthen available programming tools to ensure that WFP climate, resilience and food systems operations and activities “do no harm” and align to minimum standards for protection and conflict sensitivity.
  • Operational Support: Act as a focal point for resolving operational queries within the technical area of responsibility; and support Area Offices in addressing implementation challenges and ensuring smooth program delivery.
  • Community Engagement and Advocacy: Lead community engagement initiatives to promote active participation and local ownership of resilience activities.
  • Project Tracking and Budget Management: Support tracking of project and budget progress to ensure activities are implemented on time and within scope.
  • Program Integration: Lead efforts to integrate resilience programming with other WFP initiatives, including school feeding, nutrition, and emergency responses.
  • Other Duties: Perform additional responsibilities as assigned by the line manager to support the Resilience and Food Systems portfolio.

QUALIFICATIONS & EXPERIENCE REQUIRED:

Education:

Advanced university degree in Agriculture, Economics, Social Sciences, development economics, or related fields or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Minimum 5 Years professional experience required
  • Strong programme management experience
  • Exposure to humanitarian and/or development fields
  • Relevant field experience in implementing technical programs related to resilience and livelihoods, how they relate to hunger and food security, and sustainable development.
  • Relevant policy and strategy experience in providing input into policy discussion and decisions
  • Proven ability to lead teams, manage budgets, and ensure program integration in multi-stakeholder environments.

Knowledge & Skills:

  • Knowledge of major humanitarian and development challenges and issues, proficient knowledge of WFP Programme cycle.
  • Understanding of approaches to climate adaptive livelihoods support, disaster risk reduction, vocational skills and climate resilient asset creation, and small-scale value chains. Knowledge of emergency preparedness, preparedness planning, early warning, and emergency response.
  • Strong teamwork and coordination capacities.
  • Understanding of donor policies, strategies, and programmes priorities in relation to resilience building.
  • Excellent communication and interpersonal skills, with a demonstrated ability to engage with diverse stakeholders.
  • Strong experience in resource mobilization, partnership development, and proposal writing.

Languages:

Fluency in both oral and written communication in English.
