I. About Trócaire
Trócaire is the official overseas development agency of the Catholic Church in Ireland. Trócaire was established to express the concern of the Irish Catholic Church for any form of human need, but particularly for the needs and challenges faced by communities in the global south. Together with our partners, we work towards supporting women, men and communities for long-term change. In Ireland, we raise awareness about the causes of poverty through our outreach programmes in the education sector, through parish networks, and through our public campaigns and advocacy work. II. Context of the Work
Aligned with Trócaire’s Strategic Plan 2021-2025 and the Partnership & Localisation Strategy (2021-2025), Trócaire is enhancing its partnership approach through an advanced localization model. This model emphasizes technical support for partner organizations, tailored to their distinct needs and contextual realities. Fundamentally, the localization model is designed to empower local entities and advance extensive sector-wide collaboration towards shared objectives. Our Country Programmes globally operationalize localization across four outcome areas: 1) capacity strengthening, 2) amplifying the voice and influence of local actors, 3) optimizing partnership dynamics, and 4) enhancing direct access to funding by local and National NGOs (LNNGOs).
A core aspect of the localization agenda is the commitment to increasing funding and resources for local and national NGOs (L/NNGOs). This commitment is key for enhancing the financial viability and sustainability of L/NNGOs. To realize this goal, Trócaire has adopted a proactive approach to support L/NNGOs in accessing funding directly from both in-country and international donors. This approach includes aiding L/NNGOs in developing their organizational capacities for Resource Mobilization (RM) through workshops, training sessions, and tailored follow-up support.
Over the past 1 year, recognizing the critical need for financial sustainability and organizational resilience, Trócaire designed and has been implementing resource mobilization (RM) capacity strengthening initiatives aimed at enhancing the capacity of its local and national partners in resource mobilization. The implementation of this initiative is always contextualized to the unique needs of our partners to ensure that the technical assistance provided is relevant, effective, and directly addresses the unique circumstances of each partner. To date, RM technical support has been offered to partners in Kenya, Uganda, Rwanda, Zimbabwe, South Sudan, Somalia, and Guatemala.
To this end, Trócaire is seeking the engage a consultant to assess the outcomes of its technical support to local and national partners on resource mobilization. By focusing on the changes and improvements resulting from this support, the consultant will determine how effectively our support has strengthened partners’ capacity to mobilize resources. This outcome-oriented analysis will identify key successes and pinpoint areas for improvement, ultimately ensuring that our future support to our partners on resource mobilization are more impactful and sustainable, thereby empowering them to achieve greater financial independence and resilience.
III. Purpose and Objectives of the Research
The specific objectives of the review will be to:
• Examine the effectiveness of Trócaire’s approach to supporting our partners with their resource mobilisation
• Analyse the challenges faced by and opportunities for local/national partners in resource mobilisation taking into account the variation in the operating and the funding contexts
• Provide actionable recommendations to enhance the effectiveness of future resource mobilization support to our partners.
IV. Scope of work
The review will cover a sample from 4 countries- Zimbabwe, Rwanda, South Sudan and Somalia where Trócaire’s resource mobilisation technical support was provided and 16 partners who received the support in the past 1 year. The review will incorporate an appropriate mix of evaluation methods. To realize the above objectives, the consultant is expected to perform the following work amongst others:
• A desk review of any relevant reports, studies, and any other relevant material that will enhance the review.
• Data collection with relevant Trócaire and partner staff.
• Analysis of the data collected.
• Development of a draft and final report that incorporates feedback from Trócaire and partners.
V. Methodology
The evaluation will employ a mixed-methods approach, incorporating both qualitative and quantitative methodologies to provide a comprehensive assessment. The methodology will include:
• Desk Review: Analysis of Trócaire’s internal documents, reports, as well as external documents related to the objectives of this review.
• In-depth interviews with key stakeholders, including Trócaire staff and partners.
VI. Expected Deliverables
The consultant will be expected to deliver the following outputs:
• Inception report detailing the methodology, data collection tools, analysis framework and work plan-with clear timelines and tentative number of days for each deliverable and their daily rate
• Preliminary findings and verification meeting.
• Draft review report.
• Final report that incorporates feedback from Trócaire.
VII. Timeline
This consultancy is anticipated to be approximately 15 days spread across a period of 1 month.

The Consultant will report to the Localisation Advisor – Funding and Resources.
IX. Required knowledge and experience.
The prospective candidate should possess the following qualifications:
• Advanced university degree in Social Sciences, Business Administration, Communication, or a related field.
• Experience in outcome harvesting and other participative monitoring methods.
• Experience with business development and resource mobilisation for International and/or national NGOs.
• Knowledge on institutional development and capacity strengthening, both generally and in relation to resource mobilization support.
• Proven experience in using remote data collection methods and online meeting and workshop facilitation applications (e.g. Zoom, Teams or equivalent).
• Strong analytical and documentation skills to document findings, lessons learned and best practices.
• Excellent communication and interpersonal skills to engage with diverse stakeholders and gather in-depth insights.
X. Safeguarding

XI. Confidentiality
The consultant will be required to maintain confidentiality regarding all information obtained during the consultancy and not disclose any sensitive or proprietary information about the partner organization and Trócaire without prior authorization from Trócaire.
