Org. Setting and Reporting

The Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations security management system (UNSMS) globally. As a global leader in security risk management principles, UNDSS enables the safe and effective delivery of United Nations programmes and activities in the most complex and challenging environments, while maximizing precious resources. To this end, the work of the Department is aligned under a clear mission, to enable United Nations system programme activities through trusted security leadership and solutions. The United Nations Security Council through its Resolutions, has been authorizing the delivery of humanitarian operations into NW Syria through Turkiye. The present position is assigned to provide direct UNDSS support in facilitating the humanitarian cross-border operations. The incumbent reports directly to the ad hoc Designated Official and Deputy Regional Humanitarian Coordinator located in Gaziantep. The incumbent has a collaboratively relationship with UNDSS Security Adviser Turkiye, in whose security area s/he resides; and obtains administrative, logistic and budgetary support from UNDSS Turkiye. The incumbent maintains a close technical reporting line to DSS HQ/DRO. Responsibilities

Within delegated authority, the Security Advisor will be responsible for the following duties: • Advise the ad hoc DO and the United Nations Security Management System (UNSMS) with regard to all security-related matters including security policies and procedures and contribute to planning, implementation and evaluation of security plans and crisis management. • Serve as a member of the cross-border SMT. • Identify and monitor trends of security incidents affecting UNSMS personnel and organizations. • Conduct SRM for all locations to be visited by cross border missions and locations of interest to UN humanitarian operations and activities. • Monitor the Security Risk Managements (SRM) process and other relevant requirements of UNSMS security policies and guidelines, to enable the continued delivery of UN programmes, including as necessary any crisis situations that may arise during the deployment period, while ensuring the safety, security and well-being of personnel, and security of UN premises and assets. • Ensure thorough and detailed planning for cross border missions to include coordination and liaison with all relevant security and other actors that have an influence on the situation and threats that impact UN staff safety and security. • Ensure workable medevac arrangements are in place for all cross-border missions. • Establish and maintain and emergency communication system for cross border missions in collaboration with the SMT. • Maintain a technical reporting line to UNDSS HQ Division of Regional Operations to ensure that all activities are in line with DSS headquarters guidance and advice. • Assist the ad hoc DO and SMT in the implementation of SMT decisions. • Establish and chair the cross-border Security Cell, ensuring to maintain inter agency security collaboration and cooperation. • Establish and maintain direct liaison with the De-confliction mechanism for the Northwest Syria. • Establish and maintain working relationship with local authorities and security counterparts in the area for the purpose of the safety and security of UN staff. • Establish and maintain contact with security officials of other international organisations operating in the area of NW Syria for the purpose of safety and security of UN staff. • Establish liaison and provide support to INGOs in accordance with the ‘Saving Lives Together’ framework. • Manage all UN Integrated Security Workforce personnel assigned for operations in cross border operations and ensure the proper use and maintenance of UNDSS equipment, as well as the management and oversight of the UNDSS budget, local cost shared security budget (LCSSB) budget, and extra-budgetary grants in accordance with UN rules. • Performs other related duties, as required.

Education
Advanced university degree (Master’s degree or equivalent) in security management, business administration, political/social science, psychology, criminal justice, law, international relations or a related field is required. A first-level university degree in combination with two years of qualifying experience may be accepted in lieu of the advanced university degree. A first-level university degree may be substituted with a diploma from a police or military education institution, college or academy obtained over a minimum of a three-year period.

Work Experience
A minimum of seven (7) years of progressively responsible experience in security, risk or disaster or emergency management in the public or private service areas, such as national security, military or police, or in a corporate environment is required. At least two (2) years of international experience security management systems is required. Two (2) years of international experience in security operations is required. Management experience in the public, private or corporate sector is required. International security experience in humanitarian settings is desirable.
Languages
English and French are the working languages of the United Nations Secretariat. For this post, fluency in English is required. Knowledge of another UN official language is desirable. Note: Fluency equals a rating of “fluent” in all four areas (speak, read, write and understand). Knowledge of equals a rating of “confident” or “fluent” in at least two of the four areas.

Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.

United Nations Considerations
According to article 101, paragraph 3, of the Charter of the United Nations, the paramount consideration in the employment of the staff is the necessity of securing the highest standards of efficiency, competence, and integrity.
