Organizational Context
The United Nations Department of Safety and Security (UNDSS) is responsible for providing leadership, operational support and oversight of the United Nations Security Management System (UNSMS) globally. The Security Analyst will report to their Area Security Advisor (ASA) in their respective area of responsibility. There are multiple posts available in multiple duty stations within Sudan; however, the duty station may be subject to change, as the operational situation in the country evolves. The selected candidate may be required to travel to Chad and Darfur to support operations in these locations. The entire Sudan has been temporarily designated by the International Civil Service Commission as an “E” hardship and a nonfamily duty station.
Job Purpose
Under the overall guidance and supervision of the Chief Security Adviser (CSA), the Field Security Coordination Officer (FSCO), and the Area Security Advisor (ASA), the Security Analyst assists in the management of safety and security of UNSMS personnel, properties and assets in the region of assignment, including close coordination with UNSMS partners, and information collection and analysis to further the planning of security advice and arrangements.
The Security Analyst will report to the ASA and FSCO who will serve as primary and secondary supervisors, respectively.
The UNDSS Security Analyst will assist in advising on the security arrangements for UNSMS personnel, operations and assets in their respective assigned regions.
Key Duties and Accountabilities
Ensures security management
Assist the CSA on all aspects of security management and security collaboration among UNSMS and Saving Lives Together (SLT) partner organizations.
Enhanced information sharing and coordination, participation in meetings with UNSMS and SLT partners.
Ensures security planning and reporting
Provide substantive inputs in forecasting the evolving security environment and the UN’s operational responses, including through analytical techniques and collaborative team research, planning and reporting.
Ensure appropriate data collection, information analysis and reporting.
3.) Provide active support on the review and implementation of security planning
Prepares, reviews, implements, and supports security planning, security risk management documents and risk management-based security solutions, as well as provides written analysis of security trends and incident reporting.
Support the management of security-related projects, meet deadlines, follow defined processes, polices, procedures and guidance, and ensure alignment with stakeholders across organizations.
4.) Ensures and advise on the Inclusion of security in United Nations activities and programmes
Advises on and supports the inclusion of security in all stages of United Nations activities and programmes, including support to the delivery of mandates and programmes through mission planning, direct operational assistance and advice to UNSMS partners and SLT partners.
Maintain liaison with programmatic partners to ensure inclusion of UNDSS throughout all stages of activity planning and implementation.
5.) Ensures risks assessments for UN Programmes and activities
Actively assists the Security Information Operations Center (SIOC), ASAs and CSA in the development of specific security risk assessments for UN programmes and activities, and drafts and coordinates timely dissemination of security threat information to the SIOC.
Conduct security risk assessments, and implement security risk management measures, as well as draft and dissemination security-related advice an guidance accordingly.
The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Supervisory/Managerial Responsibilities: The Security Analyst will supervise the Field Security Associates assigned in their respective Hubs/SRM areas.
Requirements:
Education:
Advanced University Degree (Master’s degree or equivalent) in social sciences, management, or a related security field is required, Or
A first-level university degree (Bachelor’s degree) in combination with additional two years of qualifying work experience will be given due consideration in lieu of the advanced university degree, or
A formal multi-year education in security management, such as military or police education institutions (minimum 9 months full-time) with command experience.
A formal training in security risk management is an asset.
Experience, Knowledge, and Skills:
A minimum of two years (with Master degree) or 4 years (with Bachelor`s degree) of progressively responsible experience in international relations, disarmament or humanitarian affairs, conflict resolution, crime or terrorism prevention, security, risk or disaster or emergency management and preparedness in the public or private sector areas responsible for responding to emergency situations that directly impact security is required.
In-depth knowledge of- and experience in risk analysis, planning, and/or information analysis is highly desired
Working experience in field operations with United Nations Security Management System, INGOs/International Organizations, Embassies and/or other Diplomatic entities is desirable.
Experience in substantive engagement and/or programmatic or operational coordination and liaison with INGO and International Organizations in a conflict environment is desirable.
Proficiency in computer skills (MS Word, Excel, Access and PowerPoint) is required.
Fluency in English and Arabic is required.
Proven knowledge of premises security equipment (communication equipment, CCTV, metal detectors and x-ray, etc.) is desirable
