Main responsibilities:

Security and protection management planning 

  • Support the Senior Security and Operations Coordinator in developing procedures, guidelines, and planning related to personnel safety and program continuity in Colombia .
  • Update of Security Risk Assessments.
  • Provide advice to local partners on security and safety issues.
  • Conduct risk assessments of contracted and potential offices, hotels, and residences.
  • Monitor the actions to be taken to ensure compliance with safety and security          standards .   
  • Support Field Management in managing the safety of personnel deployed in the area, establishing risk mitigation measures, and strengthening security at facilities and work areas, providing regular updates on progress .
  • Verify compliance with Safety SOPs and identify unsafe actions by staff , establishing improvement plans .                   
  • Identify specific risks for the implementation of each of the programs and establish mitigation measures.
  • Identify risks associated with gender and diversity.
  • Create, together with the Senior Security and Operations Coordinator, a work and training plan based on identified risks.
  • Carry out initial interventions in response to incidents that may occur and in which IRC officers are involved . Ensure that all incidents are reported using the established forms , identify lessons learned , and develop an action plan to mitigate future incidents.
  • Updating emergency response tools such as communication tree , directories, staff mapping.
  • Other tasks assigned by the supervisor that are related to the contractual object and that allow the development of IRC programs.             
  • Compile and submit the following reports periodically in coordination with the Security Management :
  • Monitor field activities and issue contextual analyses with recommendations to ensure the safety of IRC personnel, operations, and facilities.
  • Maintain up-to-date motion maps, both live and static (heat maps and risk maps).
  • Situational Alerts – These will be shared via email when the issue does not pose an immediate threat to personnel , operations , or facilities ; these alerts will be shared via WhatsApp group, SMS, phone call , or other agreed – upon method when the threat is immediate. They should include mitigation measures.  
  • Context-appropriate reports : These inputs can be collected from open sources or others after approval. All information that may affect the operation or the safety of the staff will be included. Reports should include analysis of the current situation/events and their effects on trends and potential changes in the scenario.                         
  • Presentation of statistics and analysis of incidents that affected or could have affected IRC staff or operations .

Humanitarian Access Management

  • Working together with the Community Mobilization team to strengthen the organization ‘s access to the different communities where it operates.
  • Establish and update a Humanitarian Access plan for the area of ​​responsibility.
  • Supporting program teams through security-oriented permanence, prioritizing humanitarian access strategies with an acceptance-based approach.
  • Support the Senior Security and Operations Coordinator in developing and maintaining relationships with local authorities and key stakeholders, in line with the program design, to ensure stakeholders are well informed and engaged in the IRC program in Colombia, and also manage timely support for operations or staff when required .
  • Conduct security checks on the areas / facilities where IRC officials plan to conduct missions or travel, as part of the Travel Authorization approval process .     
  • Provide technical input and advice on assessments in new geographic areas .
  • Generate context analysis based on information collected in the field (territorial surveys).

Security and access training and guidance​

  • Arrival guidance must be provided to any IRC staff, visitor (international or domestic), or consultant within 24 hours of arrival in the area of ​​operation.
  • Security induction must be provided to all personnel joining the IRC ; training records must be maintained. This induction may include standard operating procedures ( SOPs ) ; contingency plans ( CPs ) ; security management ; incident reporting ; prevention and response mechanisms; communications protocols, etc.
  • The Security Officer must schedule periodic security training sessions that address the needs of the operation or security context . These sessions must include mitigation measures based on the risks identified in the local risk assessments .
  • Monitor, log, and update IRC contact card.
  • Security and safety training for partners.
  • Participation in conducting drills according to contingency plans (hibernation, relocation, evacuation, and specific threats).

Minimum Qualifications:Job Requirements:

  • 1 to 3 years of work experience in non-profit organizations or NGOs within international humanitarian assistance programs with demonstrated skills in planning, organizing, and executing humanitarian security plans in the field.
  • Education: professional degree in the areas of social sciences or humanities, administration, among others.
  • Experience in humanitarian risk management.
  • Advanced knowledge of communications technology , including satellite communications , cellular telephone media ,
  • Excellent command of computer tools: Microsoft Office, vehicle and person tracking programs.
  • Experience as a trainer facilitator; ability to develop, implement, facilitate , and deliver learning to a wide range of audiences.          
  • Experience in analyzing and writing reports on political, social, and security contexts.
  • An excellent command of Spanish is required , and a command of English is desirable and highly valued .

Preferred Experience and Skills:

  • Excellent verbal and written communication skills, as well as a general ability to be clear and concise in all communications
  • Strong organizational and time management skills; proven ability to prioritize and deliver on time
  • Strong analytical skills to solve problems
  • Ability to work both independently and within a dynamic, cross-functional global team structure
  • Demonstrated ability to work effectively with stakeholders at all levels
  • Ability to manage and work through change in a proactive and positive manner.

Work environment :

  • Standard field office work environment
  • Frequent travel within the department of Norte de Santander.
  • Domestic or international travel as needed up to 40%
  • During vacations or leave, you may replace or assume the duties of colleagues with responsibilities in other geographic areas of the country.
