Organizational Setting and Reporting Relationship

The position of Senior Education Officer is assigned to the Human and Social Development Sector Office (SG-HSD) within the Sectors Group (SG). SG aims to deliver impactful sector strategy, initiatives, and integrated solutions that advance ADB’s strategic agenda in the region and with ADB’s clients. The SG, which is comprised of seven sector offices, delivers or supports sovereign, nonsovereign, and advisory operations; delivers knowledge services; supports regional departments (RDs) and resident missions (RMs) in engaging with developing member countries (DMCs); and ensures ADB’s technical leadership externally and internally.

SG-HSD leads policy dialogue, initiatives, and solutions in the human and social development sectors (education, health, social protection, and in broader social development initiatives). SG-HSD is responsible for: (i) conceptualizing, processing, and administering lending, grant, and technical assistance (TA) operations; (ii) developing and delivering knowledge services and products to DMCs; and (iii) leading technical work on sector diagnostics and road maps and contributing to business development efforts.

You will be based at the Bangladesh Resident Mission in Dhaka.

You will have a primary reporting line to the designated International Staff or Director, SG-HSD on operational and policy-related matters and have a matrix reporting line to the Country Director, BRM on day-to-day administrative matters. You will oversee Administrative Staff.
Your Role

As a Senior Education Officer, you will support or lead mission teams in processing and administering education loans, TA projects, and other non-lending products and services in the education sector in Bangladesh. Working closely with SG-HSD and SARD, the position will work in the identification and application of innovative education approaches most appropriate in early childhood and K-12 education, skills development, research and innovation, and higher education. You will be involved in processing and implementing education projects and ensuring compliance with ADB standards and requirements.

You will:

  • Contribute to the development, articulation, and review of policies and strategies in human and social development, especially in education and skills development in close partnership with government counterparts and concerned stakeholders in Bangladesh.
  • Support, propose, and incorporate emerging, successful, and best-practice education and skills development approaches within proposed projects and programs including use of education technology, gender equality, social inclusion, climate change, and public private partnerships in education, among others.
  • Identify opportunities for ADB support for new education projects in Bangladesh based on interaction with clients and stakeholders and informed by sound sector analysis.
  • Support or lead the administration of loans, grants, and TA projects to deliver intended development results and timely identification and resolution of problems with regular project monitoring and review missions in Bangladesh.
  • Support or lead the preparation of education project evaluations and completion reports.
  • Undertake portfolio analysis and related research for the education practice team for ongoing and pipeline projects in Bangladesh and gather information on publications and research.
  • Lead the coordination from country office for education sector consultations and knowledge events conducted in Bangladesh.
  • Lead the coordination of knowledge products and publications of strategic importance for the education practice team, particularly flagship publications.
  • Lead the coordination of professional development programs and DMC consultations and training programs in the education sector including participation in key meetings representing ADB.
  • Support the implementation and monitoring of funding and technical partnerships with agencies and institutions and support staff in building such partnerships.
  • Contribute to the implementation and monitoring of SG-HSD annual work programs in the education sector.
  • Provide education related inputs and support for the conduct of ADB’s country portfolio and country operations reviews.
  • Participate and coordinate with SG-HSD staff to provide inputs to country management teams in Bangladesh including timely write ups and talking points required for presentations by management or senior staff in the education team.
  • Develop and maintain a professional network within and outside ADB (e.g., through development partner coordination meetings, private sector collaboration) to keep abreast of latest developments in the sector and develop and share own knowledge and experience.
  • Perform other duties that may be assigned as reflected in the workplan. This may include change in country assignment in accordance with evolving business needs.

Qualifications

You will need:

  • Bachelor’s degree in education, social science, or related disciplines, preferably with Master’s degree or equivalent.
  • At least 8 years of relevant professional experience in designing and implementing education projects.
  • Sound knowledge and understanding of issues related to education (demonstrated application of in-depth expertise in a specific area or demonstrated breadth across multiple areas).
  • Familiarity with government institutions in education sector policy issues, with demonstrated experience in engaging government for policy and operation relevant dialogue and decision is required.
  • Sound understanding of ADB or similar multilateral development bank’s procedures and practices related to TA and loan/grant project processing and administration, including procurement, financial management and safeguards compliance.
  • Demonstrated capacity and experience in independently administering projects in education.
  • Demonstrated capacity and experience in working with and within (a) multidisciplinary team(s).
  • Experience in other developing member countries in South Asia is desirable.
  • Excellent oral and written communication skills in English.
  • Proficiency with computer-based applications.

Additional Information

ADB will be rolling-out a new job grading structure on 1 January 2025, which may result in a change of the position grade and title with no change in the terms of reference. This vacancy is a local staff position. It is open only to nationals and residents of Bangladesh.

This position has been created as part of the Workforce Rebalancing Framework, which is a multiyear initiative (2022-2027) aimed at increasing in-house expertise in key operational areas that was previously sourced from consultants through ADB’s technical assistance. The goal is to strengthen in-house expertise to enhance the quality of ADB’s policy dialogue, operations, and knowledge solutions delivery by collaborating closely with developing member country clients.

Expected candidates are seasoned experts in the advertised area(s) with strong field experience who can lead policy dialogue and project work with emphasis on providing knowledge solutions. Staff may undertake short-term assignments in other groups, departments or offices only when the expertise in the advertised area(s) is needed by those groups, departments or offices.

This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years, or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
