Thus, we have an established specialized network in many provinces of the country in order to design, and implement related activities in the field of food security, research, capacity building, disaster management, and placement.

Job Description:

  1. Manage the schedule and programming of activities for the KRO-RFS program, including coordinating field visits and compiling weekly reports from the districts’ implementation teams.
  2. Supervise the activities of the districts’ implementation teams.
  3. Ensure compliance of KRO suppliers with the terms of their sub-contracts.
  4. Conduct and coordinate regular inspection site visits to ensure that project works are executed according to technical documents and that the KRO-RFS implementation teams are fulfilling their duties.
  5. Provide design inputs for construction projects, including proposing revisions to technical drawings, bill of quantities, scope of works, technical specifications, and design details.
  6. Ensure field staff are familiar with the Scope of Work for each construction project.
  7. Manage and implement the quality control process, overseeing the three-phase quality control system: Preparatory, Initial, and Follow-Up.
  8. Verify proper implementation of the environmental screening checklist criteria and execute recommendations for each construction project.
  9. Supervise the KRO-RFS implementation teams to ensure compliance with WFP construction and environmental policies, relevant regulations and standards, and report any errors or deviations to the RFS program manager.
  10. Coordinate with the quality control team to recommend solutions for project deviations encountered during implementation.
  11. Alert the KRO-RFS management team if projects are not meeting timelines, schedules, or quality and safety standards.
  12. Prepare and consolidate technical reports, photographs, project progress monitoring reports, and selected videos on findings from field inspections conducted by the quality control teams.
  13. Ensure the flow of information between senior management and field/district staff.
  14. Review and recommend changes to the design specifications for individual construction projects as necessary.
  15. Provide technical oversight and support to field-based construction activities, both directly implemented and contracted projects.
  16. Promote best practices in design, construction, and project management within the implementation teams.
  17. Monitor the quality of materials procured and construction activities under KRO-RFS projects.
  18. Manage construction project schedule, scope, and quality.
  19. Collaborate with project implementation teams, suppliers, and stakeholders to ensure timely and high-quality performance.
  20. Provide detailed input and verification documentation to KRO-RFS suppliers regarding completed BoQ items for interim payment certifications and requests.
  21. Conduct regular field trips to KRO-RFS targeted districts to ensure the quality assurance and quality control of project works by the district implementation teams.
  22. Lead engineering design, analysis, and optimization of projects related to resilience building and food systems.
  23. Conduct technical assessments, feasibility studies, and cost-benefit analyses for proposed projects.
  24. Collaborate with multidisciplinary teams, including agricultural experts, food system planners, and project managers, to ensure seamless project execution.
  25. Provide technical guidance and mentorship to implementation teams.
  26. Coordinate with external stakeholders, such as government agencies, NGOs, and community organizations, to ensure alignment and effective implementation of resilience-building initiatives.
  27. Prepare technical reports, presentations, and documentation to communicate findings, recommendations, and project progress.
  28. Design construction projects in the targeted districts.
  29. Perform final inspection of completed construction projects.
  30. Advise the KRO-RFS management team on any construction-related issues.
  31. Advise the project implementation teams in case of any technical problems encountered during the implementation of construction projects.
  32. Manage data and documents related to construction projects.
  33. Ensure quality assurance of documents.
  34. Manage the implementation of construction projects in the districts.

Job Requirements:

  1. Bachelor’s degree in Civil Engineering. A master’s degree is preferred.
  2. Proven experience of at least 7-10 years in a senior engineer manager role.
  3. Strong technical expertise in areas such as agricultural construction, water management, check dams’ constructions, or sustainable engineering practices within food systems.
  4. Proficiency in engineering design software and tools, such as AutoCAD, SolidWorks, or similar applications.
  5. Demonstrated experience in project management, including planning, budgeting, and resource allocation.
  6. Knowledge of relevant engineering standards, regulations, and best practices related to resilience building and food systems.
  7. Excellent problem-solving skills and the ability to analyze complex technical issues.
  8. Strong communication and interpersonal skills to effectively collaborate with cross-functional teams and stakeholders.
  9. Leadership capabilities with the ability to guide and mentor implementation and quality control engineers.
  10. Ability to work in a fast-paced, dynamic environment and manage multiple priorities effectively
