Job Description:

He/She will be responsible for recording, analysing and allocation of financial transactions in the accounting system..  The Senior Finance Officer works in close collaboration with the Finance Manager, Grants Manager, and accountant. He will be responsible for preparing monthly and quarterly financial reports on core funds. He shall close the accounting software at the end of each month after ensuring all the transactions are recorded including that adjustment entries. She/He will oversee submitting on time reports to the government, Ministry of Finance, ARDS, and obtain clearance letters. The Senior Finance Officer will assist the CFO, and Finance Manager in managing the entire finance team in the monthly financial and operational review of expenses, identification of areas for cost reductions and operational improvements, participate in budget analysis and re-alignment, monthly cash forecasting, and assist the Finance Manager in other financial reporting as required by the management, Head Office, and donors. The Senior Finance Officer will work closely with the Operation and Procurement departments for all financial requirements in the Kabul and regional offices.

MAIN RESPONSIBILITIES AND TASKS:

  1. Focal person of the management of the accounting system.
  2. Shall be responsible for all external and internal reporting of assigned grants.
  3. Working closely with finance manager, CFO, accountant, and other finance staff on day-to-day financial activities
  4. Ensure that any kind of reconciliations are made on time by checking and assisting the accountant.
  5. Verify the cash and bank reconciliations for all accounts and adjust any discrepancy among the system and books.
  6. Ensure transactions are properly supported and documented before processing for payment.
  7. Ensuring that payments are made on time to suppliers, staffs and other partners.
  8. Ensure compliance with the Govt regulation, donor’s contractual obligations and organization manuals, and policies.
  9. Assist the Finance Manager / finance team to ensure compliance with local Tax Law.
  10. Coordinating and assisting with regional offices on finance-related issues.
  11. Verifying the purchase requests are aligned with the monthly specified budget allocations.
  12. Prepare training plan for the finance staff and interns.
  13. Analyze financial data with the aim to detect and solve problems.
  14. Working closely with the HR Staff, accountants, support the consolidation and allocation of staff salaries and benefits according to approved timesheets and budget allocations.
  15. Maintaining a proper tax record in an appropriate software preferably spread sheet data base.
  16. Supervising Finance Officers, Accountant, and regional finance staff on day-to-day financial activities.
  17. Support the CFO/Finance Manager in performing the Month End/ Year Close procedures in line with the AKAH finance checklists.
  18. Reconciliation of receivable and payable at the end of each month and preparing report on aging. Ensure proper reconciliations are done with Head office and sister agencies.
  19. Extend support in provision of required documentation to internal and external auditors.
  20. Any other tasks assigned by the line manager.

Job Requirements:

Education:  Bachelor degree in finance or Economics with specialization in Finance and Accounting. Having professional qualification / part qualification would be preferred.

Experience: at least 5-6 years of experience in similar role in a renowned organization. Or audit experience of 3 to 4 year. Experience in renowned audit firm would be preferred.

Knowledge and skills:  Experience in multi-cultural environment and managing high number of portfolios from finance and accounting aspects. Strong software skills including broad experience with Excel, Quick Books, and Microsoft ERP dynamics 365 would be a plus point. Fluent in English and local languages.

Other Skills: Reconciliations skills. Highly developed analytical skills. Ability to work collaboratively with program, finance, and operation staff.

Required Core Competency:  Excellent interpersonal and communication skills, both written and verbal required. High moral and good attitude with the staff members. Supervising skills. Having ability to work under stressful environment and meet the deadlines in short period of time.
