- Demonstrated experience in gender analysis, gender planning and gender mainstreaming in projects and programs;
- Experience in operationalizing mainstreaming Gender, Equality, Diversity and inclusion, risk analysis and action plans;
- Experience working in a multi-sectorial programs is required;
- Experience in writing reports and outreach documents.

Responsibilities & Context

- Under the supervision of the Deputy Country Director, and with the support of the G&P TA, the Senior Officer will contribute to the development and the implementation of the Gender, Equality, Diversity and inclusion strategy in Bangladesh, aligned with Gender, Equality, Diversity and inclusion policies, and supervise the implementation of the PiiNS framework, and the integration of Gender, Equality, Diversity and inclusion related outcomes in ongoing projects of Bangladesh in WASH, FSL, Health/Nutrition and MHPSS.
Objective 1: Implement gender-responsive and gender- transformative approaches and ensure Gender, Equality, Diversity and inclusion mainstreaming activities are implemented across the project cycle
- Responsible for carrying out Gender, Equality, Diversity and inclusion (GEDI) analysis, including data collection, and analysis, and report writing;
- Organize Gender, Equality, Diversity and inclusion workshops to present and reflect on the results from the Gender, Equality, Diversity and inclusion analysis and identify key actions and mitigations measures together with other sectors.
- Design and follow-up on implementation of GEDI analysis recommendations and action plans in coordination with other sectors;
- Lead on the implementation and follow up of the PIINS project, including GEDI specific activities and training roll out;
- Support the MEAL Team with the mainstreaming of Gender, Equality, Diversity and inclusion in the design of monitoring and evaluation data collection tools and methodology, including integration of Gender, Equality, Diversity and inclusion indicators;
- Lead on the roll out of trainings on the minimum Gender, Equality, Diversity and inclusion requirements for program and support staff according to ACF standards and policies;
- Provide support to program and support department to achieve the Gender Minimum Standards, according to ACF GMS Policy;
- Support on the development and implementation of the Gender, Equality, Diversity and inclusion strategy in Bangladesh, as well as the integration of Gender, Equality, Diversity and inclusion within sector specific strategy;
- Ensure the proposal meets the gender marker and conducts a gender analysis to address differing needs based on gender. Ensure the planned activities and strategies promote gender equality and address gender-based vulnerabilities.
- Ensure the implementation of ACF activities comply humanitarian standards on Gender, Equality, Diversity and inclusion , and raise awareness on the resources required for effective compliance;
- Ensure the coordination with the MEAL team on Gender, Equality, Diversity and inclusion related complaints and follow up actions, including referrals.
- When/where relevant, map Gender, Equality, Diversity and inclusion stakeholders and services present in ACF locations of intervention and ensure a strong referral system (internal and external) is in place, including training of other sectors staff on safe referrals;
- Develop and implement inter-agency referral mechanisms aligned with good practices and guidelines from ACF, the Cluster and the Gender Area of Responsibility subgroup;
- Assist to Coordination forums, including National Cluster /working group meeting and working groups, and share relevant information with DCD and others sectors.
Objective 2: Ensure accountability and capitalize on lessons learned
- Conduct field visit to areas of implementation of ACF to follow up and monitor the application of Gender, Equality, Diversity and inclusion mainstreaming recommendations and minimum standards, and provide feedback to program staff and DCD for improvement and adaption when necessary;
- Identify and monitor potential negative impacts in terms of “Do No Harm” activities implemented by ACF, and participate in multi-sector efforts by ACF team to better address and mitigate such impacts;
- Identify and monitor potential engagement opportunities, with the support of the sectorial staff, to increase the participation of beneficiaries along the project cycle;
- Identify and monitor potential barriers that could prevent beneficiaries from having a meaningful access to ACF activities, and make timely recommendations on how to address them;
- Support the production of capitalization documents and lessons learned, including case studies, etc. that showcase the successes, failures, good practices, and innovations of the projects;
- Participate in reflection workshops with program team on how to better integrate in project design and implementation inputs obtained from beneficiaries through regular monitoring and accountability mechanisms to discuss monitoring and evaluation results with the program team.
Objective 3: Ensure reporting and communication
- Report to the DCD on the progress of activities and specific tasks assigned and problems encountered on a weekly basis;
- Ensure the drafting of reports such as survey reports upon request;
- Contribute to project development and proposal writing to ensure Gender, Equality, Diversity and inclusion is integrated within sectors interventions, based on G&P analysis results and recommendations, and include G&P indicators when possible,
- Participation to the weekly meeting of the project team.
- Report to G&P TA on a regular basis and actively participate in ACF Gender, Equality, Diversity and inclusion community of practices.
Objective 4: Contribute to the capacity-building of staff and partners
- Contribute to the development and adaptation of Gender, Equality, Diversity and inclusion tools and methodologies to the context of Bangladesh;
- Contribute to the development of sectorial tools to take into consideration Gender, Equality, Diversity and inclusion, including sectorial SOPs, Assessment tools, beneficiary’s selection etc.
- Provide technical training on Gender, Equality, Diversity and inclusion to ACF staff and partners.
Objective 5: Proactively support ACFs commitments to gender equality, child protection and disability sensitivity.
- Read and ensure a full understanding of ACFs Gender Minimum Standards & Child Protection Policies, asking questions and/or for support when necessary
- Implement all work related activities with a gender, disability and child protection lens, taking into account the different needs, concerns and ideas of our staff and beneficiaries
- Ensure the incorporation of gender equity principles in all policies and activities
- Encourage the participation of all genders in meeting and on committee;
- Help build an inclusive office environment where people do not feel disadvantaged or judged according to their gender or limited due to manageable disability.
