About AKHS-A (Aga Khan Health Service-Afghanistan):
Aga Khan Health Services (AKHS) is one of the most comprehensive private, not‐for‐profit health care systems in the developing world with community health programs in large geographical areas in Central and South Asia, as well as in East Africa.
The Aga Khan Health Services, Afghanistan (AKHS, A) was established in 2003 as part of the Aga Khan Development Network (AKDN). AKHS, A provides health care services mainly on behalf of the government including the Ministry of Public Health’s of Afghanistan’s Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS). AKHS, A is unique both in scale and scope, delivering critical health services along the continuum of care, from Community Health Workers (CHWs) to ISO certified hospital facilities.
Since 2003 AKHS, A is implementing Healthcare services in Bamyan, Baghlan and Badakhshan provinces. The agency’s scope of work includes the provision of primary and secondary Healthcare, Preventive and curative medical care, Nursing and Midwifery education, Human Resources Development and Hospital Management. The current working modality and role of AKHS, A in Bamyan and Badakhshan provinces as BPHS and EPHS implementer. AKHS, A provides technical support as well as capacity building of health personnel, immunization services, nutrition trainings and the training of Community Health Nurses and Community Health Midwifery.
AKHS, A tapped into internal and other donor fundings to continue supplementary and complementary supports to the national health system. Moreover, AKHS, A scale up AKDN innovations, including, expansions of e-Health services, e-learning initiatives, and cross border arrangements. To promote healthy environment, AKHS, A is implementing net zero and greenhouse gas emission.
Job Description:
Ensure implementation of HR strategies and policies, adapt processes and procedures focusing on achievement of the following results.
• Full compliance of HR recording and reporting systems with AKHS, A rules and regulations, AKHS, A policies, procedures, and strategies.
• Effective implementation of the internal control framework, proper functioning of the HR management system.
• Provision of advice and information on corporate strategies, changes in rules and regulations, implementation of personnel rules, strategic use of contractual modalities, application of entitlements, change management processes.
Implement the HR strategy in the organization for identifying, recruiting, managing, developing, and maintaining highly qualified staff with relevant experience.
• lead and facilitated the recruitment process as per the AKHS, A policy and guidelines.
• Oversee appropriate and timely posting of job advertisements. Posting of job advert for expatriates on AKDN
• Oversee the rational of Female candidates in the recruitment process by ensuring equal employment opportunity for Female and gender balance is considered.
• Oversee on maintain up to date attendance and leave records and assist in verifying Leave Forms for leave balances.
• Lead and coordinate the screening, short listing and interviewing process and make hiring recommendations.
• Ensure transparent and bias-free recruitment process is observed by all.
• Ensure the reference check, credentialing and all document checks are done/available as required.
• Oversee proper documentationlrecord keeping of the entire recruitment process are gathered and filed properly.
• Facilitate Onboarding and orientation of new joiners.
• Assist on enhancement of existing performance management systems, with oversight to an annual organization wide performance review, the recommendation of increments and promotions and give feedback on corrective action plans.
• Oversee outgoing employees go through separation procedures of the organization.
Compensation and benefits:
• Prepare monthly payroll for NPO compile the regional Payrolls with all appended activities along review and reconciliation.
• Prepare monthly tax reconciliation reports for all regions and annual tax statements.
• Prepare monthly Hiring and Separation report. And facilitate full and final settlements” for out-going employees.
• Prepare and maintain monthly payroll file “hard copy” for NPO and other regions.
• Assist to conduct competency mapping of employees and ensure implementation of compensation and benefits policy/guidelines.
• Assist in streamlining of designation levels across the organization with an emphasis on ensuring parity and equity across job functions within the organization.
Process Compliance, employee relations and taking care of organizational climate:
• Ensure on development of annual HR Budget for all projects, Training Budgets and closely monitor HR budgets.
• Ensure in implementation of HR best practices, policies, and standards. • Ensure compliance of HR practices within the organization, and deal with the audits.
• To be involved in revision of policies and practices of the organization and evaluate appropriate options for restructuring the same.
• Provide regular reporting on head count, budgets, Quarterly reports, turnover etc. and provide ad hoc reports to the management as and when required.
• Undertake any other duties and assignments, as may be assigned by your immediate supervisor, Head of or their nominee(s).
Job Requirements:
Education: Bachelor’s degree in human resources management, business administration, public administration or any other relevant field is required.
Experience: Minimum 2 to 4 years of work experience in different HR capacities including some years of supervisory role, preferably with an international development organization.
Skills: • Good problem solving and interpersonal skills.
• Fluency in English language, both written and verbal and good knowledge of local languages
Technical Skills:
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and experience in handling of web-based management.
• MS. Visio.
Personal Characteristics:
• Demonstrates high integrity, able to deal well with ambiguity.
• Able to work under pressure.
