Organizational Setting

FAO’s Cross-Border Office for Northwest Syria (NWS) – based in Gaziantep, Türkiye – is responsible for developing, promoting, overseeing and implementing agreed strategies for addressing food, agriculture and rural development priorities in the Aleppo and Idleb governates of NWS. The primary objective of FAO is to support the development of policies, programmes and projects to achieve food security and to reduce hunger and malnutrition, to assist in developing the agricultural, fisheries and forestry sectors and to use environmental and natural resources in a sustainable manner. As such, FAO’s office in Gaziantep is currently implementing a portfolio of projects aimed at building the resilience of highly vulnerable conflict- and earthquake-affected rural communities in NWS through critical support to agricultural livelihoods and access to employment in the agri-food sector.

Reporting Lines

Under the overall guidance of the ADG RR RNE, general supervision of the Programme Officer (RNE) and day-to-day functional supervision of the Emergency Response Specialist for NWS, and in close collaboration with relevant FAO technical units, the Senior Livestock Specialist will be responsible for leading the implementation of FAO’s livestock-related project/programme activities in NWS.

Tasks and responsibilities

• Lead and coordinate FAO’s livestock-based programming in NWS to ensure timely implementation of planned activities and achievement of expected results in compliance with project work plans.
• Advise on the technical quality of inputs and support procurement by preparing technical specifications in consultation with relevant FAO technical officers.
• Prepare annual work plans for projects to be implemented in NWS in coordination with the FAO Cross-Border technical team and other relevant stakeholders.
• Chair the NWS Livestock Technical Working Group (LTWG).
• Contribute to identifying and designing appropriate interventions and to the preparation of project proposals, consulting relevant stakeholders where appropriate.
• Manage Letters of Agreement (LoAs) with Implementing Partners (IPs) as requested.
• Contribute to project progress reports and terminal reports for submission to donors.
• In collaboration with partners and stakeholders, continuously assess the needs relating to livestock-based livelihoods in NWS.
• Represent FAO at relevant meetings, fora, and functions as required.
• Undertake any other duty as required.

CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING

Minimum Requirements

• Advanced university degree in veterinary medicine, animal production, animal health and nutrition, transboundary animal diseases (TADs) or other related field. A university degree combined with two years of relevant experience may be considered in lieu of an advanced university degree.
• 7 years of relevant experience (Category B) in implementing livestock-based programming in humanitarian and/or development contexts.
• Working knowledge (Level C) of English;.

Selection Criteria

• Proficiency in Arabic is an asset
• Academic qualifications relevant to livestock-based programming.
• Extent of relevant experience implementing livestock-based programming in different humanitarian and/or development contexts,
• Extent of relevant experience in, and familiarity with, the regional context.
