Job Summary
Mission/ Core purpose of the Job :
• Responsible for effectively managing the commercial resources of a project, in terms of costs, risks and time throughout the project lifecycle in order to ensure success of the project objectives, maximize profit, manage risks, formulate contingency plans, and ensure the success of the company’s Business Plan.
• Manage the activities of a team of overall TX Implementation Engineers / supervisors to coordinate and manage the rollout of transmission infrastructure related to BTS (2G and 3G), Core Network, Interconnection, Hybrid Systems, Hydromax, Fuel Monitoring System, site sharing with other operator, burnt sites restoration etc. throughout Afghanistan as per the SOPs and group guidelines.
Duties & Responsibilities
Key Tasks:
- Responsible for effectively managing the commercial resources of a project throughout the project lifecycle in order to ensure success of the project objectives, maximize profit and ensure the success of the company’s Business Plan.
- Encourage ‘best practice’ and ‘continuous improvement’ in the planning, provision and monitoring of commercial support and assurance to the Project Manager/the project delivery team
- Demonstrate a high level of commercial and technical knowledge and work as part of the Project Delivery Team in early review of techniques and solutions to meet the business and customer objectives.
- Responsible for early identification of business risks in projects throughout their lifecycle, from pre-contract to close out, and ensure that risk management, risk registers and contingencies are in place to manage and minimize the risks.
- Ensure that materials and off-site services are procured in an efficient manner with organizations that are capable of carrying out the work and in accordance with best practice, legal requirements and the Supply Chain Policy and ensure appropriate records are kept.
- Work with the Supply Chain to promote and measure continuous improvement in the profitability, costs, quality and learning of all parties, whilst fairly allocating risks and rewards.
- Obtain approvals for expected projects in each fiscal year by preparing and presenting the Business Cases, Project Plan of Execution and Capital Investment Report (CIR) to the steering committee
- Develop the Project Plan of Execution (PPOE) for all approved projects and assign them to the respective project managers
- Consolidate a report on all expected projects over the next fiscal year including all project requirements from start till finish for all divisions of MTNA
- Coordinate the financial year budget cycle with project sponsor divisions and to control, consolidation and developing project codes as per CPM toolkits and its tracking.
- Develop mega operational plans for all MTNA Capital projects and to ensure it is updated on daily, weekly and on monthly basis by CPM and the relevant project manager.
- Make sure that team has the proper interface with other operators for surveys and installation of transmission equipment.
- Develop comprehensive telecom implementation project plans that outline the scope, objectives, timelines, and resource needs.
- Manage the entire lifecycle of network implementation projects, from initiation to completion.
- Define project milestones and deliverables, ensuring they align with business objectives.
- Monitor project progress, track key performance indicators (KPIs), and adjust plans as necessary to meet deadlines.
- Lead cross-functional teams, including network implementation supervisors, engineers, technicians, and external contractors for managing the implementation and planning of all sorts of Radio, Microwave, Fiber, and Power projects throughout Afghanistan.
- Foster a collaborative and productive team environment.
- Assign tasks and responsibilities, monitor team performance, and provide constructive feedback.
- Conduct regular team meetings to discuss project status, challenges, and solutions.
- Allocate resources, including personnel, equipment, and materials, to ensure efficient project execution.
- Manage project budgets, track expenditures, and ensure financial efficiency.
- Optimize resource utilization to avoid over-allocations and ensure timely project delivery.
- Ensure network designs adhere to technical specifications, industry standards, and best practices.
- Oversee the installation, configuration, and testing of network equipment and systems.
- Provide technical guidance and support to project teams during implementation.
- Resolve technical issues and troubleshoot problems to minimize project delays.
- Serve as the primary point of contact for project stakeholders, including external contractors, vendors, and internal departments.
- Maintain clear and consistent communication with all stakeholders to ensure alignment and transparency.
- Conduct stakeholder meetings to provide project updates, address concerns, and manage expectations.
- Ensure stakeholder satisfaction by delivering high-quality network solutions.
- Implement quality control processes to ensure network implementations meet performance and reliability standards.
- Conduct inspections and testing to verify the quality and functionality of network installations.
- Ensure compliance with industry regulations, safety standards, and company policies.
- Document project processes, outcomes, and lessons learned for continuous improvement.
- Identify potential risks and develop mitigation strategies to minimize impact on project timelines and deliverables.
- Monitor risk factors throughout the project lifecycle and adjust plans as necessary.
- Implement contingency plans to address unforeseen issues and ensure project continuity.
- Prepare detailed project reports for CTO and MTN management, including progress updates, financial summaries, and risk assessments.
- Maintain accurate and comprehensive project documentation, including design specifications, test results, and final reports.
- Ensure all project documentation is accessible to relevant stakeholders and team members.
- Conduct post-implementation reviews to assess project success and identify areas for improvement.
- Provide support for network issues that arise after implementation.
- Ensure proper handover to operations and maintenance teams, including training and documentation.
- Identify opportunities for process improvements and implement best practices to enhance project efficiency and quality.
- Stay updated with the latest industry trends, technologies, and methodologies.
- Encourage a culture of innovation and continuous learning within the project team.
Job Requirements
Education:
• BSc in Telecommunication/Electronic/Electrical Engineering from the recognized university of Afghanistan or abroad(Telecom Engineering Degree is preferred)
• Masters in Business Management is preferred.
