Requirements

Education

  • Masters in Business Administration, Supply Chain Management, Logistics or any other discipline from any recognised university. Professional degree/certification in Project Management Professional (PMP) or PRINCE2, Certified Supply Chain Professional (CSCP), Certified Professional in Supply Management (CPSM), Six Sigma Certification for process improvement will be preferred.

Experience

  • At least 8 years

  • Minimum 8 years of experience in relevant field.
  • Excellent verbal and written communication to liaise effectively with multiple stakeholders including suppliers, internal teams, and external partners.
  • Strong negotiation skills to secure favorable terms with logistics partners and the ability to resolve issues that may arise during the procurement and transfer process.
  • Exceptional ability to manage multiple tasks, prioritize, and ensure timely delivery of goods, even under pressure.
  • Ability to work closely with finance, legal, and compliance teams to ensure alignment with organizational policies and regulations.
  • Experience in identifying, assessing, and mitigating risks in logistics operations and procurement activities.
  • In-depth understanding of procurement processes, supplier negotiations, and tendering procedures. Experience in handling contracts for logistics service providers (LSPs) and third-party logistics (3PL).
  • Knowledge of relevant health and safety standards applicable to the handling, transportation, and storage of goods.
  • Preferably knowledgeable about of green logistics practices and sustainability initiatives in logistics operations, especially in industries focused on social impact like health or humanitarian sectors.
  • Proficient in coordinating large-scale logistics operations, including warehousing, transportation, distribution, and last-mile delivery
  • Experience with Enterprise Resource Planning (ERP) systems and Warehouse management Systems (WMS)
  • Strong analytical skills to monitor and optimize logistics flows, costs, and performance. Experience with tools like Microsoft Excel (advanced), Power BI, or Tableau for reporting and data visualization.

Job Purpose

  • Establishment, functioning and maintenance of the central warehouse including the storage and disbursement facilities of TB commodities based on the requirements of the National TB Control Programme (NTP) in order to effectively organize and execute the procurement of logistics partner services, ensuring the smooth transfer of goods from national warehouses to 3PL warehouse as well as successful operationalization after the move.
  • Delivers on-time, on-budget results, learning, and integration to meet organization and project needs

Key Responsibilities

  • Closely work with the National Tuberculosis Control Programme (NTP), BRAC procurement department and other relevant stakeholders to conduct the procurement process for warehousing services that comply with internationally recognized standards for good storage practices.
  • Lead the finalization of the RFP based on SOW in consultation with the donor, NTP and other relevant stakeholders.
  • Initiate and ensure regular follow up in procurement process including requisition, tender evaluation, review of the financial proposal etc. following the BRAC procurement procedure.
  • Support for finalization and signing a Memorandum of Understanding (MoU) between NTP and BRAC TB control project defining the responsibilities of both parties to ensure optimal functioning of the central warehouse which will be finalized based on the type of service.
  • Ensure technical supervision of the awarded vendors on progress of work related to purchase order/ service contract and closely monitor and follow up the payment process to the vendor.
  • Support the transition process during shifting the health products from the existing warehouse to the new warehouse to be out-sourced.
  • Develop the transition plan in consultation with relevant stakeholders, defining the roles and responsibilities and timelines as well as maintain regular coordination and communication with different relevant stakeholders.
  • Support formation and operation of an interim working group which should meet regularly to monitor the implementation of the transition plan to identify and resolve bottlenecks encountered during the process.
  • Ensure proper documentation and record keeping and payment of the awarded vendors.

SAFEGUARDING RESPONSIBILITIES

  • Ensure the safety of Programme Participants, people who come into contact with the organization and team members from any harm, abuse, neglect, harassment and exploitation including sexual exploitation and abuse (SEA) to achieve the programme’s goals of safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
  • Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.
  • Follow the safeguarding reporting procedure in case any reportable incident takes place, encourage others to do so.
