Organizational Setting and Reporting Relationship
The position of Senior Private Sector Development Officer is assigned to the Bangladesh Resident Mission (BRM) within the South Asia Department (SARD). The position will be based at the BRM office in Dhaka, Bangladesh.
You will report to the Regional Head, Private Sector Development, SARD, with matrix reporting to Country Director, BRM and/or designated International Staff and may supervise junior team members.
Job Purpose
The Senior Private Sector Development Officer will help to identify, develop, and implement private sector development activities (PSD) activities in Bangladesh. PSD activities include: (1) upstream support for (i) strengthening government’s capacity for planning and implementing policies and projects to develop the private sector, and (ii) institutional, legislative, and policy reforms to develop enabling environment for private sector; (2) midstream support for (i) market facing advisory and (ii) project preparation; and (3) downstream support for (i) sovereign and non-sovereign financing, and (ii) capital mobilization through co-financing. ADB has identified the PSD shift as one of the four fundamental shifts under the new operating model. To mainstream PSD interventions into ADB’s operations and to promote programmatic approach and solutions, SARD PSD team will work closely with the Sectors Group, Private Sector Operations Department (PSOD), and Office of Markets Development and Public Private Partnership (OMDP).
You will:
Strategies and Planning:
- Assist in preparation of country partnership strategy (CPS). Specific tasks include, among others, (i) support for preparation of private sector assessment and PSD annex to the CPS; (ii) review of sector assessment to ensure PSD elements are included in each sector assessment, and (iii) any other relevant inputs for CPS.
Business Development:
- Help with country programming and project conceptualization at an early stage of business process for sovereign operations in screening and identifying ADB support to promote PSD with a focus on introducing diverse and programmatic solutions with synergies across ADB’s sovereign, non-sovereign, advisory and knowledge operations.
- Monitor the development needs for private sector and public-private partnerships (PPPs) in Bangladesh, collect feedback from the private sector for PSD and facilitate preparation of policy dialogue and project design to promote PSD.
- Support conducting policy dialogue with the government, municipalities, state-owned enterprises, development partners, and other stakeholders to identify and address challenges to promote private sector led growth (including PPPs) in Bangladesh.
- Help identify ADB’s upstream PSD support in view of ADB’s comparative advantage and donor coordination, and further help design and implement such upstream PSD activities.
- Help expand opportunities for advisory and non-sovereign operations.
- Contribute to the development of financing framework or facility to promote PSD.
- Manage relationships with relevant development partners and cofinanciers, including the development of partnership for blended finance.
- Help with the Sectors Group, PSOD, and OMDP to promote diverse solutions for the clients and develop a pipeline of ADB’s sovereign, advisory and non-sovereign operations.
Project Management:
- Support the identification, processing, implementation, and administration of high-value technical assistance projects to conduct private sector development related activities.
- Review relevant documents (e.g., project concept notes and reports and recommendations to president for sovereign operations; pre-concept review forms, concept review papers and final review papers for non-sovereign operations; and transaction advisory service paper for advisory operations) to ensure PSD elements are embedded in project design.
- Support Regional Head, PSD, SARD and Country Director, BRM in relevant committee deliberations on proposed sovereign, advisory and non-sovereign operations.
- Support solutions teams in conducting operations which will contribute to PSD including by participating in project processing as a project team member.
Knowledge Sharing:
- Conduct regular outreach to private sector partners to share ADB operations in Bangladesh.
- Contribute to internal and external training and conferences on PSD and other activities for advocacy, knowledge sharing, and capacity building.
- Prepare and share knowledge products on private sector development.
Staff Supervision:
- Provide leadership and support to reporting staff.
- Oversee the performance of reporting staff, provide clear direction and regular monitoring and feedback on performance.
- Ensure the ongoing learning and development of reporting staff.
Qualifications
You will need:
- Bachelor’s degree in economics, finance, business administration, public policy or related fields preferably with Master’s degree or equivalent.
- At least 8 years of work experience in (i) policies and regulations for private sector development regarding investment climate reforms, sector reforms, state-owned enterprise reforms, or public-private partnerships; (ii) private sector financing for infrastructure, corporates or financial institutions; (iii) transaction advisory for PPPs or corporate finance advisory, or (iv) business development in the private sector and at least 4 years of supervisory experience.
- Excellent verbal and written communication skills in English.
- Ability to work with clients and colleagues from various cultural background.

Additional Information
This opening is a local staff position. It is open only to nationals and residents of Bangladesh.
This is a fixed term appointment with option to renew for an initial period of three (3) years following Section 3.1 (b) of Administrative Order No. 2.01 (“Recruitment and Appointment’). This appointment is not convertible to a regular appointment. At the end of the initial period, this appointment may be renewed for a period of up to three years or not renewed. There is no limit on the number of renewals. This appointment is open to internal and external applicants.
