Overview of position
Under the overall supervision and administrative supervision of the Programme Coordinator (SNFI) and the Direct and technical supervision of the National Programme Officer, the Senior Project Associate (Field Coordinator) will support the coordination with relevant stakeholders and facilitate assessments and distribution activities for emergency response and DRR through the tasks specified below.
Role objectives
Core Functions / Responsibilities:
Support coordination with UN Specialized Agencies, national and provincial government authorities, International and national NGOs, and other mission-related projects, to facilitate effective delivery of humanitarian and emergency assistance. by sharing operational updates, tracking follow-up actions, and liaising with field teams and logistic units. Provide input to situation reports by compiling field data, summarizing key developments and supporting the identification of needs in affected areas.
Support the coordination and implementation of the ESNFI programme activities in their area of responsibilities, including assessments, response coordination, facilitation of disaster risk reduction activities, and shelter-related interventions.
Assist the programme and the regional/provincial team in liaising with the local authorities, including ANDMA (Afghanistan Natural Disaster Management Authority), Directorate of Refugees and Repatriation (DoRR), provincial and district governors, ministerial officials, Shura representative, community leader, and other relevant stakeholders.
Monitor that office correspondence (incoming/outgoing) is maintained in good order. Organize and manage filing in accordance to programme guidelines and documentation systems (e.g., IRF, MSRAF, BDS, Reports), including accurate data entry into the IOM owned database for disaster incidents.
Develop a thorough understanding of IOM administrative procedures and programme reporting methods in order to assist the programme in verifying these are employed in accordance with programme requirements.
Provide technical support to field staff and monitor that they have a clear understanding and use of all documents and forms, including Multi Sector Rapid Assessment Form (MSRAF), Family Assessment Form (FAF), distribution guidelines all other relevant documents.
Prepare administrative documents, tracking systems, reporting templates, and mechanisms for both internal and external use, verifying that quality reports are prepared and submitted on time.
Support the Programme Management team in developing contingency planning and coordinating with local and regional Humanitarian Response Team (HRT), Operational Country Team (OCT), and other relevant forums such as PDMC, and PDC.
Support field staff in coordinating relief assistance distribution, including supervising and monitoring assessments and distributions, conducting regular field visits to assessment and distribution sites, and mobilizing resources to the affected areas and project implementation sites through coordination with programme support team in Kabul.
Facilitate assessments and distributions and supervise field staff to monitor that programme set processes, procedures, and criteria for beneficiary identification and verification are in line with the Emergency manual or Standard Operating Procedures (SOPs) and project set objectives, facilitating timely delivering of assistance.
Participate in field missions and monitor Cash-Based Interventions (CBI) activities , such as emergency response, shelter, and provision of technical assistance to beneficiaries.
Coordinate and closely monitor all distributions, including cash-based interventions (e.g., cash for NFIs, winterization, shelter), verifying that AAP standards are applied and complaint mechanisms are in place.
Draft reports on weekly, monthly and require base as well.
Serve as the main focal point for coordination with programme management and support team monitoring that project activities and needs are closely aligned.
Support the National Programme Officer or PM prioritizing emergency activities in different regions, such as field assessments, distributions, responses, PDM, TPM, risk monitoring, or Logistics and coordination.
Perform such other duties as may be assigned
Required Qualifications and Experience
Education
Bachelor’s degree in political or social science, International Relations Human Rights or Law, or other relevant field from an accredited academic institution with four years of relevant professional experience.
Or
High School diploma with Six (6) years of relevant professional experience.
Experience
Experience supporting the implementation of activities in the field of emergency response and humanitarian assistance especially in conflict or post-conflict area.
Experience working in an international organization or NGOs.
Familiarity with UN, IOM, International Organisations and NGO mandates and programmes in the area of migrant’s rights in humanitarian assistance, post conflict migration and development.
Experience supporting the region an advantage.
Experience in the usage of office software packages (MS Word, Excel, etc.), kobo /other assessment tools and knowledge of spreadsheet and data analysis is an added advantage.
Experience in supporting the implementation of mass emergencies.
Skills:
Demonstrated ability to carry out day-to-day needs assessment, and coordinate with existing clusters and partners.
Good working knowledge of the complete Microsoft Office suite, and relevant information management and assessment tools (e.g., Kobo Toolbox).
Good understanding of humanitarian structures in the region, including referrals and cluster-level coordination.
Languages
For this position, fluency in English is required (oral and written).
Working knowledge of Pashto or Dari is required.
Fluency in all national language(s) are highly advantages.
