Background: –

The International Rescue Committee (IRC) responds to the world’s worst humanitarian crises and helps people whose lives and livelihoods are shattered by conflict and disaster to survive, recover, and gain control of their lives. The IRC works with people forced to flee from war, conflict and disaster and the host communities which support them, as well as those who remain within their homes and communities. We began work in Ethiopia since 2000 and currently implementing emergency and development programs in health, water and sanitation, economic recovery and development (ERD), women’s protection and empowerment, education, child protection, and multi-sectoral emergency response.

The IRC has a focus on narrowing the gender gap in humanitarian aid and ensuring that we contribute to gender equality, diversity, and inclusion in both our programs and operations by working to establish a context where our clients (including those from minority groups) enjoy the same rights and opportunities as well as an equal access to services. Job Overview: –

The IRC is seeking a Senior Project Coordinator (SPC)/Project Lead for an anticipated multi-million Euro rapid response mechanismThe SPC is responsible for overall management of the consortium RRM 2.0 project including liaising with the donor; coordinating and leading partners; supervising members of the project team; and overseeing project implementation, financial and operations oversight, reporting, and monitoring and evaluation of the project. Moreover, He/she liaise with support staff to strategically address operational issues that would hamper timely and quality program delivery. He/she will be responsible for coordination with clusters, government authorities, WHO, UNICEF, IOM and other stakeholders and serve as a primary point of contact for projects in the thematic sectors.

Major Responsibilities: –

The RRM 2.0 SPC is responsible to provide innovative approaches to management and coordinate with partners, executives and stakeholders. Will supervise diverse teams across various projects while overseeing project implementation, financial and administrative oversight, monitoring and reporting, as well as continuous evaluation of operations.

Project Leadership

Provides strategic leadership and technical, operational, financial and managerial leadership for successful delivery of multi sectoral rapid response across the country on the need basis approach
Makes sure projects are aligned with overall strategic goals and objectives of the consortium project and ensures that the project is technically sound, evidence-based, and consistent with donor’s and communities’ priorities.
Ensure that RRM 2.0 consortium is delivering to communities in an integrated and unified way, which involves leading regular and appropriate forums for information exchange across and between programme sectors in consortium management.
Provides oversight of project implementation including all activities, outputs, and outcomes related to project management and administration, including reporting, budget development and monitoring, financial transactions, execution of project plans, and project performance.
Oversees the consortium partners’ performance, assigning clear roles and responsibilities, providing effective supervision, and managing performance to ensure efficient operations.
Organize regular consortium member’s meetings for dissemination of information on the project and discussion of how to strengthen elements of the project through collaboration and complementarity.
Ensures the project produces the specified results as per the workplan(s) to the required standard of quality and within the timeline and budget parameters.
Conducts monthly reviews to ensure assess spending rates, budget forecasts, accountability of all project activities as well as the accurate and timely reporting of financial deliverables and obligations.
Ensures that the project progresses in accordance to its contractual obligations and complies with donor and government regulations and internal organizational policies.
Identify and mitigate project risk to avoid delays and cost overruns
Ensure integration and coordination among the various consortium members agencies contributing to the overall goal of the Consortium through strengthening inter-sectoral collaboration.
Ensure a timely pace of implementation in a challenging environment, with spending in line with budget forecasts.
Representation

Acts as the primary project contact person and liaison, ensuring the project is represented in the existing humanitarian coordination forums
Coordinates organizational relationship with partners and donors related to monitoring and evaluation, providing support in facilitating technical collaboration and coordination activities with government, UN, other RRMs, partners and other relevant stakeholders.
Promotes the project through advocacy, presentations, and participation in country, regional, and international technical forums.
Technical Leadership

Provide technical leadership for the implementation of RRM 2.0 consortium programs in Health, ESNFI, WASH, Multi-purpose cash Transfer, protection, and EiE and ensure projects are consistent with the humanitarian response plan and in line with the government and clusters strategy and guidelines.
Lead and coordinate in preparation of routine reports on all activities to donors and local Government and ensure high quality reporting (both internal and external) with accurate, reliable information and that reports are prepared and submitted in a timely manner according to the reporting timelines.
Strengthen the multisector team’s technical capacity of the team for effective project management through identification of training needs and putting in place capacity building and mentoring strategies.
Ensure gender and protection are mainstreamed in each step of the implementation (starting from planning, beneficiary selection, disaggregated data during reporting and in the continuous implementation)
Safeguarding Responsibilities:-

Promote and actively participate in initiatives and efforts to build team engagement, inclusion and cohesion in IRC [team/office]
Foster ongoing learning, honest dialogue and reflection to strengthen safeguarding and to promote IRC values and adherence to IRC policies
Minimum Qualifications:
Educational Requirements:

MA degree in development or other Project Management, social sciences or related fields.
Preferred experience & skills:-

Recommended 10 years of relevant progressive experience, out of which 5 years in managerial positions.
Demonstrated strong experience in project management is required.
Experience in a humanitarian environment including significant field operations experience running emergency programs is required.
Experience in multi-sector, multi-stakeholder, and multi million emergency program implementation and emergency system strengthening in conflict settings.
Previous experience implementing and/or coordinating RRM is a plus.
Previous experience of managing large team
Excellent verbal and written communication skills as well as, an overall ability to be clear and concise in all communications
Strong organizational and time-management skills; proven ability to prioritize and deliver on time
Strong analytic problem-solving skills
Ability to work both independently and in a dynamic, cross-functional global team structure
Highly proficient in Microsoft Office suite
Demonstrated ability to work effectively with stakeholders at all levels
Ability to manage and work through change in a proactive and positive manner.
Language Skills: Proficiency in English is required, and Ethiopian National working languages is a plus
