1. Purpose of consultancy
The consultancy serves two purposes: First, it aims to streamline and enhance the EURO RAP (Rapid Insights from Across the Region) system, improving its efficiency and operational effectiveness. Second, the consultancy will focus on developing a data architecture, laying a foundation that supports advanced analytics and business intelligence capabilities.

Enhance EURO RAP process efficiency and platform functionality and designing the foundation for EURO’s data architecture and enhancing business intelligence practices.
3. Deliverables
Deliverable 1:
Enhance EURO RAP process efficiency and platform functionality by transforming the current data recording mechanism into a user-friendly UI, focusing on Seamless integration with Microsoft 365;
Data input functionality offering rich text editing capabilities (formatting, hyperlinks, etc.), implementation of a character limit for text fields, and support for attachment uploads;
Ensure readiness for future integration of AI solutions for drafting, editing, and potentially analyzing input;
Adequate security roles and privileges to manage user access to different types of records;
A responsive design for tablet/phone;
Recommendations for further enhancements.
Deliverable 2 :
Enhance EURO RAP process efficiency and platform functionality by enhancing existing end-user products (daily email newsletter and Power BI Dashboard), along with their associated datasets and workflows, focusing on automated daily emails to subscribers and optimized subscription functionality ;
Improving the current Power BI Dashboard or exploring alternatives for better storage and visualization of all input data:
Automated PDF generation from Power BI reports (or alternative) to facilitate monthly reporting;
Email tracking and analytics to measure engagement and conversion rates effectively;
A dashboard management and maintenance plan for administrators.
Deliverable 3:
Designing the foundation for EURO’s Data Architecture and Enhancing BI Practices;
Designing the future state of EURO Data Architecture to meet the current and future data and BI needs;
Utilizing Azure services such as Synapse, Data Lake, Microsoft Fabrics, as applicable, for data engineering and reporting practices;
Enhance EURO’s Business Intelligence practices in Power BI and other tools.
4. Qualifications, experience, skills and languages
Educational Qualifications:
Essential: Advanced university degree in software engineering, computer science or other relevant discipline.
Desirable: Azure, ITIL, Solution Architecture Certificates.
Experience:
Essential:
At least seven years of relevant, progressive experience in software engineering, solution architecture, and data engineering, more specifically designing and developing Cloud-native applications facing external and internal users. This includes at least five years of extensive experience utilizing APIs, Power Apps and other Microsoft technologies.
Skills/Knowledge:
Essential:
Proven knowledge and skills in designing and implementing solutions in Azure using Microsoft ecosystem.
Theoretical understanding of algorithms, data structures and computational complexity and how to design systems to apply them to system design and development.
Strong proficiency in modern programming languages such as Java, JavaScript, and Node.
Solid understanding of DevOps principles and tools for continuous integration and continuous deployment (CI/CD).
Knowledge of data architectures and engineering and the ability to work with large data sets, including data cleaning, data analysis, and feature engineering.
Strong problem-solving skills, with the capability to translate complex requirements into actionable design and code.
Languages and level required:
Essential: Expert knowledge of English.

Remuneration: Band B – Between USD – 7,000 – 9,980 per month

Consultants shall perform the work as independent contractors in a personal capacity, and not as a representative of any entity or authority.

The Consultant shall be solely responsible for withholding and paying any taxes, duties, social security contributions and any other contributions which are applicable to the Consultant in each location/jurisdiction in which the work hereunder is performed, and the Consultant shall not be entitled to any reimbursement thereof by WHO.
Please note that WHO’s contracts are conditional on members of the workforce confirming that they are vaccinated as required by WHO before undertaking a WHO assignment, except where a medical condition does not allow such vaccination, as certified by the WHO Staff Health and Wellbeing Services (SHW).
