With 14.5 million people displaced and almost 30 million in need of humanitarian aid, the ongoing conflict in Sudan, which intensified between the SAF and the RSF in April 2023, has caused an unparalleled humanitarian crisis.
11 million internal. The Hunger Hotspots study has identified Sudan as a “hotspot of highest concern” for acute food insecurity, highlighting the critical need to address malnutrition, life-threatening food shortages, and livelihood support in the most vulnerable areas. The September 2024 Integrated Food Security Phase Classification (IPC) study estimates that 25.6 million Sudanese, or almost 54% of the country’s total population, are severely food insecure. Furthermore, 80% of facilities in active war zones and 45% in other regions are out of service, contributing to Sudan’s grave health crisis, which is made worse by the ongoing conflict and has a major influence on illness prevalence and death rates.
Over the past year, violence in Darfur, a region plagued by conflict and instability for a long time, has increased, exacerbating pre-existing vulnerabilities. 48% of all conflict-related internally displaced persons (IDPs) are expected to seek shelter in Darfur, where an estimated 9 million people would need humanitarian aid by 2025.
People with disabilities have been disproportionately impacted by the humanitarian situation in Sudan. Due to verbal, physical, and attitude hurdles that prevent them from participating and being included in humanitarian action, they confront major obstacles in having equitable access to humanitarian help. People with disabilities are disproportionately exposed to further injury, neglect, and violence as a result of these restrictions, which have also increased protection risks and prevented them from accessing equitable help.
The mission’s description
Humanity & Inclusion (HI) and a national non-governmental organization launched a project in Sudan in 2024 that focuses on MHPSS, protection, inclusive humanitarian action, and physical and functional rehabilitation. After HI registered in Sudan in 2024, a number of options were sought that gave rise to favorable outcomes in terms of fundraising and response scaling up (from a sectoral and geographic standpoint).
HI intends to greatly expand its response in Sudan by 2025, with Khartoum as one of its top priorities in terms of geographic reach (both east and west), intervention sectors (physical rehabilitation, food, WaSH, disability-inclusion), and the development of multiple intervention modalities (direct, remote partnership, etc.). HI has enlisted a number of funders and consortiums.
As the project manager for stimulation therapy, your goal
You assist in carrying out the mission and the 10-year Humanity & Inclusion strategy in Sudan under the direction of the Area Manager. Implementing and overseeing stimulation treatment activities for kids in the project region who are experiencing severe acute malnutrition will be the primary responsibility. You will use a delegation structure with suitable control mechanisms to guarantee that the quality and effect of project operations are optimized. You and the other HI managers are both accountable for the efficient operation and sound administration of the multinational corporation.
Responsibilities:
You will have 4 missions:
Mission 1: Management
- Manager as a role model: embody HI’s values on a daily basis, and be a role model.
- Manager as a coach for meaning: understand the strategy, make it explicit, translate it into operational objectives for his or her team, lead the necessary changes. Give meaning to each management action. Encourage inter and intra departmental exchanges of practice. Encourage innovation and risk-taking.
- Operational manager: organise the operational management of his or her team, structure the work around identified processes, steer performance and facilitate the resolution of problems.
- First HR & Coach: contribute to the development of his or her staff, creating the conditions for their commitment, professionalism and attachment to HI. Ensure compliance with the code of conduct and institutional policies, the mindset and expected individual and collective behaviour.
Mission 2: Strategy and steering
- Contribute to the Sudan operational strategy (StratOp).
- Draft new project proposals for the continuity or expansion of the project.
- Contribute to the drafting of new proposals for new opportunities, if necessary.
Mission 3: Operational implementation
Under the supervision of the Area Manager and with the technical support of the Emergency Rehabilitation Specialist and the Technical Head of Programme of the mission and in close collaboration with the Finance, HR and Logistics departments, the Stimulation Therapy Project Manager is responsible for the implementation of the Stimulation Therapy project in accordance with the logical framework and the budget allocated.
The Stimulation Therapy PM will be responsible for managing a team of national physiotherapists and a rehabilitation technical officer (TO) expert on rehabilitation and pediatrics. This role includes overseeing the training of physiotherapists and facilitating the implementation of the project’s technical framework. Responsibilities include:
Responsibility 1: Ensure the implementation of the Stimulation Therapy project, in line with the logical framework and allocated budget
- Steer the project’s intervention strategy and put forward adjustments if the objectives change or if it is likely that they will not be met.
- Ensure that activities and the associated resources are planned, and implement the action plan.
- Ensure that activities are implemented in line with the project proposal and the allocated budget.
- Ensure project reporting, internally (within the Sudan programme) and externally (reporting to funding bodies, authorities and/or partners).
- Undertake expenditure and manage the project activity-specific budget lines according to the delegation he/she received based on the programme signature delegation table
- Prepare and manage partnerships with the project implementation partners.
- Guarantee the proper archiving of information.
Responsibility 2: Ensure that project implementation complies with the existing frameworks
- Ensure the proper implementation and follow-up of institutional policies (specifically PME, PSEAH and Age-Gender- Disability policies) and the other HI internal standards.
- Ensure compliance with the terms of the project proposal and the rules applied by the project funding body/bodies.
- Ensure compliance with global technical standards and norms by communicating and by involving the technical specialists and advisors with expertise in the project themes.
Responsibility 3: Ensure project monitoring, evaluation, accountability and learning
- Ensure project monitoring, specifically activity progress indicators and the expected outcomes.
- Develop and implement the project evaluation plan.
- Ensure that the project is accountable to the local stakeholders.
- Ensure project learning, taking into account lessons learned from similar previous projects, following the recommendations made throughout the project (from evaluations, support missions, audits, etc.), and capitalising on the acquired knowledge.
Responsibility 4: Ensure project data management
- Ensure that the appropriate data collection and management tools are in place on the project, in line with global standards.
- Ensure that data related to the project is collected and compiled in the project database.
- Carry out regular checks and makes any necessary corrections to the activity database.
Responsibility 5: Coordinate the teams involved in the project
- Facilitate coordination meetings between his/her direct team and the support services located in the area when necessary.
- Ensure that his/her team and the support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.
- Facilitate the project steering committee.
Responsibility 6: Contribute to external project communication
- Contribute to HI’s external influence by taking part in networks, when required.
- Communicate about the project to partners, authorities and stakeholders when relevant.
Mission 4: Emergency Preparedness and Response Lead the emergency preparedness actions in his/her department and, in the event of an emergency, reorganize the priorities of his/her team according to the humanitarian priority, in order to ensure a quick and efficient response by HI.
Requirements
- You have a degree in physiotherapy;
- You have at least 2 years’ experience in providing technical support for rehabilitation for children or stimulation therapy programmes;
- You will have experience of implementing stimulation therapy , pediatric rehabilitation programmes and be familiar with technical issues relating to special needs and rehabilitation;
- You have a good knowledge of the different schools of thought and models explaining disability, as well as strategies for combating exclusion and discrimination;
- You have an excellent command of all aspects of project management
- You will be flexible, have a good sense of priorities and be able to put forward proposals. You will be resistant to stress and uncertainty, and be able to work in an unstable security environment;
- You have good writing, analytical and supervisory skills;
- You know and like how to work and collaborate within a multidisciplinary team;
- You have a good command of written and spoken English. Arabic is a strong asset.
