Its mission is to provide emergency relief, development, and post-conflict reintegration services, work to protect human rights, and advocate for people uprooted or affected by violent conflict and oppression. The IRC opened its Burundi office in 1996, responding to the urgent needs of displaced people, focusing on water sanitation, environmental health programs, and the protection of vulnerable children. With the end of the Burundian civil war in 2006 and the resulting return of Burundian refugees, the IRC took a first step toward post-conflict reconstruction programs.
Today, IRC Burundi has a dynamic post-conflict program including prevention and response to Gender-Based Violence, Child Protection, Access to Rights and Good Governance, Economic Recovery, Water, Hygiene and Sanitation.
Job Description
The Supply Chain Manager position is essential to the success and implementation of quality programs. The IRC defines supply chain as the set of systems and functions necessary for the effective implementation of programs, including planning, procurement, logistics, inventory management, property and asset management, and vehicle and fleet management.
The Supply Chain Manager is responsible for supporting the supply chain function to ensure efficient procurement and implementation of supply chain functions in field offices.
Main responsibilities
Under the direct supervision of the Senior Operations Coordinator, you will be responsible for the following tasks:
Supply Chain Planning
The Supply Chain Manager is responsible for collaborating closely with internal and external stakeholders to ensure effective supply chain planning and preparation and support program implementation. Supply chain planning includes:
- Develop and ensure the implementation of procurement plans for active grants, in collaboration with program coordinators/managers and internal and external stakeholders, to support program implementation;
- Ensure program teams develop a plan for distributing closed grant supplies and assets to warehouses;
- Coordinate with supply chain field staff to ensure sufficient space in warehouses prior to sending program supplies to the field;
- Ensure that the supply chain department is well staffed and that everyone’s roles and responsibilities are clearly defined;
- Prepare procurement, warehousing, transportation and distribution plans;
- Implement all IRC procurement Standard Operating Procedures (SOPs);
- Develop sourcing strategies and build supplier relationships;
- Monitor the supply market and conduct market research and analysis.
Supply
- Conduct market analyses by collecting, organizing and analyzing market data and financial reports;
- Develop and regularly review grant procurement and distribution plans; ensure the resolution of all related issues in collaboration with program unit management;
- Develop and implement a category sourcing strategy;
- Manage negotiations with suppliers;
- Lead the bidding process by developing and issuing Requests for Proposals (RFPs) and completing a purchase requisition process;
- Maintain relationships with vendors and program staff;
- Prepare, review and use procurement contracts, including framework agreements (MPA, MSA) for purchases;
- Maintain transparent and efficient contracting systems through IRC supply chain due diligence;
- Prepare and review monthly Procurement, Inventory, Fleet reports and submit them to the Operations Coordinator;
- Rigorously ensure transparency and integrity throughout the procurement process.
Inventory, warehousing and asset management
- Ensure inventory control;
- Implement IRC inventory policies for all project items, including cycle counting, variance reporting, and quality assurance;
- Develop and ensure the updating and compliance with material distribution plans;
- Coordinate stock disposal procedures;
- Implementation of asset maintenance plans in accordance with IRC policies, including repairs and insurance coverage processes;
- Assessment of asset needs;
- Management of the disposal of assets and property, as well as auction management;
- Ensure that the grant inventory and asset report are accurate, regularly produced, reviewed and approved prior to the grant closing date.
Logistics and fleet operations.
The post holder will be responsible for:
- Develop country-specific fleet management policies in accordance with the requirements of the country’s Ministry of Transportation;
- Disseminate and enforce vehicle safety policies by all users;
- Carry out transport needs assessments;
- Develop and monitor fleet movement plans, vehicle repairs, driver assignment, vehicle safety and fuel consumption;
- Develop an analysis of vehicle management costs;
- The legal status of the fleet (customs clearance, registration, permits, insurance) is up to date;
- Regular publication, review and use of monthly vehicle reports to inform the strategic decision-making process;
- Optimize the maintenance and repair costs of automobile transport and generators.
Contract Management :
- Review and use procurement contracts effectively, including framework agreements (MPA, MSA) to ensure favorable procurement terms;
- Define key performance indicators and service level agreements for contracts;
- Monitor contract implementation to ensure suppliers comply with contract terms and conditions.
Budget and Finances :
- Participate in proposal design and budget development by identifying and capturing the operational budget requirement required to implement the project;
- Work with field staff to identify procurement needs and ensure issues are raised with the Senior Operations Coordinator for inclusion in new budget development;
- Organize a follow-up meeting accompanied by an action plan with program managers before 3 months of the end of funding.
BVA and Integra management
BUT
- He is the focal point of the BVA database in terms of purchasing;
- It receives all purchase requests submitted online and hard copy by programs and other departments;
- He analyzes the BVA system and produces a weekly report on each online order status and shares it with designated people and the Senior Operations Coordinator.
INTEGRA
- Extract online purchase requests and analyze the level of execution;
- Initiate tickets for complaint cases and submit to the technical team;
- Make the vendor creation request and ensure that the documentation is complete;
- Extract the stock list and analyze the different statuses and identify anomalies;
- Create the transactions of the accounting journals (Cycle Count, end of grant and end of fiscal year;
- Extract the list of fixed assets and perform an analysis;
- Ensure that the update of the list of fixed assets is done online (in the event of movement of the asset);
- Extract the list of suppliers to anticipate ATCs;
- Ensure that all purchasing documents are attached to the purchase order before approval.
Compliance
- Identify, document and report any IRC procurement discrepancies in a timely manner in accordance with the mechanism in place for appropriate follow-up;
- Ensure that all staff (international and national) are aware of and fully comply with IRC Way policies;
- Implement and maintain separation obligations in purchasing and other related functions;
- Review and provide feedback on supply chain reports assigned and submitted by country offices;
- Develop and support the implementation of improvement plans;
- Promptly inform the Senior Operations Coordinator of any concerns or potential or suspected violations of supply chain policies;
- Provide constructive support to other functions to ensure effective compliance with policies and procedures;
- Implement one-off, time-limited initiatives within the supply chain to improve performance or compliance (e.g., implementation of a post-audit corrective action plan).
Personnel management and development:
- Support the recruitment of supply chain personnel (written tests and interviews) through the effective use of the IRC Supply Chain Skills Matrix;
- Ensure that the objectives of each team member are defined in accordance with the vision of the organizational unit and the operational context(s);
- Provide in-person and remote orientation to new supply chain employees;
- Assess skills and training gaps of supply chain personnel and develop appropriate intervention programs;
- Offer training and professional development programs;
- Coordinate training and maintain training records.
Internal and/or external contacts
Internal: Regular interaction with regional and country supply chain teams at all levels, the Senior Operations Coordinator and project coordinators/managers. Active participation in global and regional supply chain conferences and facilitation of sessions as required.
External: Opportunity to represent the IRC Supply Chain at external meetings, with other non-governmental organizations, inter-agency groups and foundations.
Relationship with suppliers
- Organize quarterly meetings with suppliers;
- Ensure that all suppliers are treated equally and obtain contracts on the basis of Quality – Price;
- Ensure that the payment deadline for supplier invoices is respected.
Minimum Qualifications:
- Formation ;
- Bachelor’s degree required (Bac+4) in logistics / Supply chain, Economics and any other related field;
- Advanced professional certification in supply chain management and/or emergency response management strongly preferred.
Professional experience:
- At least 5 years of experience in humanitarian supply chain management;
- Strong skills in deployment and management of an integrated management software package (ERP);
- Proven ability to develop and deploy supply chain policy and standard operating procedures (SOPs);
- Experience working with a diverse portfolio of donors and knowledge of donor-specific guidelines;
- Experience and authorization to drive 4×4 vehicles with manual transmission.
