JOB CONTEXT:
HI Afghanistan operating framework is outlined in the operational strategy developed at the beginning of 2022 for the next 2 years. The pillars are : Health / Basics Needs and Economic Inclusion / Armed Violence Reduction and protection of Vulnerable Populations.
HI is currently involved in different sectors of activities:
– Physical and functional rehabilitation (both on service provision and training – tech assistance), in development and chronic crisis settings
– Mental Health and Psycho-Social Support (MHPSS)
– Inclusive livelihood
– Mine Risk Education
HI has five offices located in the different provinces of intervention. The central office is in the capital city (Kabul) and hosts the management team (including operations, finance, logistics, human resources, technical unit, humanitarian access and advocacy, and Security).
Five bases, located in Herat (West), Kunduz (North), Nimroz, Nangarhar and Kandahar (south), are fully operational with dedicated support services and project management teams. The Programme also has projects in Bamyan, which the Kabul main office manages.
HI Afghanistan employs 450 national and 10 international staff and has a budget of 8 and 10 million euros. Most fundraising efforts and donor relationships are held at the Kabul level. HI is also part of different fora/coordination bodies (ACBAR, INSO, HAG, etc.) and a member of several clusters, including health, and Co-Chairs the Disability Inclusion Working Group.
YOUR MISSION:
You will report to the Country Director. You as Supply Chain Manager, ensure the efficient management of the supply chain for the country. You are the point person for the country director and, as such, inform him or her of any problems that fall within your remit and suggests solutions.
Your main missions will be :
Mission 1: Management
– Manager as a role model
– Manager as coach for meaning
– Operational manager: you organise the operational management of your team, structure the work around identified processes, steer performance and facilitates the resolution of problems.
– Manager 1st HR&Coach: you contribute to the development of your staff, you create the conditions for their commitment, professionalism and attachment to HI. You ensure compliance with the code of conduct of institutional policies, the state of mind and the expected individual and collective behaviour.
Mission 2: You define the Supply Chain section of the StratOp and directs its action plan
You drive supply chain strategy and operations through the active promotion of HI’s institutional policy and directive and the optimisation of our resources.
Mission 3: You deploy HI’s standards and contribute to its expertise and accountability within your remit:
Mission 4: Operational implementation of logistics
– Diagnostic phase – Contextual analysis:
– Design phase – Resources planning:
– Launch phase – Procurement planning
– Implementation phase – Coordination:
– Closure phase
Mission 5: You facilitate the Logistics profession’s development on your programme and contribute to its development across the organisation.
Mission 6 : Emergency Preparedness and Response Responsibilities
You lead the emergency preparedness actions in your department and, in case of emergency, reorganize the priorities of your team according to the humanitarian imperative, in order to ensure HI’s quick and efficient response.
CHARACTERISTICS OF THE POSITION:
The security and access situation in the Country has improved significantly since the conflict ended; however, security measures remain in place as the context remains unpredictable.
International staff share the guesthouses in Kabul. They are spacious, well-equipped, secure, and comfortable, providing adequate living conditions and well-being to the global team, considering the limitations of moving around the city. The guesthouses have sports facilities and common areas for recreational activities.
YOUR PROFILE:
- You have a Bachelor’s degree in supply chain management, logistics, business administration, or a related field.
- You have minimum of 5 years of experience in INGO supply chain management or related roles, with demonstrated proficiency in inventory management, logistics, and supply chain planning.
- You have a strong analytical skills and ability to leverage data and analytics tools to drive informed decision-making.
- You got excellent communication and interpersonal skills, with the ability to collaborate effectively with cross-functional teams and external stakeholders.
- You have the knowledge of best practices and emerging trends in supply chain management.
- You got a proven leadership experience and ability to effectively train and manage supply chain and logistics team.
