THE ROLE
The purpose of this assignment is to strengthen the food pipeline management capacity within the Afghanistan Country Office. By conducting comprehensive analyses, developing innovative solutions, and fostering collaboration, the incumbent will play a pivotal role in ensuring uninterrupted food assistance delivery. This includes creating and maintaining tools for monitoring stock levels, procurement processes, and resource allocations to support informed decision-making and operational excellence.
KEY ACCOUNTABILITIES:
- Conduct thorough gap analysis reviews to determine commodity requirements, availability, and other shortfalls for the Afghanistan Country Office. Analyze food planning and stock availability versus food commodity consumption. Provide senior management with information on food pipeline coverage to prevent pipeline breaks by monitoring stocks and resources.
- Develop and implement Standard Operating Procedures (SOPs) and tracking tools to manage Afghanistan’s supply and demand pipeline. Optimize operations to ensure timely food assistance delivery and address challenges in demand planning and forward purchases.
- Support the development of sourcing strategies and food demand plans for Afghanistan. Collaborate with GCMF for replenishment to reduce lead times and improve upstream pipeline and delivery efficiency.
- Analyze regional and country operational contexts. Provide technical advice and identify opportunities for improvement and innovation. Collect requirements, inputs, and information while liaising with teams in the Southern and North Corridors and Area Offices to enhance and maintain the Pipeline Dashboard.
- Provide supply chain information and advice to guide decision-making for the SC Operations and Budget Programming Unit (BPU). Leverage dashboards and SC tools to support the replenishment of Afghanistan stocks and resources.
- Design and develop new supply chain dashboards to facilitate information sharing, improve decision-making, and enhance reporting capabilities.
- Build productive partnerships and collaborate with other units, including Programme, BPU, Procurement, Logistics, Partnership, and GCMF. Ensure an integrated supply chain approach to food assistance and cross-functional alignment of operations.
- Work with the Commodity Accounting team to monitor grant and Best Before Date (BBD) expirations. Follow up with senior management, BPU, and the donor relations office to address potential bottlenecks and meet food supply deadlines.
- Liaise with the HQ planning team to improve and maintain the PRISMA tool. Stay updated on new initiatives and align project activities with HQ directives.
- Identify and implement capacity-building initiatives for team members to enhance technical skills and understanding of supply chain processes. Propose innovative methods to address recurring pipeline challenges and ensure sustainable operations.
- Perform other duties as required.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree preferably in Supply Chain Management, Engineering, Economics, Business Administration, Logistics, or other related field, or First University degree with additional two years of related work experience and/or training/courses.
Experience: At least one (1) year of postgraduate professional experience in supply chain, logistics, or procurement.
Language: Fluency in both oral and written communication in English and local languages (Pashto/Dari)Desired experiences for entry into the role:
·Proficiency in online tools, including dashboard development, and advanced knowledge of Excel.
·Familiarity with WFP tools such as LESS and other corporate systems.
·Experience in pipeline planning and implementing corrective actions for performance improvement.
·Supervisory experience (desired).
Knowledge & Skills:
- Advanced proficiency in corporate supply chain tools (e.g., PRISMA/DOTS).
- Strong technical support capabilities for supply chain management.
- Proven ability to foster team spirit and contribute to a gender-balanced, inclusive work environment.
- Excellent analytical, problem-solving, and communication skills.
