I. Background

With 73 donor reports that are due in Fiori in 2025 and an average of 60 donor proposals that are submitted by UNICEF Chad on an annual basis, the associated workload is considerable. More reporting requirements are expected to be added as additional funding is mobilized throughout the year and there are additional reporting requirements that are not tracked in UNICEF’s official report tracking system. New opportunities keep emerging that require UNICEF to respond in a very short timeframe to not miss out on potential funding.

The Chad Country office Partnerships Manager requires support for the already scheduled reports to be submitted as well as support for the development of new donor proposals and support in grants management. This will enable the Partnerships Manager to respond to ad hoc requests from donors resulting from the volatile country context.

II. Scope of Work

Under the supervision and guidance of the Partnerships Manager and in close collaboration with Programme Chiefs of Section, the Deputy Representative and other relevant colleagues, the consultant will provide support to develop/review donor proposals, concept notes, donor reports and other documents:

Specifically, the major assignments of the consultant will be to:

  1. Produce well-written and impactful narrative and financial donor reports for the UNICEF Chad Country Office (CCO), across programmes and donors. This includes the preparation of report templates in line with donor and UNICEF standards, the briefing of sections and cross-cutting units to provide inputs, the follow-up with colleagues to receive timely inputs, the review of inputs and coordination of necessary revisions, and the copy-editing and formatting of reports. This will also involve coordinating amongst colleagues to finalize reports following feedback from donors and HQ counterparts.
  2. Develop proposals (narrative and budget documents) and concept notes for CCO across programmes. This includes the preparation of proposals in line with donor and UNICEF standards, the briefing of sections and cross-cutting units to provide inputs, the follow-up with colleagues to receive timely inputs, the review of inputs and coordination of necessary revisions, and the copy-editing and formatting of proposals.
  3. Produce other documents for donor communications and resource mobilization.
  4. Support to grants management, through quality assuring reprogramming requests to donors in line with donor and UNICEF standards and responding to other ad-hoc information requests on grants and programmes by donors, the Regional Office, HQ and from within the CCO.

The reports, proposals, concept notes and other documents will either be in English or French.

Each task will include ensuring completeness, coherence, correctness, and formatting of documents, including reviews of results planned / reported, log frames, financial reporting, and budgeting. The consultant will ensure that high-quality documents are produced by the agreed upon deadlines, for final review by the Partnerships Manager and clearance by the Deputy Representative Programmes and the Representative. To this end, the consultant is expected to collaborate with programme sections as well as cross-cutting teams of CCO (e.g., Budget, Operations and Emergency teams, Communications, …).

All documents will have to meet high quality standards and be submitted on time. The volume of work needed will vary with each document, which is presented in the approximate classification below. The number of working days per deliverable will be revised if needed, depending on different factors, including the quality of drafts to be passed on to the consultant. The target delivery date will be specific to each document.

Based on the current foreseen reporting workload it is estimated that the number of days may be approximately distributed as detailed in the table below.

It is to note that the workload will be divided between the consultant and the Partnerships Manager depending on capacity available and actual workload. Further, the estimated budget is subject to negotiation based on the consultant’s qualifications and defined work package.

Within the scope of work, the consultant is responsible for:

  • Using their own equipment, such as laptops, microphones, software, and other necessary accessories.
  • Not sharing the content or any part thereof with any third party without written permission from UNICEF. All content will be the property of UNICEF.
  • Being available for revisions and reviews of the documents as needed.
  • Following the UNICEF style guide and relevant donor templates.
  • The performance of the consultant will be evaluated based on the quality of the documents, adherence to deadlines, and the ability to effectively convey humanitarian and basic needs as well as UNICEF’s impact in Chad.

IV. Qualification/Experience/Competencies/Skills Required

Education:

An advanced university degree (Master) in Social sciences, Planning development, Communication, Journalism, Sociology, Public Relations, Public Affairs, International Relations, Marketing or in a related area.

Work Experience:

  • At least five (5) years of professional experience in the areas of proposals development, reporting, communication, and programme monitoring.
  • Previous experience with report/proposal editing and formatting and previous experience in international organizations, NGOs or UN agencies (particularly UNICEF) will be considered an asset.

Other skills and competencies:

  • Attention to detail to identify inconsistencies and maintain high standards of accuracy and precision in documents.
  • Proficiency in MS Office Suite (Word, Excel, PowerPoint) and Teams
  • Excellent written and oral communication skills
  • Ability to synthetize complex information and to effectively present key information.
  • Capacity to work independently.

Language Proficiency:

Full professional fluency in English and French both in writing and speaking (C2).

V. Technical Evaluation Criteria (with weights for each criteria)

VIII. Technical and financial proposals

Selection criteria will be based on relevance of qualifications, skills, expertise and experience in the required field, and the financial offer. Each application will be assessed first on its technical merits and subsequently on its price (weighting of 75 [technical note] / 25 [financial note]; the maximum points are awarded to the lowest financial offer of the technically qualified application. All other price proposals will receive points in inverse proportion to the lowest price. The best bid combining the 2 notes will be retained.

Recourse

UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. The deliverables will remain the copyright of UNICEF.

The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.

Remarks

Individuals engaged under a consultancy contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein. Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants. Consultants are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
