Context:
Under the overall supervision of the International Organization for Migration (IOM) Chief of
Mission (CoM) in Bangladesh, and the direct supervision of the Deputy Chief of MissionEmergencies (DCoM- Emergencies) based in Cox’s Bazar Sub-Office, Bangladesh, the
Programme Coordinator will be responsible and accountable for providing managerial support
and coordination in project development, Monitoring and Evaluation (M&E), policy,
communications and reporting for all IOM programmes under the emergency response in Cox’s
Bazar Sub-Office, Bangladesh. In addition, the Programme Coordinator will coordinate with,
advise, and provide support to donor relations in coordination with the Mission Support Unit of
Bangladesh Country Office (CO).
Core Functions / Responsibilities:

Programme Monitoring and Evaluation
1. Analyze trends, issues, and progress of all programme implementation under the emergency
response in Cox’s Bazar Sub-Office.
2. Coordinate and manage the development and implementation of comprehensive and realistic
monitoring and evaluation plans and strategies. Supervise the M&E Team in the Sub-Office to
identify in advance and inform the implementation challenges, formulate solutions, and ensure
timely delivery of activities and services within the designated timeframe.
3. Liaise with the Grants Management Team to track and control of grant agreements and to
better support activities undertaken by IOM’s Implementing Partners.
Programme Development and Donor Liaison
4. Coordinate with Programme Coordinators/units as well with the Programme Support Unit to
support the conceptualisation and development of projects, drafting of donor proposals and
regular progress reports for further submission to donors, Regional Office (RO) and
Headquarters (HQ).
5. Oversee compliance of all project development and reporting with the approval and
endorsement processes and quality standards in accordance with the IOM Project Handbook,
M&E Guidelines, IOM’s Project Information and Management Application (PRIMA), and other
polices and regulations.
6. Act as a donor relations Focal Point in Cox’s Bazar and respond to inquiries from HQ and the
network of IOM ROs on the emergency response.
Sub-Office Support
7. Participate at inter-agency meetings as well as any other relevant meetings in relation to the
emergency response in coordination with Programme Managers, as requested by the Deputy
Chief of Mission (Emergencies)
8. Ensure adequate follow-up with CO’s units in support of the IOM’s strategic input and key
decisions to the emergency response.
9. Prepare policy briefings in relation to the CO’s Senior Management’s liaison functions with the
Government of Bangladesh, senior partners, visiting delegations and donors, liaising with
respective Programme Managers for related organizational events and partner United Nations
Country Team (UNCT) organizations.
Communications
10. Oversee the Media and Communications activities and ensure the availability of adequate
resources to respond to the respective needs of Rohingya operations and that media/
communication outputs are delivered on a timely basis and with the required quality level and in
line with the IOM branding and visibility guidelines, as well as IOM’s contractual obligations to
donors.
11. Plan and manage outreach activities (internal and external communications) to support the
CO in its emergency response in Cox’s Bazaar.
12. Supervise the development of project specific Communication and Visibility Plans and
production of visibility/communications materials, in close coordination with DCoM and Project
Managers.
13. Perform any other duties as may be assigned.

Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, and/or International
Relations or Law from an accredited academic institution with five years of relevant professional
experience; or,
• University degree in the above fields with seven years of relevant professional experience.
Experience in communications is desirable.
Experience
• Program Support or Program Development experience with proficiency in IOM systems, rules
and regulations, as well as complementary experience in Development fields and Humanitarian
Operations;
• Experience and/or familiarity with PRIMA will be a distinct advantage;
• Experience to work with Government and Donors; and,
• Experience in communications is desirable.
Skills
• Excellent reporting and writing skills;
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian
emergencies;
• Excellent knowledge of the IOM project management cycle;
• Good knowledge of UN and bilateral donor programming;
• Ability to write and speak clearly and concisely in English;
• Strong computer skills; and,
• Proven high-level representation skills, such as speaking at meetings and providing situational
analysis.
Languages
IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.
For this position, fluency in English is required (oral and written). Working knowledge of another
official UN language (Arabic, Chinese, French, Russian, and Spanish) and Bangla is an
advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process,
which may include written and/or oral assessments.
