The International Organization for Migration (IOM), established in 1951, is the foremost intergovernmental organization in the field of migration, working closely with governmental, intergovernmental, and non-governmental partners in each of its 174 Member States. IOM’s work includes ensuring the orderly and humane management of migration, promoting international cooperation on migration issues, helping to find practical solutions to migration problems, and providing humanitarian assistance to migrants in need.
Mexico became an IOM Member State in 2002, and the Organization began its work in the country in 2004. The Organization has nine areas of work in Mexico, including Emergencies and Operations; Migration Management and Institutional Strengthening; Socioeconomic Integration, Labor Migration, and Partnerships with the Private Sector; Protection; Health and Education; Combating Human Trafficking; Migration Narratives; Data and Knowledge Management; and Migration, Environment, and Climate Change.
Mexico faces significant challenges integrating migrants (there is a considerable gap for those with refugee status) into society. According to the Organization for Economic Cooperation and Development (OECD) Sustainable Governance Indicators, Mexico ranks last among 41 countries in terms of integration measures, particularly in areas such as political participation, education, housing, cultural orientation, and labor market mobility. Effective integration through decent work is essential to foster social cohesion, reduce vulnerabilities, and meet the growing labor demand. However, significant obstacles persist, including legal barriers, language barriers, discrimination, and a lack of other regular migration pathways, which has led to an overcrowded asylum system.
The year 2024 resulted in the highest number of people in irregular migration status ever recorded in Mexico and across the Western Hemisphere, accompanied by enormous humanitarian challenges exacerbated by limited access to regularization mechanisms or sustainable and formal sources of income ( IOM DTM, 2024 ). In 2023, 782,176 events of people in irregular migration status were recorded in Mexico, representing a 77% increase compared to 2022. Furthermore, between January and August 2023, 398,991 cases were recorded, while in the same period in 2024, the total had already reached 925,085, representing an increase of 132% ( UPMRIP, 2024 ).
The lack of availability and flexibility of regular migration pathways is not only a factor underlying irregular entry and transit throughout the country, but also a factor that exacerbates the vulnerability of irregular migrants, compromising their effective access to human rights. This is primarily due to the challenges they face in accessing basic services such as health, education, and housing, as well as formal employment, due primarily to legal and regulatory barriers, lack of valid documentation, ignorance of their rights, fear of detention or deportation, discrimination and stigmatization by public officials and/or transit or host communities, lack of economic resources, and limited access to banking and financial services.
In response, through the implementation of Mobile Care Centers for Migrants (CAMM) with geographic coverage in the south (Chiapas, Tabasco), center (Mexico City) and north (Nuevo León) of Mexico, as well as the possibility of labor linkage in other regions of the country such as the Yucatan Peninsula, Chihuahua, Jalisco and Baja California, this project aims to facilitate the multisectoral socioeconomic (re)integration of migrants (including returned Mexicans) in Mexico, with special emphasis on labor (re)integration, while seeking to reduce barriers to the social and economic inclusion of migrants and returnees, while promoting access to basic services and responding to the demands of the labor market in the country.
Under the direct supervision of the National Roads, Development, and Liaison Officer, and in coordination with the Integration and Protection Assistants on the ground, the selected individual will be responsible for performing the assigned duties detailed below:
Responsibilities
- Coordinate the proper implementation of the project, both in terms of protection and case management, as well as in terms of employment placement, ensuring the successful (re)integration of migrants;
- Manage, in close collaboration with the PM and field assistants, the consolidation of the CAMM and its assistance model in close collaboration with the federal government, particularly with the SRE, the SNE and the STPS, as well as with local authorities, the private sector and key stakeholders;
- In coordination with the Communications Unit and the PM of the project, design and operationalize a dissemination and communication model for the CAMM;
- Support the characterization and identification of the profiles and needs of the migrant population by consolidating general and specific assistance routes for migrants, in close collaboration with field assistants;
- Ensure personalized guidance and support, as well as financial support, in the regularization process for migrant beneficiaries of the project. This includes coordinating legal identity fairs with field assistants;
- Manage advocacy with the National Migration Institute (INM) and other key stakeholders to strengthen operational mechanisms and pathways for exempting migrants in extremely vulnerable situations from fines and regularization fees, in coordination with legal clinics, child protection authorities, and other key stakeholders;
- Supervise the support provided to migrants and returnees in obtaining essential legal documentation to access services and formal employment;
- Coordinate the development of a pathway for identifying the population for their (re)integration into the labor market based on eligibility criteria, as well as the identification of labor market needs and the generation of relevant information on the topic. This includes coordinating roundtables, in-person meetings, and workshops with the private sector and key stakeholders;
- Facilitate the strategy for disseminating key information and providing guidance to migrants, as well as other government and private sector actors, on recruitment and hiring processes. This includes coordinating workshops for migrants on how and where to seek employment, as well as training sessions for private sector actors, in close coordination with field assistants;
- Coordinate the provision of multisectoral support to migrant job seekers and their families accessing CAMMs, overseeing the proper implementation of, among other activities, vocational training, psychosocial support sessions (MHPSS), and educational information sessions;
- Manage migrants’ access to formal employment in Mexico by implementing a job placement strategy in coordination with our implementing partners, the STPS (State Public Works Ministry), the SNE (National Social Security System), and the private sector. This includes coordinating job fairs;
- Support monitoring and follow-up to ensure the successful (re)integration of migrants into the labor market. This involves coordinating with our implementing partners to implement an effective case management system;
- Support the logistical preparations for the development of field activities required by the Program, in coordination with the field officers, the Administrative Assistant and the Project Manager of the Project;
- Other associated and relevant functions for the correct execution of the projects, which are assigned to you by your Supervisor according to the needs of the position .
Qualifications
- University Degree in Political Science, International Relations, Sociology, Law, Social Sciences or a related field from an accredited Academic Institution with a minimum of five years of relevant professional experience, or
- High school diploma and seven years of relevant experience.
- Experience in project coordination;
- Previous experience in work related to migrant populations and/or human rights.
- Previous experience working with counterparts such as international organizations, governmental and non-governmental organizations, and the private sector.
- Relevant experience in case management and migrant protection, as well as international guidelines and guidance on the subject.
- Previous experience in employment for migrants.
- Experience working with vulnerable migrant groups will be considered an advantage.
- Excellent level of knowledge of MS Office, mainly: Word, Excel and PowerPoint.
- Excellent organizational and oral and written communication skills.
- Analysis and synthesis skills.
- Ability to develop and edit technical documents.
- Fluency in Spanish and English.
