Haitian migration is one of the most complex in the Central American and Caribbean region. Since 2019, political unrest, social tensions, widespread insecurity, and other factors such as the COVID-19 pandemic and the earthquake that struck Haiti on August 14, 2021, have impacted Haitians’ ability to meet their needs and access essential services, resulting in irregular migration flows. As a result, thousands of Haitians are leaving in search of well-being, and most of them are taking enormous risks to migrate irregularly to other countries.
In order to provide sustainable solutions to migrants and returnees and facilitate integration in Haiti, IOM has contributed through various projects such as the rehabilitation of infrastructure for community members that can serve the purpose of access to social services.
All of the unit’s projects have a community component that aims to improve living conditions and promote better access to basic services for returning migrants and members of their communities.
Responsibilities
- Responsible for strengthening dialogue between the community, IOM and government institutions.
- Contribute to the identification of rehabilitation projects requested by communities and state institutions.
- Contribute to the monitoring of rehabilitation/construction of the community infrastructure(s) in his/her area of responsibility and keep the Senior Program Assistant Transition and Reintegration (Team Leader) and the project manager informed of progress and any challenges and delays in implementation.
- Assist in coordinating with government officials, community members and leaders for the implementation of infrastructure projects.
- Organize regular meetings with communities and the government for effective monitoring of projects.
- Prepare reports and minutes on a regular basis.
- Carry out any other tasks that may be assigned to him.
Qualifications
EDUCATION
- Bachelor’s degree or equivalent university degree in Social Sciences, Cooperation or Development or in a related field from an accredited academic institution, combined with four years of relevant professional experience;
- High school diploma / Certificate with 6 years of relevant professional experience
EXPERIENCE
- Experience working with NGOs/UN agencies is an advantage.
- Experience working with government authorities.
- Experience working with communities and local authorities, and/or in implementing community projects.
- Experience working with migrants would be an advantage.
- Good knowledge of Microsoft (Excel, PPT, Word).
- Ability to work diplomatically, with empathy and tact.
- Sensitivity and ability to work with people from different backgrounds.
COMPETENCES
- Knowledge of migration-related areas dealt with by the Organization;
- Ability to work with minimal supervision.
- Ability to work proactively;
- Ability to meet deadlines.
- Good negotiation skills, good organizational skills and good writing skills.
LANGUAGES
The official languages of IOM are English, French and Spanish.
REQUIRED
Fluency in French and Creole is required (oral and written).
