Mission and objectives
The United Nations Volunteers (UNV) Program is responsible for UNV programming, recruit-ments and operations in the country for both UNAMA and UN Agencies, Funds and Program (UNAFPs). The UNV Program recruits UNVs, manages UNV’s contracts (both for UNAMA and UNAFPs), implements projects related to Youth Engagement and Volunteerism along with the United Nations Development Program and support National Authorities (such as the Ministry of Youth and the Ministry of Women Affairs) in strengthening their volunteerism and youth en-gagement activities. The incumbent will support UNV office by undertaking administrative, pro-grammatic and communication activities (as outlined in the relevant section below).
Context
The United Nations Volunteers (UNV) programme is the UN organization that contributes to peace and development through volunteerism worldwide. The UNV Field Units (FU) are mainly accountable for the mobilization and placement of UN Volunteers in UN Agencies, Funds, and Programmes focused on peace, development, and humanitarian needs. The UNV Field Units represent and position UNV in the respective countries and bring UNV’s services and solutions closer to its partners from governments, UN entities, civil society, and the private sector. Led by a Programme Analyst (Country Coordinator), the main purpose of each Field Unit is to build and maintain relationships with partners, and effectively coordinate with the Regional Office and HQ organizational units, on volunteer mobilization, programme implementation, provision of substantive inputs, and facilitation of corporate initiatives. The national UN Volunteer, Talent Outreach and Communications Associate will support outreach activities under the direct supervision of the Country Coordinator and in close collaboration with the Regional Talent Acquisition teams.
Task description
The Talent Outreach and Communications Associate will: • Develop and implement targeted country talent outreach activities by following the needs of UN partners to attract and retain on-site and online volunteer talents and promote the spirit of volunteerism. • Set outreach priorities for the country based on regular demand in country to increase qualified candidates in talent pools in terms of category and area of expertise • Identify local talent sourcing channels, local challenges, and local trends especially for hard-to-fill profiles on demand to ensure and develop the prospect pipeline. • Support RO on the sourcing of national UN Volunteer talents develop regular quantitative and qualitative analyses of the national talent pool and take corrective action as required • Utilize innovative and proactive methods to attract and engage potential talents, including leveraging social media, professional networks, and other relevant platforms • Establish and maintain strong relationships with external partners and talent providers to enhance talent acquisition capabilities and expand talent network • Develop the outreach and communication plans in line with FU and RO Annual Work Plan and priorities, • Support the development of communication materials for outreach campaigns in coordination with the UNV Regional Office. • Ensure the implementation of Editorial and social media strategy at the country level • Manage UNV FU social media platforms, and prepare social media content based on UNV FU needs, and regional and global priorities (International UN Days, relevant campaigns, etc.) • Produce mid-year social media analytics and advise on new outreach initiatives • Develop and maintaining close collaboration with UNCG with a focus on promoting volunteerism, Promote SDGs and link Volunteerism contribution to the SDG. • Introduce UNV Programme to the communities and Applicants who are willing for the UNV assignment, communicate with the candidates, facilitate outreach sessions through the Universities, Women networks, UN Partners and civil society organizations. • Support the country coordinator in advocating for the right of Volunteers and promote volunteerism through the social media and working group platforms; facilitate meetings, webinars, capacity building exercises related to the UNV Field unit. • Provide support to reporting on UN Volunteers activities in the FU, bring synergies between UNV and other UN Agencies communication departments. assist in developing monthly success stories of UN Volunteers contributing to the SDG in Afghanistan. • Assist the UNV Country coordinator and programe staff in Identifying and/or creating and implementing various capacity building and training programs for the UN Volunteers in the country. • Perform other necessary assignments as required

Requirements
Required experience
3 years of experience in • At least 3 years of relevant experience in talent sourcing and mapping, recruitment and human resource • Ability to identify the most effective sourcing channels and talent outreach activities especially for hard-to-fill profiles • Ability to identify the workforce trends and challenge of national talent pools • Excellent skills in digital content development and social media management • Excellent oral and written skills; excellent drafting, formulation, and reporting skills. • Accuracy and professionalism in document production and editing. • Experience in working with volunteers would be an asset • Excellent interpersonal skills; culturally and socially sensitive; ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels; familiarity with tools and approaches of communications for development. • Ability to work and adapt professionally and effectively in a challenging environment; ability to work effectively in a multicultural team of international and national personnel. • Solid overall computer literacy, including proficiency in various Microsoft Office applications (Excel, Word, among others), email, and internet; familiarity with database management; and office technology equipment. • Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines. • Sound security awareness. • Have affinity with or interest in United Nations Volunteer work, volunteerism as a mechanism for durable development, and the UN system.
