Under the overall supervision of the Head of Office, the direct supervision of the National Project Officer, and with technical guidance from the Senior Project Assistant (IOM India), the incumbent will be primarily responsible for providing robust field support and serving as the focal point for monitoring and evaluation (M&E) related to the implementation of migrant worker resource centre(s) in Tamil Nadu.
The most critical aspect of this role is to ensure continuous oversight and quality assurance of activities carried out by the implementing partner. This includes conducting regular field visits to monitor progress, assessing the effectiveness and efficiency of interventions, verifying the accuracy of reported outputs, and identifying gaps or areas for improvement. The incumbent will develop and apply appropriate tools and methodologies to collect data, evaluate outcomes, and ensure that activities are aligned with project objectives and IOM standards.
In addition to the M&E responsibilities, the incumbent will also provide technical and administrative support to facilitate smooth implementation. This includes coordinating with stakeholders such as local government bodies, supply chain businesses, civil society organizations, and community groups; supporting awareness-raising and outreach efforts; contributing to reporting; and assisting in the preparation and dissemination of project materials.
The role requires strong analytical skills, attention to detail, and a solid understanding of project management principles. A proactive approach to field engagement, coupled with the ability to work collaboratively with diverse partners and communities, is essential for the success of this position.
Responsibilities
- Work and engage migrant workers and the targeted communities on the project.
- Support the establishment and operations of the Mobile Worker Resource Center(s).
- Develop and implement monitoring and evaluation frameworks to assess project effectiveness.
- Prepare regular evaluation reports, project update reports, briefing materials and provide insights for continuous improvement.
- Conduct regular field visits to oversee service delivery and gather feedback.
- Coordinate logistics for field activities, ensuring resources are effectively allocated.
- Address any operational issues that arise in the field promptly.
- Build and maintain relationships with key stakeholders, including community leaders and partners.
- Assist in planning and executing projects related to service delivery.
- Monitor project timelines, budgets, and resources, ensuring alignment with organizational goals.
- Maintain accurate records of activities, communications, and evaluations.
- Ensure compliance with regulatory requirements and organizational policies.
- Stay informed about industry trends and best practices to enhance service delivery.
- Strengthen and diversify the outreach and impact of the project in the targeted areas, using local experience and knowledge.
- Create and maintain spreadsheets to track key metrics and performance indicators.
Qualifications
Education:
- Master’s degree in the field of Social Sciences, Law, Sustainability or a related field from an accredited academic institution with THREE years of relevant professional experience; or
- Completed University degree from an institution, with SIX years of relevant professional experience.
Experience:
- Proven experience in monitoring and evaluation.
- Solid understanding of management principles.
- Experience in assessing monitoring improvement plan status and progress from labour and human rights assessments.
- Experience in drafting regular status and progress report.
- Experience working with Government counterparts, UN agencies and/or non-governmental organizations is considered an asset.
