BACKGROUND AND PURPOSE OF THE ASSIGNMENT:
The September 2022 Hunger Hotspots report indicated that Afghanistan remained one of the highest risk countries in the world for extreme food insecurity, including famine conditions and famine. This followed confirmation of famine conditions in limited areas of Ghor Province affecting an estimated 20,000 people in the March 2022 Integrated Food Security Phase Classification (IPC) analysis. Afghanistan may be facing its highest risk of famine or famine conditions in 25 years, even as the constraints on humanitarian action continue to rise.
WFP is improving its famine early warning within a challenging political, operational, and security situation. IPC analyses are infrequent, happening only biannually, and conduct analysis for large geographic areas, including the second administrative level and about 1/3 of urban areas. WFP needs famine early warning analysis at least monthly and at most at the third administrative level. To meet this programmatic and operational need, the Vulnerability Analysis and Mapping (VAM) team is expanding its ability to deliver more timely, disaggregated famine early warning analysis.
Since November 2023, a WFP AFG specific early warning and famine prevention analytical framework was developed to provide sub-district, monthly analysis to highlight areas of concern, linked to field verification methods of rapid assessments. The early warning analysis informed the allocation of hotspot resources, with rapid assessments confirming the most severe conditions for 3 month GFA assistance.
This TDY is intended to cover for the GIS officer for a period of 3 months to cover the following:
RESPONSIBILITIES:
- Support the completion of the Urban Vulnerability Mapping for all cities in Afghanistan.
- Provide technical GIS support to program needs.
- Keep the Early Warning and Famine Prevention dashboard updated with monthly analysis.
- Add new functions to improve the EW dashboard.
- Support the Afghanistan ADAM+ requirements for floods and earthquakes.
- Undertake the GIS analytics required for the VAME or other CO units to enhance and improve targeting implementation.
- Design and produce maps for WFP Afghanistan.
