The current Mexican government began a new phase in the implementation of its International Development Cooperation (IDC) policy. On December 1, 2018, the governments of Guatemala, El Salvador, Honduras, and Mexico agreed with ECLAC on the IDP (International Development Cooperation) to address the causes of migration. Specifically, they agreed to cooperate in the implementation of the “Sembrando Vida” and “Jóvenes Construyendo el Futuro” projects in the three countries. The project aims to implement two priority social projects at the national level in the northern Central American countries, according to the needs of each country, through the instruments that make up the Mexican IDC System. As of 2023, support for the implementation of Sembrando Vida has also begun in the Republic of Cuba and Belize, countries with which the Mexican government has signed bilateral agreements. Likewise, the project will begin supporting implementation in Guatemala in 2023.
The objective of “Sembrando Vida” is to improve productive practices that reduce poverty and improve the quality of life of the population of the Republic of El Salvador. The project aims to encourage the cultivation of agroforestry production systems that combine the production of traditional crops of high economic value with the Milpa Intercalada entre Árboles Frutas (MIAF) system, along with vegetables, fruit trees, and timber.
The goal of “Young People Building the Future” is to connect people between the ages of 18 and 29, who are not in school or working, with companies, workshops, institutions, or businesses where they can develop or strengthen work habits and technical skills to increase their future employability. During the training, which lasts up to one year, young people will receive monthly support and medical insurance against illness, maternity, and occupational hazards.
The position of Technical Assistant for Support in the Implementation of Well-being and South-South Cooperation Projects of the Government of Mexico in other countries has the general objective of supporting the General Directorate for the Execution of Special International Cooperation Projects in carrying out administrative and planning activities related to the implementation of projects in El Salvador, Honduras, Guatemala, Belize, and Cuba, as well as the systematization of information and statistical analysis of the quantifiable aspects of said projects.
Scope of work:
1.- Support the project coordination team to ensure effective planning and execution of the project.
a) Support the planning of activities to be carried out within the framework of the implementation of projects in Honduras, El Salvador, Guatemala, Belize and Cuba, in collaboration with counterpart institutions.
b) Monitor progress on agreements reached with strategic stakeholders (government institutions, cooperation agencies, international organizations) involved in project implementation.
c) Maintain updated AMEXCID statistical information related to the progress of project implementation in Honduras, El Salvador, Guatemala, Belize, and Cuba, through the generation of databases and statistical reports.
2.- Support the design and technical review process of the surveys to be conducted among beneficiaries in Guatemala, Belize, and Cuba for the statistical analysis of the results perceived from their participation in the project.
a) Systematize statistical information on the results of the projects in Honduras, El Salvador, Guatemala, Belize and Cuba, which will be collected through surveys among beneficiaries.
b) Follow up with counterpart institutions in Honduras, El Salvador, Guatemala, Belize, and Cuba to address situations related to project beneficiaries.
3.- The incumbent performs other functions within his or her functional profile that are considered necessary for the efficient functioning of the Office and the Organization.
Institutional Agreement:
The Technical Support Assistants for the implementation of Well-being and South-South Cooperation projects of the Government of Mexico will report to the Project Coordinator.

Minimum Academic Requirements:
- Secondary education is required (high school certificate).
- University studies (bachelor’s level) in International Relations, Law, Sociology, Economics, Social Sciences, Pedagogy, International Business, Humanities or similar fields will be considered favorably but are not a requirement.
Minimum Years of Relevant Experience:
- Minimum 5 years (with a high school diploma) or 2 years (with a bachelor’s degree) of experience in public administration, government projects, or international affairs.
Required Skills:
- Experience analyzing statistical information related to government projects.
- Experience working with beneficiaries of development projects.
- Experience in implementing international cooperation projects of regional scope.
Desired Skills:
- Experience in administrative activities related to preferably governmental projects.
- Experience in tasks related to the international cooperation policy for the development of the Government of Mexico.
