JOB CONTEXT:

First offering rehabilitative assistance to refugees in the Somali area, Humanity & Inclusion (HI) has been operating in Ethiopia since 1986. By starting an Explosive Ordnance Risk Education initiative in 1997 to aid in the repatriation of Somali refugees in Ethiopia, HI broadened its scope of work. In order to improve the quality of life for those who are vulnerable and disabled, as well as to respond to emergencies, HI has expanded its activities throughout time.

Following its accreditation by the Ethiopian Mine Action Office in June 2024, HI has expanded its activities to include inclusive education, HIV/AIDS prevention, livelihoods, disaster risk reduction, child protection, disability mainstreaming, gender-based violence, empowerment of disabled person organizations (DPOs), food security, humanitarian assistance for individuals with disabilities and children with disabilities in refugee camps and among internally displaced persons (IDPs) through physical rehabilitation and WASH interventions, and mental health and psychosocial support (MHPSS) and protection-related activities.

YOUR GOAL:

Operational leadership and technical assistance for national personnel engaged in Humanitarian Mine Action (HMA) are the responsibilities of the Technical Field Manager (TFM). This include leading teams in the Land Release Process, IED clearing, Technical and Non-Technical Surveys, High Threat Search, and clearing. Through training and ongoing professional development, the TFM also helps national staff members increase their technical proficiency.

Furthermore, the TFM ensures seamless operations in the absence of the Chief of Operations (CoO) by filling in as their deputy as necessary. The TFM supervises Team Leaders and reports to the CoO and Program Manager, guaranteeing that HMA tasks are carried out efficiently. The position demands a proactive, committed commitment to assisting the teams and the purpose in achieving their goals.

Responsibilibires:

Responsibility 1: Contribute to project planning and implementation in line with the existing frameworks

  • Contribute to planning, preparing activities, tools, associated resources, and implement the action plan in conjunction with the support services and the technical unit.
  • Ensure that activities are implemented and that resources are correctly allocated as authorized by the LRPM CoO.
  • Ensure regular reporting of activities, contributing to the internal and external reporting as requested by the LRPM CoO.
  • Contribute to identifying areas of the project in which adjustments are required and put forward adaptations to the LRPM CoO.
  • Contribute to the drafting of amendment requests when asked by the LRPM CoO.
  • Contribute to coordination with the local stakeholders and to monitor the partnership relationship with the project partners.
  • Ensure that project documents and information are properly archived.

 

Responsibility 2: Contribute to project monitoring, evaluation, accountability and learning

  • Contribute to project monitoring, specifically activity progress indicators and the expected outcomes.
  • Contribute to project evaluations at the request of the LRPM CoO, to ensure that project evaluation recommendations are followed.
  • Contribute to the setup and smooth running of accountability mechanisms.
  • Contribute to project learning.

 

Responsibility 3: Ensure project data management

  • Ensure that the appropriate data collection and management tools are in place and are used correctly on the project, in line with global standards.

 

Responsibility 4: Contribute to the coordination of project teams

  • As authorized by the LRPM CoO, facilitate coordination meetings between the project teams and the support services located in the areas of operation when necessary.
  • Ensure that the project and support teams (shared and technical services, in particular) work well together in order to facilitate the implementation of the project in the country.

 

Responsibility 5: Contribute to external project communication

  • Contribute to HI’s external influence by taking part in networks, when required.
  • Communicate about the project to partners, authorities and stakeholders when required and relevant.

 

Mission 2: Emergency Preparedness and Response

  • Contribute to the programme’s emergency preparedness initiatives, and in an emergency situation, adapt his/her working arrangements in order to contribute to an effective humanitarian response from HI.

Requirements

YOUR PROFILE:

  • IMAS EOD 3+ certification and an IEDD certification from accredited training institution;
  • At least 5 years working experience in the field of Humanitarian Access;
  • Experience in management;
  • Master the implementation of the land release policy;
  • Demonstrate ethical values and a constructively critical mindset.
