55.3% of rural women in Peru have suffered some type of violence at least once from their husband or partner, with psychological and verbal violence being more common among those who self-identify as indigenous (Quechua, Aymara, Amazonian natives) or belonging to other indigenous groups (57.5%). Women whose mother tongue is their native language do not seek help when they suffer physical aggression because they believe it is not necessary (33.3%, compared to 50.8% whose mother tongue is Spanish), they do not know the services or where to go (19.4%, compared to 10.5%), they feel ashamed (15.9% compared to 14.4%), among others. [1]

In this context, the role of the Justice of the Peace in rural areas is of utmost importance, especially since it is often the only state justice system accessible to women victims of violence living in rural areas. According to Law No. 29824, the Justice of the Peace Law, justices of the peace have jurisdiction to exercise jurisdictional functions and hear complaints of violence against women and members of their families, granting protective measures to victims and punishing the aggressor in cases of minor criminal offenses. Coordination with authorities from the ordinary and special courts is also provided for.

In this regard, within the framework of outcomes 3 and 4 of the UNDP Country Programme Document, [2]  with the support of the Korea International Cooperation Agency (KOICA) and in coordination with the Gender Justice Commission and the National Office of Justice of the Peace and Indigenous Justice (ONAJUP) of the Judiciary, the project “Improving Justice of the Peace and Building Community Capacity for Gender Violence in Peru” aims to contribute to the reduction of gender violence in the Andean areas of Peru by improving the services of Justice of the Peace. 

The project seeks to achieve the following results:

Outcome 1. Improved access of rural women victims of gender violence to justice of the peace in the Andean areas of four judicial districts 

Outcome 2. Greater visibility and strengthening of the institutionality of the Justice of the Peace, with respect to gender violence.

In this context, the project seeks to incorporate a Technical Associate into the team to provide programmatic support, as well as monitoring and evaluation, ensuring strategic planning and proper implementation of the project.

Duties and Responsibilities

  1. Technical assistance and programmatic monitoring of project implementation, including the registration and tracking of documentation and inventories, as well as the monitoring of supplier contracting processes.
  2. Provide technical support for project monitoring, as well as participate in the development of plans and strategies to achieve results, contributing to the incorporation of gender and intercultural approaches.
  3. Prepare periodic reports on the programmatic and budgetary monitoring of the project.
  4. Support effective coordination with project counterparts and partners, and with other UNDP units, as requested by the Project Coordinator.
  5. Support the identification and strengthening of strategic alliances and partnerships with relevant stakeholders for the implementation of project activities with the public and private sectors, civil society, and academia.
  6. Participate in the design of new and innovative project proposals and strategies for planning and monitoring the Democratic Governance portfolio.
  7. The incumbent performs other duties within his or her functional profile that are deemed necessary for the efficient operation of the project.

Required Skills and Experience

Minimum Academic Requirements Complete secondary education is a requirement.

A bachelor’s or university degree in law, political science, or related fields will be given due consideration, but is not a requirement.

Specialization studies in project management or monitoring are desirable.

Minimum Years of Relevant Experience  Minimum of 6 years (with secondary education) or 3 years (with a bachelor’s or university degree) of work experience in planning, monitoring and/or knowledge management, within the management of international cooperation projects focused on democratic governance and/or development.
Skills and competencies
  • Ability to produce reports and content analysis.
  • Skills for relevant relationships within the public, private, civil society, and academic sectors.
Desirable Skills:
  • Experience working at the United Nations will be highly valued.
  • Experience in assisting with the design, implementation, monitoring, and evaluation of projects with a gender, environmental, and intercultural focus will be valued.
  • Intermediate level of Microsoft Office (MS Word, Excel, etc.) is desirable (you must indicate the level in your application).
  • Power BI proficiency is desirable (you must indicate the level in your application).
Required Language(s)
  • Fluency in Spanish is a requirement.
  • Advanced English (reading, writing, speaking) – desirable

IMPORTANT INFORMATION
This position is being offered as a regular NPSA position, at NPSA level 6, offering a default salary equivalent to S/ 7,684.93 per month plus additional benefits such as: 8.33% of base salary for retirement pension, vacation time, health insurance, and life insurance.
