The UNDP Environment and Energy Program in Peru seeks to contribute to building an environmentally sustainable, resilient, productive, and competitive Peru, with an inclusive approach that benefits the entire population, with special emphasis on the most vulnerable groups, and that contributes to achieving the Sustainable Development Goals (SDGs).

In line with the priorities of the Country Program (CPD) 2022–2026, the program is aligned with Results 2 and 3:

  • Outcome 2: Strengthen the resilience of populations and ecosystems, especially the most vulnerable, through institutions and communities that implement effective policies, mechanisms, and instruments for environmental management, climate change, disaster risk reduction, and humanitarian crises, integrating gender, human rights, interculturality, life cycle, and territoriality approaches.
  • Outcome 3: Increase access to resilient livelihoods for people experiencing vulnerability and discrimination through a diversified, innovative, sustainable, and inclusive production matrix, with an emphasis on decent work and women’s economic empowerment.

To achieve these results, the program has defined a series of strategic lines aimed at strengthening capacities and improving environmental governance in the country:

  • Strengthened capacities at the national and territorial levels for the improvement and/or alignment of public policies that incorporate environmental sustainability criteria.
  • Strengthened capacities to ensure that public and private financing flows integrate environmental sustainability criteria, promoting investments consistent with the country’s climate and biodiversity commitments.
  • Strengthened capacities for the efficient implementation of environmentally sustainable policies and financing flows, both at the national and regional levels.
  • Improved territorial governance mechanisms, through the consolidation of multi-stakeholder, multi-level, and inclusive dialogue spaces, enabling effective coordination between different levels of government and social actors.

With more than 20 projects underway, the program operates through four strategic focal areas:

  • Conservation and sustainable use of biodiversity.
  • Adaptation and mitigation to climate change.
  • Innovation in public policies and environmental finance.
  • Proper disposal and handling of chemicals and contaminants.

Through these interventions, UNDP Peru’s Environment and Energy Program not only seeks to catalyze systemic transformations but also generate sustainable and inclusive impacts, aimed at strengthening the country’s environmental, social, and economic resilience.

In this context, the Program seeks to incorporate a Program Associate (Environment and Energy) into the team to provide specialized technical support for the design, implementation, monitoring, and coordination of the initiatives of the UNDP Environment and Energy Program in Peru.

The selected individual will directly support the Program team in reviewing technical content, monitoring indicators, systematizing strategic information, and preparing analytical inputs, contributing to the technical quality and programmatic coherence of the portfolio.

This role aims to strengthen the team’s technical capacity to advance the efficient implementation of interventions that promote environmental sustainability, resilience, and inclusion throughout the country.

Duties and Responsibilities

a) Technical support in the design and formulation of initiatives:

  • Contribute to the development and review of concept notes, theories of change, results frameworks, and technical proposals for new initiatives.
  • Systematize technical and regulatory information relevant to the design of interventions in biodiversity, climate change, environmental financing, and pollutant management.
  • Support the incorporation of cross-cutting approaches (territoriality, gender, human rights, interculturality) in the design of initiatives.

b) Systematization and technical analysis:

  • Systematize good practices, replicable technical models, and lessons learned from the Program’s interventions.
  • Prepare technical inputs such as summary sheets, analysis documents, comparative tables, or technical mappings.
  • Support the drafting of working papers, thematic reports, technical notes, and impact presentations.

c) Technical articulation of initiatives:

  • Support the identification of technical synergies between portfolio initiatives.
  • Contribute to the preparation of inputs that promote programmatic coherence between different components and levels of intervention.
  • Participate, together with the team, in multi-stakeholder and multi-level technical dialogue spaces.

d) Contributions to knowledge management:

  • Support the production of technical content for dissemination, learning, and positioning products of the Program.
  • Collaborate in the design and facilitation of technical exchange spaces (workshops, technical reflection sessions, among others).
  • Keep key technical documentation of the portfolio up to date.

e) Monitoring of portfolio projects:

  • Support the monitoring of indicators, products and results of the Program’s projects.
  • Support the review of the Program’s project reports.
  • Consolidate and analyze information from project reports and other monitoring tools.
  • Support in the preparation of Corporate Annual Reports (ROAR)

Required Skills and Experience

Education:

  • Complete secondary education is a requirement. 
  • A Bachelor’s or University Degree (Bachelor’s level) in Environmental Sciences, Biology, Geography, Environmental Engineering, Environmental Economics, Development Management, Public Policy, or related disciplines will be given due consideration, but is not a requirement.
  • Postgraduate studies (in progress or completed) in sustainable development, climate change, biodiversity, environmental policies or related areas are desirable.

Experience:

Minimum of 6 years (with secondary education) or 3 years (with a bachelor’s or university degree) of work experience in technical analysis, design assistance, or monitoring of projects related to the environment, sustainability, climate change, biodiversity, or environmental public policies.

Experience in systematizing technical information, preparing reports, analytical documents, or tracking tools will be highly valued.

Experience in programs or projects implemented by international organizations, public institutions, or non-profit organizations related to sustainability or territorial development will be highly valued.

Skills:

  • Excellent writing and synthesis skills.
  • Ability to work collaboratively and communicate effectively.
  • Ability to organize, plan, and deliver results based on specific deadlines.
  • Knowledge of gender and intercultural approaches. 

Languages:

Fluency in Spanish and knowledge of English at an Intermediate level is a requirement.

IMPORTANT INFORMATION
This position is being offered as a regular NPSA position, at NPSA level 6, offering a default salary equivalent to S/ 7,684.93 per month plus additional benefits such as: 8.33% of base salary for retirement pension, vacation time, health insurance, and life insurance.
