About this position

We are seeking a technical consultant with specific experience in sustainable finance and knowledge of the technical aspects of green and climate finance and financial instruments to support information development and content management, and to monitor the supporting activities being carried out through various CMF activities. The consultant will also be responsible for ensuring that all supporting information, including implementation reports and developed knowledge materials, are maintained in the IDB’s information systems, beneficiary clients’ information systems, and other relevant platforms.

 

The Consultant will work with the Connectivity, Markets, and Finance (CMF) Division. This team plays a vital role in the development of financial markets and the private sector in Latin America and the Caribbean. Our experience includes supporting development banks and financial inclusion through commercial banks, promoting sustainable social, environmental, and corporate governance practices. Our projects seek to promote sustainable finance and the productive development of MSMEs through innovative structured finance strategies and the generation of operational knowledge to design, operationalize, and execute public policy measures to support economic productivity, expand low-carbon and resilient private sector investments, and empower local financial and capital market participants to integrate the latest ESG and climate-related information. Furthermore, CMF coordinates and supports the structuring of innovative green finance strategies, particularly in supporting the implementation of a portfolio of activities being carried out by the IDB throughout the Latin American and Caribbean region.

What you’ll do

The consultant will support IFD/CMF in the following actions, but will not be limited to them:

  • Provide technical support to operations, specifically operations focused on green finance and the productive sector’s access to CMF financing activities, including budgeting, activity planning, technical analysis, and preparation of progress reports.
  • Review and provide technical comments on studies and supporting materials developed by other consultants in support of clients to assess the quality of results before delivery, related to ESG in financial systems, green and sustainable financial instruments, measures to support MSMEs in facing liquidity and medium and long-term financing problems. 
  • Prepare knowledge products related to the development, implementation and evaluation of measures to support micro, small and medium-sized enterprises (MSMEs) in addressing short-term liquidity problems and enabling productive financing for sustainable economic recovery.
  • Support, through technical cooperation, national and subnational development banks and public entities to mobilize private investment for low-carbon infrastructure projects, helping Brazilian DFIs test innovative green financial instruments and structure mechanisms to reduce climate-related risks.
  • Support the development of green/sustainable bonds and loans with clients, providing roadmaps, assessment of eligible assets, alignments with institutional strategies, development of structures aligned with the criteria established by green/sustainable loans and bonds. 
  • Support and coordinate the establishment of partnerships to foster dialogue between the public and private sectors, in order to provide knowledge sharing and capacity building that can leverage green financial and capital market instruments.
  • Support in the preparation of projects/proposals to access International Green Funds (e.g. GEF, CTF, CIF, GCF and NAMA) and other independent financing sources and IDB projects.
  • Support the implementation of new CMF projects and operations by providing technical assistance in the development of innovative financial solutions and financial instruments, ESG safeguards and sustainable finance compliance and guidance.
  • Collect data and develop knowledge and advisory content, discussion notes, and informational materials for internal IDB and client use.
  • Support the development of training and organization of event dialogues, preparing preliminary presentations and agendas, preliminary reports and background documents.
  •  Provide technical support for monitoring technical cooperation related to loans, their terms of reference and contracts.
  •  Support IFD/CMF activities as needed and requested by the Supervisor.

What you’ll need

  • Education : Master’s in Business Administration, Economics, Finance, Environmental Sciences, Engineering
  • Experience : At least 10 years of relevant professional experience in green and climate finance, financial and capital markets, and project management.
  • Languages : Ability to read, write and speak Portuguese, Spanish and English.

Requirements

  • Citizenship : You are a citizen of Brazil or have legal residence or permission to work in Brazil.
  • Consanguinity : You have no family members (up to the fourth degree of consanguinity and second degree of affinity, including spouse) working at the IDB, IDB Invest or IDB Lab.

Type of contract and duration

  • Type of contract : National Consultant (Local Remote modality).
  • Duration : 12 months.
  • Workplace : Remote.

If a consultant works remotely or locally: The selected candidate will not provide services from the Bank’s office and will not have physical space at the Bank’s office in the country. The selected candidate will be responsible for the space and for having the equipment, internet, and telephone access needed to comply with these Terms of Reference (TORs) outside the Bank’s office. Access to the Bank’s systems will be arranged in coordination with the Bank.
