Islamic Relief Worldwide (IRW) is an international, non-profitable, non-governmental humanitarian relief organization with its head quarter in Birmingham, UK. Islamic Relief has been working in Afghanistan for more than 23 years, providing emergency relief and implementing life-changing development projects for some of the most vulnerable people in the country. Islamic Relief set up our first Afghanistan office in 1999. Since then, IRA continued providing assistances in emergency relief, food security, livelihood, education, health, nutrition, shelter, orphan sponsorship, Ramadan and Qurbani programmes.

Under the overall supervision and guidance of the Project Officer, the incumbent undertakes the following duties:

The Technical Surveyor/Civil Engineer is responsible for the implementation of WaSH/Shelter construction in target communities. Prepare attendance sheet, monitor project activities including the skilled/unskilled laborers and delivered materials/items for profiling communities in the target locations.

Duties & Responsibilities:

• • Prepare topographical maps, based on survey data.
  • Make sure the construction works and materials are in compliance with the technical specification, drawings and contract terms and conditions.
  • Monitor the contractor’s material delivery activities including testing materials and ensure that the quality of materials meets the project requirements.
  • Conduct daily field inspections and monitoring work in progress and assures the work meets the requirements of the plans and specifications and good work practice standards.
  • Determine field changes, design engineering changes, and non-conformances.
  • Plan and recommend procedures to be delivered by the contractor to assure construction operations/material delivery are within requirements of engineering specifications.

• Work with contractor operating personnel to coordinate construction material delivery.
• Be able to stay in and travel at the project site and where it’s necessary in connection to project activities
• Provide data with use of survey equipment (Total Station, Level machine and GPS).
• Plan works in advance to facilitate timely implementation.
• Perform other duties on request as assigned by the team leader.

Education:

University engineering degree in Civil Engineering.

Experience:

• • 2-4 years relevant work experience with international organization and NGO.
  • Fluent knowledge of the local languages and English is an asset.
  • Collection and coordination with stakeholders

• Strong Command of Dari and English both written and spoken.
• Demonstrated ability to work in a multi-ethnic team and take on diverse tasks.

Required Skills:

•        Excellent knowledge of local languages Dari and Pashto

•        Knowledge and experience of targeted province Herat Village and neighbor provinces

•        Must have data management & privacy skills

•        Must have skill of using online data maintenance line Kobo System

•        Able to handle field initiatives

•        Able to meet deadlines and deliver high quality work on time

•        Able to prioritize multiple tasks

•        Be punctual, on time and able to meet deadlines
