Background

This ToR is a call for Expressions of Interest, from the SOS Children’s Villages Ethiopia (SOS CVE) to recruit potential facilitators based on the revised CHS 2024.

The Dutch Relief Alliance (DRA) was formed by a group of Dutch humanitarian organizations that work in partnership with the Netherlands’ Ministry of Foreign Affairs. The DRA has been collaborating with over 100 local organizations around the world since 2015. The DRA works on the ground to deliver equitable humanitarian aid: life-saving assistance based on solid humanitarian response plans and best practices. Over the years, the DRA has provided humanitarian aid to more than 4 million people in 22 crises. The 14 members of the DRA work together in closely coordinated joint responses across the world and started several Acute Crisis Joint Responses (of 6 months each) in Ethiopia such as the Desert Locust, COVID-19, Tigray, and Drought Joint Responses, EJR 2022-2023 while having started another Protracted Crisis Joint Response for Ethiopia in 2024 in Oromia and Amhara Regions with 5 DRA members and 7 local NGOs.

SOS Children’s Villages Ethiopia (SOS CVE)is a non-governmental, non-political, non-denominational charitable child welfare organization affiliated with SOS Children’s Villages International, the largest child development organization for children in the world. For more than 45 years, it has been working to build families for children in need, help them shape their future, and share in the development of their communities. SOS CVE humanitarian response program (HRP) has been implementing various projects in North Wollo, North Shewa, Shebelle, and East Hararghe, Borena, and Tigray areas. These projects address multi-sectoral and integrated needy populations through health and nutrition, food security and livelihood, settlement, shelter/NFIs, MHPSS, and child protection.

SOS CVE has been leading the Ethiopia Joint Response (EJR) project on behalf of SOS The Netherlands since 2022 responsible for leading and coordinating the joint response to assure that the implementation is in line with donor compliance and procedures.

Objectives

While implementing humanitarian projects, adhering to humanitarian standards is a requirement to meet the needs of affected people, and ensure quality and accountability.To sufficiently apply these standards, project staff that has been directly involved in the process of needs assessment, project design, implementation, and monitoring should be capacitated. Taking this into consideration, SOS CVE plans to provide training on revised CHS (2024) to appropriately familiarize staff who are in a different range of experience and professional backgrounds. The course is expected to develop a holistic understanding of the rationale and structure of the latest/revised CHS document including the revisions behind, nine commitments and requirements, and ways to conduct self-assessment and certification process.

The CHS is designed to provide a clear understanding of the nine sets of commitments with each requirement to ensure that partners can comply with the revised CHS 2024.

The primary objective of the training is to enhance the participants’ capacity to understand and apply the CHS in humanitarian decision-making and project implementation.

Scope of the assignment

The main scope of the assignment is the facilitation of CHS Training.

CHS Training (4 days)

Basic Introduction of CHS in relation to Q & A

Rationales behind the revision and main changes

Navigating the CHS 2024 booklet

The Nine commitments with practical experiences

Requirements with practical experiences

Self-assessment and verification process for certification

Project Deliverables

Submission of a work planfor the development of the training including strategy and proposed methodologies, as well as a quality assurance plan.

Online launch of the CHS Training: This will be one event before the training events to raise more awareness about the CHS and to know expectations.

Delivery of in-person CHS training(Max.25 people) for those who are MEAL and program staff at NO and Field offices of consortium members.

Final report on the implementation of the tasks after finishing the training, including the submission of all presentations and support training materials as well as evaluation results.

Responsibilities of the Contractor

The contractor will approve the work plan submitted by the consultant after their review and possible changes and edits of the consultant.

Training venues will be selected and booked by the contractor.

The contractor will contact and inform participants about the purpose and objective, location and dates of the training.

The contractor will provide all the necessary information or documents as demanded by the consultant that are related to the work.

Consultancy fees will be transferred based on the agreement signed with the consultant.

Participants

The intended participants are MEAL and Program staff members who are (either/or):

Implementing staff of the Dutch Relief Alliance Ethiopia Joint Response (DRA members and Local partners)

Qualifications of the consultant

The consultant must be an approved CHS Trainer accredited by CHS Alliance. Applicants should attach their approved CHS trainer certificate issued by CHS Alliance; those who do not include this certificate will be automatically disqualified from the bid.

Should have demonstrated experience in conducting similar trainings preferably in the Horn of Africa and especially Ethiopia.

Ability to facilitate the revised CHS based on the CHS alliance standard

A postgraduate degree in Disaster Risk Management, Public Health, Development Studies, Nutrition, Humanitarian Studies, and other social science fields is an asset.

Previous experience working with non-governmental or humanitarian organizations is highly desirable.

Extensive experience in building humanitarian staff capacities;

Excellent interpersonal and intercultural communication skills including experience in the facilitation of training/workshops and presentations.

Excellent communication and written skills in English, any official local language is an asset (i.e. Amharic).

Be a very experienced trainer: 5-10 years experience of training in a wide variety of settings and subjects (wide experience of adult learning methods, training, and facilitation skills)

Have an excellent understanding of the contents of the CHS 2024 booklet and Training Package

Expression of interest (EOI) outlining how the trainer/facilitator meets the selection criteria and their understanding of the ToR.

A summarized description of the scope of work and the intended methodology to be used as well as a tentative work plan including activities and time frames.

An example of similar work completed recently, including evaluation results.

Names and contacts of three recent professional referees (previous clients) for whom similar work has been conducted.

Curriculum vitae (CV) outlining relevant qualifications and experience.

Itemized financial proposal. The financial proposal should be submitted in Euros. For local bidders, the exchange rate on the date of the agreement will be applied.
