Main Tasks:

A) Methodological Improvements

 

  • Desk review to identify gaps and areas for improvements and propose solutions to improve data collection and analysis procedures, effectiveness and efficiency of the methodology and the processes to maximize effectiveness and utility of SRR data collection and analysis activities.

 

  • Conduct a series of workshops with SRR and IOM staff to review and improve the existing methodology and outputs of SRR’s territorial and market systems analyses.
  • Develop an improved methodology for territorial profiling and market systems analysis to address the identified gaps. This new methodology will be implemented by the consultant when delivering the activities below.

 

B) Territorial Profiling and Market Systems Analysis

 

  • If data collection is required: Coordinate and monitor the implementation of data collection, involving multi-layered data collection techniques to gather timely information about multi-sectoral needs, service provisions, displacement, and market systems.

 

  • Conduct a desk review of relevant data provided by IOM’s Displacement Tracking Matrix (DTM) and the Stabilization, Reintegration and Resilience (SRR) unit and other internal assessments to provide a detailed overview of the context within the relevant provinces. Seek feedback from IOM SRR at this stage for agreement on research methods.

 

  • Conduct primary data analysis and production of charts/tables using R or an equivalent programming language, combined with secondary research to provide context to assessment findings and provide detailed overview of the level humanitarian and development situation in Afghanistan. Specifically:

 

    • Identify and review relevant publicly available data and information, including from UN (United Nations) agencies and their partners, academic institutions, universities, think tanks and so forth to contribute to the desk review.

 

    • Mapping of intra- and inter-provincial migration flows, needs, vulnerabilities, existing essential services, network analysis to provide an overview of accessibility.

 

    • Mapping of the market systems and key economic value chains of the provinces to provide context to the economic situation, flow of goods, access to services and markets, as well as the economic sectors and value chains to invest in. Information on key market actors/players, market constraints and opportunities (including opportunities for women), and enabling environment (trade standards, business regulation and policies, gender norms, etc.).

 

    • Mapping of the key environmental and disaster risks, including historical events.

 

    • Analyse service availability; looking at population versus existing capacity of services and facilities as well as access, in line with sectoral standards.

 

  • Compile, document and organize a database and library of non-spatial data on projects and interventions of IOM and other actors taking place in intervention locations.

 

  • Draft recommendations to inform evidence-based programming as part of the PLACES approach.

 

C) Capacity Enhancement

 

  • Organize and deliver training and support capacity building of the SRR field staff and operational partners in effective data collection, analysis and evidence-based programming.

 

  • Input into PLACES processes and community-based project proposals to suggest interventions appropriate to the area, based on analysis of needs and availability of services.

  1. Category B Consultants: Tangible and measurable outputs of the work assignment
  1.     First deliverable:
    1. Report on ‘Methodological Improvements’ and implementation of relevant activities as outlined in section ‘III. Responsibilities And Accountabilities’ above.
    2. Deliverable by email approximately 1.5 months after the beginning of the consultancy.

 

  1. Second deliverable:
    1. Substantive written contribution and input to ‘Territorial Profiling and Market Systems Analysis’ of four regions including all activities outlined in section ‘III. Responsibilities And Accountabilities’ above.
    2. Deliverable by email approximately 2.5 months after the first deliverable.

 

  1. Third deliverable:
    1. Series of at least three ‘Capacity Enhancement’ workshops as outlined in section ‘III. Responsibilities And Accountabilities’ above.
    2. Deliverable approximately 1 month after the second deliverable.

 

  1. Performance indicators for the evaluation of results
  • A desk review and assessment workshops have been conducted to inform the methodological improvements of SRR’s territorial profiling and market systems analysis tools.
  • A database and library of non-spatial data on projects and interventions of IOM and other actors taking place in intervention locations has been developed.
  • Substantive input has been given to SRR’s territorial profiling and market systems analysis.
  • Trainings have been delivered for staff with at least 75% of participants stating that they were satisfied with the training.

      • Travel required: optional travel to Afghanistan; transportation and DSA to be covered by IOM
