Overview of position

In regions recovering from conflict and fragmentation, media plays a vital role in shaping narratives, promoting dialogue, and restoring trust between communities. In southern Libya, home to a rich tapestry of cultures, tribes, and languages—years of conflict, marginalization, and weakened public institutions have severely impacted both the information ecosystem and community cohesion. The absence of balanced, locally rooted media has contributed to misinformation, polarization, and a widening gap between citizens and institutions.

To address these challenges, Our client in Libya, with generous support fromthe Governments of Denmark, Luxembourg and the Republic of Korea, under the Our client Funding Window for Governance, Peacebuilding, Crisis and Resilience,has launched an initiative to empower local actors through strengthening local peacebuilding and development committees, enabling them to drive peacebuilding dialogue and provide a space for inclusive community engagement. Toachievethis objective, Our client   is launching a two-phasedtraining and mentorship program focused on empowering 20 emerging local journalists from Sebha. Thisskill enhancement initiative will equip media practitioners with the tools and ethical foundation to act as agents of peace, inclusion, and resilience. By equipping them with skills such as professional writing skills, mobile journalism techniques, and a solid understanding of ethical standards, the program aims to foster social cohesion and local peacebuilding through fact-based storytelling, conflict-sensitive reporting, and inclusive narratives

Role objectives

Under the supervision and guidance of Oue client the consultant will:

•Design training curriculaon journalism, ethical standards in news reporting,and mobile content production, targeting 20 participants and spanning 40 hours in total, including session plans and supporting materials in Arabic for two in-person trainings; one covering foundational skills and the other advanced skills sets;
•Provide a minimum of 20 hours of follow-up mentorship and individual coaching to training participants;
•Develop a communication and visibility strategy to promote participants outputsto be implemented by the National Folklore Center;
•Submit a final report with lessons learned and recommendations.

Output 1: Emerging media practitioners in Sebha understand and are able to apply concepts of foundational ethical media coverage, resulting in the production of increased media products adhering to conflict-sensitivity.

Activities

a)Design and disseminate a basic needs assessment to ensure the proposed content of the foundational course aligns with the skill enhancement requirements of the participants.
b)Develop thecurriculum for a15-hourfoundational training course spanning over a maximum of3 daysethical mediacoverage (possible topics could includebut not be limited tomedia ethics, standards, and professional conduct, conflict-sensitive news reporting & storyB  writing for a variety of media outlets and formats, source validation).
c)Develop relevant training material for the foundation course.
d)Provide the in-person training to 20 participants in Sebha. Ensure at least 30% participation from female media practitioners.
e)Conduct pre- and post-training assessments and capture feedback from the participants on the quality of the training.

Output 2: Emerging media practitioners in Sebha independently produce high-quality media products that address social issues and contribute to local peacebuilding.

Activities

a)Develop the curriculum for a25-houradvanced training course over a maximum of6 daysfoundationaltraining course onethical media coverage (possible topics could includebut not be limited toeffective media engagement,storytellingfor peacebuilding, managing hate speech and misinformation, mobile journalism basics and digital media tools practical scenario-based exercises).
b)Develop relevant training material for the advanced media practitioner course.
c)Provide the in-person training to 20 participants in Sebha. Ensure at least 30% participation from female media practitioners.
d)Conduct pre- andpost-trainingassessments and capture feedback from the participants on the quality of the training.
e)Invest at least 20 hours(1 hour per participant)in individual mentoring of each of the training participants in developing at least one media output, applying the learnings.
f)Develop acommunication and visibilitystrategyoutlining suggested messaging, digital platforms, community engagement tactics, and a visibility timelineto promote the trainingand the participants’ outputs.

Project reporting

The consultant will work closely with the supervisor to develop a simple reporting format that helps the project monitoring and the donor reporting requirements

Team management

Further information

This assignment will take place in Libya.If the consultant will be based outside of Sebha, transportation andDSAwill be provided for the in-person trainings anticipated to take place in Sebha.

•Proven experience in developing training materials relevant for media and communication trainings, with example of past work, particularly in fragile or conflict-affected settings.
•Experience working with UN or international development organizations is an asset
•Fluencyin Arabic (spoken and written) is required
•Fluencyin English is desirable
•Experience working in southern Libya or with diverse cultural groups in post-conflict settings is a strong asset.
