Job Description:
Programme Design and Implementation:
• Conduct initial assessments to identify the presence and needs of young women and girls in target communities on the basis of strength and feasibility.
• Supports the team during the selection of participants, prioritizing the involvement of women and other vulnerable groups, with a target of at least 60% female participants.
• Develop and implement competency-based TVET curricula tailored to local market demands, with a focus on agriculture and entrepreneurial skills.
• Provide technical support to local TVET institutions and trainers to ensure the delivery of high-quality training programs.
• Collaborate with local vocational institutions and Capacity Building Officers to ensure effective curriculum development.
• Support the establishment and quality assurance of Digital Learning Hubs at Higher Education Institutes (HEIs).
• Support the overall management and coordination of TVET-related activities within the project, ensuring that they are delivered on time and within budget.
Capacity Building and Partnerships
• Organize training and workshops for TVET trainers to enhance their skills and knowledge.
• Foster partnerships with educational institutions, NGOs, CBOs, and private sector actors to enhance TVET programme quality and relevance of TVET delivery.
• Build relationships with local businesses to create apprenticeship, internship, and employment opportunities for TVET graduates.
Monitoring, Evaluation, and Reporting
• Monitor TVET programme implementation to ensure adherence to project objectives, timelines, and quality standards.
• Collaborate with the M&E team to conduct market assessments and evaluate program outcomes, including youth employment and employer satisfaction.
• Prepare regular progress reports highlighting achievements, challenges, and recommendations.
Youth and Community Engagement
• Engage youth, community leaders, and organizations to raise awareness about the importance of TVET and encourage participation.
• Facilitate linkages between TVET graduates and employers to enhance job placement opportunities.
• Ensure that TVET programs address the needs of vulnerable youth, including young women and girls, and marginalized groups, and that they are accessible and inclusive
Safeguarding, Gender and Compliance
• Support the inclusion of gender-sensitive approaches in TVET, ensuring equal access and opportunities for young women in all vocational training activities
• Promote a safe working environment by implementing safeguarding policies.
• Act as a resource for safeguarding guidance and report any incidents promptly.
• Ensure all project activities adhere to USAID and AIYA compliance standards
• Follow the safeguarding reporting procedure in case any reportable incident takes place and encourage others to do so.
Collaboration and Integration
• Align TVET activities with other project components, such as youth empowerment, job readiness, and entrepreneurship development.
• Support the provincial team in transferring know-how, technologies, and skills to youth participants.
• Provide feedback on TVET curricula and training modules developed by HEIs and TVET providers.
• Engage with local businesses and industries to understand labor market demands and create apprenticeship, internship, and employment opportunities for youth.
• Build and maintain strong working relationships with local TVET institutions, Local Authority and private sector partners to ensure the sustainability and relevance of TVET programs.
TVET Education Specialist will review and provide her/his feedback in TVET Curricula and Training modules those will be developed by Higher Education Institutes and TVET Provider
Ensure the safety of team members from any harm, abuse, neglect, harassment and exploitation to achieve the programme’s goals on safeguarding implementation. Act as a key source of support, guidance and expertise on safeguarding for establishing a safe working environment.
Practice, promote and endorse the issues of safeguarding policy among team members and ensure the implementation of safeguarding standards in every course of action.

Job Requirements:
• Strong knowledge of TVET systems, curriculum development
• Ability to work in teams and coordinating with project/Programme personnel located in provinces and Districts
• Knowledge of technological advancements in different sectors, and how these affect job roles, skill requirements, and training needs.
• Excellent oral and written communication skills and time management
• Fluency in English, Pashto and Dari, both written and spoken
• Strong work ethic and the ability to interact well with stakeholders at various levels
• Understanding of the regulations and accreditation processes that govern TVET institutions, including quality assurance and assessment standards.
• Understanding of strategies to promote inclusivity in TVET, especially for marginalized groups (e.g., women, people with disabilities, disadvantaged populations).
• Knowledge of how to create curricula that promote equal opportunities for all genders in the training process.
• Familiarity with international standards in TVET and best practices for youth education and employment.
• Proven experience in monitoring and evaluation of TVET programs and demonstrating measurable outcomes in youth employment.
