Background Information – PSC

Peace and Security ClusterThe UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

The United Nations Mine Action Service programme in Afghanistan (UNMAS Afghanistan) supports the Mine Action Programme of Afghanistan (MAPA) to protect the civilian population from the threat of explosive ordnance and facilitate the delivery of humanitarian and development initiatives through threats assessment, advisory on mitigation measures, and effective coordination of the humanitarian mine action sector.
Security Council Resolution 2626(2022) para 5(j) asks the UN to: “support, within its mandate, existing mechanisms to improve the overall security situation in Afghanistan, provide assessments of the explosive ordnance threat and its impact on civilians, including children, advise and coordinate explosive ordnance threat mitigation measures in support of humanitarian and development initiatives, support the coordination of the humanitarian mine action sector”. This mandate will be implemented by UNMAS Afghanistan and this position will directly contribute to this process by working closely with the United Nations Assistance Mission in Afghanistan (UNAMA).

Functional Responsibilities

The  Information Management Officer (IMO) will support information management including data entry to IMSMA, development and maintenance of agreed IM products, including maps, dashboards, etc. for UNAMA and the broader humanitarian community. S/he will liaise with relevant stakeholders, particularly other UN and humanitarian entities, on data and information management matters, and support the overlay of mine action data with other humanitarian databases and other key data sources to enhance data based prioritization of mine action activities.
The IMO will report to the Technical Advisor and be responsible for all assigned tasks as follows:

Information Management System for Mine Action (IMSMA)

1.  Information Management System for Mine Action (IMSMA)/Geographic information System (GIS)

  • Work closely with the Humanitarian Mine Action Coordination Support Centre (HMACSC) Management Information System (MIS) section to collect data and ensure accuracy and consistency across the mine action data.
  • Utilize available data in the IMSMA to support the work of UNAMA and other humanitarian actors.
  • Quality check data in the IMSMA and liaise with HMACSC to address identified issues.
  • Compile mine action related statistics and maps for regular reports as instructed by the CMAP and the national technical advisor.
  • Conduct daily and weekly analysis of data collection including Mine/ERW civilian casualty incident data and trend.
  • Provide data and information to other UN agencies and stakeholders and ensure that information about the impact of this information is collected.
  • Support HMACSC in developing reporting tools to ensure the needs of UNAMA and other UN agencies are covered.
  • Monitor and maintain the Afghan part of the IMS portal used by UNMAS
  • Support HMACSC in the dialogue with Geneva International Centre for Humanitarian Demining (GICHD), IMAT at UNOPS and other global support functions regarding the IMSMA implementation and development.
  • Create maps and dashboard based on data from IMSMA and other sources.
  • Perform any other relevant duties assigned by the National Technical Advisor.

2. Data Analysis

  • Conduct  monthly checks of IMSMA NG/CORE reports  to ensure data completeness, integrity and quality.
  • Identify information data analysis to support operations and programme requirements.
  • Provide guidance and technical advice to the subordinates.

3.  Reporting

  • Develop monthly Information Management (IM) Fast Facts and other required reports.
  • Provide required mine action data and maps for the development of annual reports.
  • Provide a monthly progress report against IM work plan.
  • Provide ad hoc reports (data & maps) to CMAP and Technical Advisor.

4.  Other

  • Follow the IM yearly work plan and objectives.
  • Oversee maintenance of soft copy of all Mine Action reports.
  • Take part in cross-sector IM-coordination and working groups to ensure efficient use of existent humanitarian data and to provide the MA perspective for assessments and projects led by other agencies/organizations.

5.     Final Product

  • Provide mine action data to protection clusters, UNAMA and other key stakeholders.
  • Manage electronic filing system

6.     Impact of results

  • The successful achievement of results by the IMO directly impacts the availability of mine action data for UNAMA, the wider UN and the cluster system. Having sufficient IM capacity within the UNAMA Mine Action coordination team is essential for a working partnership with the Humanitarian Mine Action Coordination Support Centre. The proposed activities will also improve the data quality within IMSMA. Lastly, this position will ensure that other information management activities (e.g. surveys) conducted by other stakeholders will include a Mine Action aspect and that data gathered by these actors can support the coordination of Mine Action activities.

Education/Experience/Language requirements

1.      Education

  • First level Degree (Bachelor’s or equivalent) preferably in the field of Information Technology, Information Management, Computer Sciences or related field with a minimum of two (2) years of relevant work experience is required; or
  • Secondary School (a high school or equivalent) with 6 years of relevant experience is required.

2.      Work Experience

  • Relevant experience is defined as experience in providing Information Management Support
  • Experience working with map-making and GIS software is required
  • Experience working with basic database systems is required
  • Experience with data quality assurance and/or quality control processes for information management is required
  • Experience working with IMSMA, SQL or Postgres is preferred
  • Background in coordinating with local administrators, government, NGOs, and working with community projects and agencies is desired
  • Experience in working with the ESRI Enterprise platform or ArcGIS Online is desired

3.      Language

  • Intermediate knowledge in English (speaking, writing and reading) is required.
  • Knowledge of Dari and/or Pashtu language is required.

Contract type, level and duration

Contract type: Local Individual Contract Agreement (LICA) Contract level: LICA-08
Contract duration: Open-ended, subject to organizational requirements, availability of funds and satisfactory performance

Fee, Benefits, and Entitlements:
Fee – Remuneration is an inclusive monthly fee and varies according to the contract level, the hired candidate’s background, duty station specification as well as eligible dependants, among other criteria.

Learning and Development – All ICA personnel benefit from UNOPS learning opportunities, both online (self– directed) and classroom-based

Other benefits and entitlements are available for contracts with a minimum duration of 3 months. These include:

Work-life Balance – ICA personnel benefit from of a variety of family-friendly, work-life, and well-being provisions at the workplace.

Leave – Annual leave: 10 official UN holidays per year plus 2.5 additional days of accrued leave per month.

Paid sick leave – 2 days of certified sick leave per month up to a maximum balance of 24 days, plus 6 uncertified sick days per year; depending on tenure, fee protection for longer periods of certified sick leave.

Paid parental leave – 16 weeks for birth parents and 4 weeks for non-birth parents (8 for those at non-family duty stations). 8 weeks of adoption leave for ICA holders with contracts of at least 6 months.

Medical coverage – Applicable according to UNOPS Medical Corporate Plan, including medical and dental insurance.

Pension scheme – LICA holders on contracts of at least 3 months will join the UNOPS provident fund by contributing through deduction of their monthly fee.

Security- All personnel regardless of contract modality are enrolled in the United Nations Security Management System for emergency relocation/evacuation.
