About UN Jobs-Finance Analyst

The UNDP UXO Unit will include the Financial Analyst. He or she will work largely with the Finance Unit and management team of the implementing partners while headquartered at the project office, particularly at the NRA and UXO Lao offices. He or she will work with the UXO colleagues at the UNDP country office and be directly supervised by the UXO Portfolio Manager, UNDP Lao PDR.

Giving financial and grant management advice on a technical level

Creating a budget:

  • review the implementing partners’ annual/quarterly work plans and budgets and, as necessary, offer comments and recommendations;
  • aid in the creation of budget plans to be presented to funders;
  • Support the review of the budget and offer guidance on any necessary revisions or reallocations;
  • Examine procurement strategies in light of the authorized work plan and budget;

Monitoring and managing the budget:

  • When needed, assist in the creation of financial reports for management and contributors, including budget analytical reviews (or budget monitoring reports);
  • aid in the ongoing monitoring of the implementing partners’ budget delivery;
  • Describe noteworthy budget overspends and underspends and offer suggestions on how to enhance budget monitoring and management;
  • To ensure proper and optimum use of funds based on approved budget, assist in monitoring fund use and available fund balances;

Management of Grants and Compliance

  • examine the terms of grant agreements with donor organizations or development partners and keep an eye on implementing partners’ compliance;
  • Share your thoughts on the budget delivery status and any suggestions you may have for ensuring the effective and efficient management of the grant monies.

Assurance and Audits

  • Provide the implementing partners assistance in attending to internal and external audits;
  • Assist in ensuring that the implementing partners implement adequate internal controls, including those that the auditors have advised.

UN Jobs-Finance Analyst Requirments

Education:

  • a professional accounting qualification from a globally recognized institute of accountancy, or an advanced (master) degree in finance or accounting. Individuals who hold professional accounting degrees from internationally recognized accountancy institutes will be at a considerable advantage. In lieu of a master’s degree, applicants with a bachelor’s degree in the relevant field and two more years of relevant work experience will be given due attention. If a candidate gets longlisted but does not have an accounting degree, they may be forced to take the UNDP Advanced Accounting and Finance Test (AAFT).

Experience:

  • A minimum of 2 years (for those with a master’s degree) or 4 years (for those with a bachelor’s degree) of relevant professional work experience at the national or international level in accounting, financial, and program management, including the creation, monitoring, and control of budgets, the creation of financial reports, and the analytical review of budgets (or budget monitoring reports).
  • experience in administering grants for programs and initiatives in development that are sponsored by numerous donors and fund sources, such as trust funds or basket funds.

Languages:

  • Fluency in English
