Peace and Security ClusterThe UNOPS Peace and Security Cluster (PSC) is a principal service provider in the field of mine action with the United Nations Mine Action Service (UNMAS), UNDP, UNICEF, Governments of mine-affected countries and other mine action partners.  It is led by the Director, who has overall authority and accountability for the performance PSC on behalf of its clients.  The Director is responsible for administering and providing oversight of the day-to-day management of the Project Field offices, both according to the client requirements and in line with UNOPS rules and regulations.

The United Nations Mine Action Service programme in Afghanistan (UNMAS Afghanistan) supports the Mine Action Programme of Afghanistan (MAPA) to protect the civilian population from the threat of explosive ordnance and facilitate the delivery of humanitarian and development initiatives through threats assessment, advisory on mitigation measures, and effective coordination of the humanitarian mine action sector.
Security Council Resolution 2626(2022) para 5(j) asks the UN to: “support, within its mandate, existing mechanisms to improve the overall security situation in Afghanistan, provide assessments of the explosive ordnance threat and its impact on civilians, including children, advise and coordinate explosive ordnance threat mitigation measures in support of humanitarian and development initiatives, support the coordination of the humanitarian mine action sector”. This mandate will be implemented by UNMAS Afghanistan and this position will directly contribute to this process by working closely with the United Nations Assistance Mission in Afghanistan (UNAMA).

Functional Responsibilities

Under the guidance and direct supervision of the Head of Programme Unit, the incumbent will perform the following administrative activities:

1. Ensure implementation of ICT and operational strategies

  • Ensure full compliance of ICT activities with UNOPS rules, regulations, policies and strategies;
  • Contribute to the office’s ICT business process mapping and to the elaboration of internal Standard Operating Procedures (SOPs) in ICT, in consultation with the direct supervisor and office management.

2. Support ICT administration

  • Maintain inventory of all computers, telecommunication equipment, I/O devices and software existent in the office, ensuring compliance with registration and upgrades;
  • Perform maintenance and minor repairs on hardware equipment.

3. Provide support to network administration

  • Manage, maintain and monitor the continuous operation of critical components of the system servers, i.e. file, application, print and video conferencing equipment;
  • Operate and maintain the office Local Area Network (LAN) and Wide Area Network (WAN) systems;
  • Install hardware, network connections and cables;
  • Troubleshoot hardware/software problems.

4. Ensure efficient and functioning telecommunications system

  • Proactively maintain telecom systems to avoid disruption of service;
  • Perform minor repairs on hardware equipment, as required;
  • Receive, test and install telecommunications hardware.

5. Provide support to knowledge building and knowledge sharing

  • Support hardware familiarization and maintenance, software applications, file management/maintenance and LAN/WAN systems;
  • Assist users for LAN and Desktop access;
  • Provide support standard software applications – i.e. MS Office, email, etc.

Education/Experience/Language requirements

Education

  • First level university degree (Bachelor degree or equivalent) with one year of relevant experience;

OR

  • Secondary School Diploma (High School or equivalent) with five years of relevant experience.

Experience

  • Relevant experience is defined as experience in Information Technology and Network Administration.
  • Experience in Website Administration is desired.

Languages

  • Fluency in Pashtu or Dari is required;
  • Intermediate knowledge of English is required.

Contract type, level and duration

  • Contract type: Local Individual Contractor Agreement (LICA)
  • Contract level: ICS-5 (LICA-5)
  • Contract duration: Open-ended (subject to organizational requirements, availability of funds and satisfactory performance)
