About UN Jobs-Programme Policy Officer

The platform that enables the coordination of cash and voucher aid in Haiti is the Cash Based Transfers Working Group (CWG). It was fully established in 2017 with the intention of assisting in the coordination, harmonization, and development of a quality Cash and Voucher Assistance (CVA) implementation, delivery, and approach for the humanitarian response in Haiti, guided by the IASC guidelines and strategic and programming priorities of the HCT and ICCG. By offering direction to CVA actors and Clusters, the CWG hopes to enable the creation of interagency and multisectoral processes that foster the development of inclusive quality cash assistance. WFP is the current co-chair of the CWG.

The WFP HTCO oversees a number of multi-year awards meant to improve the government’s ability to create, oversee, and manage social assistance programs. In addition to providing emergency assistance to low-income and vulnerable households, the ASPIRE initiative also works to build their resilience by implementing regular, unconditional cash transfers as well as policies that enhance nutrition, health, and financial inclusion. The project will also aid in strengthening the Ministry of Social Affairs and Labor’s (MAST) ability to manage and oversee social protection programs more effectively.

 

 

As a part of Kore Lavi, the Ministry of Social Affairs’ social register (SIMAST) was formed in 2013, with the purpose of giving MAST access to a centralized database that can help it identify the poorest households. As the only comprehensive social registry in the nation with information on 550,000 families, SIMAST is unrivaled. Therefore, SIMAST is an essential building block for social protection because it gathers data from all households covered in the communes in covers, providing the Haitian government and social protection stakeholders with evidence of households’ vulnerability and serving as a vital foundation for identifying needs that guide the formulation of policies and the design of social protection programs. The candidate will assist with institutionalization strategy, technical assistance, and CWG leadership.

UN Jobs-Programme Policy Officer Requirments

Education:

  • Higher education in Public Administration, Social and Political Sciences, Social Protection, or another area of study that is relevant to international development

Experience:

  • At least three years of post-graduate, steadily increasing responsibility in project management, national government job, or social protection work

Languages:

  • proficiency (level C) in oral and written French and English communication
  • Being conversant in one or more UN languages, such as Chinese, Arabic, Spanish, or Russian, is an asset.
