Background/IRC Summary: The IRC’s Resettlement, Asylum and Integration (RAI) department creates opportunities for refugees and other vulnerable migrants to survive and thrive in the US and Europe. RAI serves more than 100,000 individuals each year in the US, including thousands of newly arrived refugees and asylum seekers as well as the broader immigrant community, through a diverse portfolio of programs aimed at five core outcomes: Health, Safety, Economic Wellbeing, Education and Power.

 

Job Overview/Summary: The IRC is seeking a Program Officer, Unaccompanied Children. The position will support the IRC’s efforts as subcontractor for the Office of Refugee Resettlement National Call Center and Sexual Abuse Hotline. This position will report to the Senior Program Officer and support the development of content for training and technical assistance materials designed to support call center staff in line with contractor requirements and an established training plan. The position will utilize their understanding of Office of Refugee Resettlement (ORR) Policies and Procedures as they related to unaccompanied children within ORR care system and engaged with Home Study & Post Release Services (HSPRS) to develop content for a wide array of learning materials.

 

 

MAJOR RESPONSIBILITIES: 

  • Develop technically accurate content for a wide array of learning products ensuring that products are accessible and meaningful to call center staff
  • Ensure materials are trauma informed and in alignment with the best practices in the field
  • Contribute to the development of the Call Specialist Handbook and provide timely updates as needed
  • Review learning products for technical accuracy, making recommendations to ensure quality
  • Co-train call center staff
  • Participate in office hours with call center staff to help support their understanding of Policies and Procedures
  • Utilize feedback from call center staff for continuous quality improvement of learning products
  • Help facilitate live/virtual trainings to help ensure information is disseminated accurately and per ORR policies.

 

KEY WORKING RELATIONSHIPS:

Position reports to: Senior Program Officer, Unaccompanied Children’s Services

Other internal and/or external contacts: Works closely with Learning, Instructional Design, and training teammates

 

JOB REQUIREMENTS: 

  • Master’s degree in the behavioral sciences, human services, or social services field; or a bachelor’s degree plus at least three years of progressive employment experience that demonstrates supervisory and case management experience. Having worked within UC or HSPRS within the past year a huge plus.
  • At least three years of experience working with unaccompanied children, with a strong understanding of Policies and Procedures related to Unaccompanied Children’s ORR Shelters and Home Studies and Post-Release Services case management, with experience ideally in the last 12 months.
  • Strong understanding of best practices in trauma informed care, crisis intervention, de-escalation, and professional boundaries
  • Understanding of Mandated Reporting, Notification of Concerns, ORR Documentation Requirements and Processes, Refugee Eligibility, OTIP, Trafficking Screening, and Zero Tolerance Policies as they related to unaccompanied children
  • Knowledge of the needs of Unaccompanied Children, the services they are eligible for, and how to support connections to resources and referrals.
  • Exceptional writing skills, with the ability to make processes understandable and accessible to the end user
  • Demonstrated success working and communicating effectively in a multi-cultural environment.
  • Proven ability to contribute both independently and as a key team member.
  • Self-starter with excellent problem-solving skills combined with the ability to prioritize duties and manage time effectively.
  • Proficient in Microsoft Office applications (Word, Excel, Outlook), Microsoft Teams, Zoom, and other platforms.
  • Employment contingent on successful acquisition of a Tier 2 Certificate of Public Trust government background investigation

 

Language Skills: English language fluency; bilingual Spanish/English a plus 

Working Environment: Standard office and/or remote working environment. This role may require working remotely full or part time and part time remote employees may be required to share workspace.

 

Compensation: (Pay Range: $67,500 – $91,100) Posted pay ranges apply to US-based candidates. Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
