Under the broader framework of the Sustainable    Development Goals (SDGs) and in close coordination with other UN agencies, UNDP is supporting Afghan people’s aspiration for peace, prosperity, and sustainability through a flagship crisis response programme, ABADEI (Area Based Approach to Development Emergency Initiatives), as part of the ongoing UN-led response to prevent a humanitarian catastrophe and the breakdown of Afghanistan’s economy following the August 2021 shift in power. To support UN joint programming in the provision of basic human needs, a Special Trust Fund for Afghanistan (hereinafter referred as the Fund or STFA) was established on 20 October 2021.

The Fund serves as an inter-agency mechanism to enable donors to channel their resources and coordinate their support to the UN joint programmes initially developed using the ABADEI Strategy which was tied to the UN Transitional Engagement Framework (TEF). Future programming will be guided by the United Nations Strategic Framework for Afghanistan (UNSFA), a successor document to the TEF, which will serve as the strategic planning framework for the United Nations in Afghanistan. The Steering Committee is the decision making structure for the Fund while the Multi-Partner Trust Fund Office (MPTF Office) acts as the Administrative Agent. The Trust Fund Management Unit (TFMU) is the Fund Secretariat for STFA, responsible for the operational functioning of the Fund and provides technical and management support to the Steering Committee. The STFA is being strategically positioned to become part of the One UN Funding Framework from 2023 and will be directly supervised by the Resident Coordinator while UNDP will provide administrative support to the Secretariat, TFMU.

Under the direct supervision of Data Management Specialist, the Data Management Associate will provide technical support in (1) managing data and knowledge generated from the joint programmes under the Fund and survey initiatives; (2) facilitating information and knowledge sharing through management of the Fund’s online platforms; and (3) communicating the latest updates related to the Fund and its results.

Job Description:

Duties and Responsibilities

The TFMU is seeking to recruit a Data Management Associate, who will be responsible for the following:

  1. Data and knowledge management
  • Assist maintaining and updating the data management system of the project in line with the project result’s framework.
  • Assist with developing an online activity monitoring tool as part of the data management system.
  • Liaise with PUNOs on verifying project M&E data and records and monitor data validity and identify any issues.
  • Assist with maintaining and updating archives in STFA workspaces.
  • Assist with survey and monitoring initiatives, through developing data collection tools (ODK and XLS forms), installing software components on IT devices, and training of enumerators.
  • Perform other related duties as required.
  1. Information and knowledge sharing
  • Assist with implementing and coordinating the training on knowledge sharing and collaborative tools developed by the Fund.
  • Develop guidelines on documenting and filing system for archiving of documents produced by the Fund and regularly maintain the document records in the workspaces.
  • Update and assist with developing user guides on STFA workspaces.
  • Regularly check and ensure that the information on STFA website is up to date and work closely with communication specialists on the key figures for the Fund.
  • Assist the team and PUNOs with the use of online collaborative tools and provide regular training sessions.
  • Perform other related duties as required.
  1. Communications and coordination
  • Maintain STFA mailing lists (PUNOs, Donors, and other stakeholders) and the access privileges to STFA workspaces in close collaboration with coordination and communications specialists.
  • Work closely with the Fund’s M&E team in communicating to the PUNOs any data quality related issues or feedback.
  • Support PUNO M&E and data focal persons with the use of the Fund’s online tools and data entry.
  • Work closely with communication specialists on developing infographics and provide the latest figures on the Fund’s programmatic and financial status.
  • Perform other related duties as required.

Institutional Arrangement

The Data Management Associate will work under the direct supervision of the Data Management Specialist. The Data Management Associate will work closely with M&E, Coordination and Communications Specialists. The duty station for the Data Management Associate is Kabul and the working hours and weekends will follow the arrangement applicable to all UN staff in Afghanistan.

Job Requirements:

Required Skills and Experience

Education:

  • Bachelor’s degree in Computer Science, Data Science, Information Management or a related area; or completion of Secondary Education (G.C.E A/L) is required.

Experience:

  • With Bachelor’s degree three (3) years OR with Secondary education minimum six (6) years relevant work experience related to data management, information management, or Monitoring  and Evaluation (M&E).
  • Proven experience with MS office applications is required.
  • Proven experience of managing communications sites using Microsoft SharePoint Online or other online platforms is required.
  • Proven experience with data collection and survey tools (ODK and XLS forms) is required.
  • Knowledge of business intelligence tools (Power BI or Tableau) is desirable.
  • Prior experience with M&E and the implementation of large-scale surveys is desirable.
  • Prior experience in multi-partner trust funds and/or joint programmes is desirable.
  • Working experience with diverse and multi-cultural teams is desirable.

Required Language(s)

  • Excellent written and oral English is required.
  • Knowledge of the local language Dari and/or Pashto is required.
