Mission and objectives
UNICEF is mandated by the United Nations General Assembly to advocate for the protection of children’s rights, to help meet their basic needs and to expand their opportunities to reach their full potential.
UNICEF is guided by the Convention on the Rights of the Child and strives to establish children’s rights as enduring ethical principles and international standards of behaviour towards children.
UNICEF insists that the survival, protection and development of children are universal development imperatives that are integral to human progress.
UNICEF mobilizes political will and material resources to help countries, particularly developing countries, ensure a “first call for children” and to build their capacity to form appropriate policies and deliver services for children and their families.

Context
The fundamental mission of UNICEF is to promote the rights of the child, everywhere, in everything the organization does — in programs, in advocacy and in operations. The equity strategy, emphasizing the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have an opportunity to survive, develop and reach their full potential, without discrimination, bias or favoritism. To the degree that any child has an unequal chance in life — in its social, political, economic, civic and cultural dimensions — her or his rights are violated. Equity accelerates progress towards realizing the human rights of all children, which is the universal mandate of UNICEF, as outlined by the Convention on the Rights of the Child, while also supporting the equitable development of nations.
Within the Rohingya refugee response, UNICEF leads the Education, Nutrition and WASH Sectors, and the Child Protection Sub Sector under the overall umbrella of the Protection Sector. The approach aims to strengthen system-wide preparedness and technical capacity to respond to humanitarian emergencies and provide clear leadership and accountability within the respective areas. Task description
Within the delegated authority and under the supervision of the CP Sub-Sector Coordinator or his/her designated mandated representative(s), the UNV CP Officer (Expert) will:
• Support the establishment and maintenance of coordination mechanisms and data collection tools as required, including for the purposes of the Child Protection Information Management System, Child Protection Situation Monitoring, Focal Points, and regular updates from the field.
• Coordinate with CP Sub-Sector partners and CP Focal Points on service mapping, and for timely revision of information for building referral pathways.
• Assist in delivering training for the CP Sub-Sector and other stakeholders.
• Translate CP Sub-Sector documents as required.
• Identify and document lessons learned, best practices, and knowledge from across the CP Sub-Sector
• Support the organization of meetings and forums as required.
• Connect with the global CP cluster to identify opportunities to share knowledge generated from the Rohingya crisis to other humanitarian contexts and vice versa.
• Ensure knowledge and information generated by the CP Sub-Sector is stored safely, effectively, and confidentially.
• In coordination with the Information Management Officer (IMO), support collecting, validating, analyzing, and disseminating data from sector partners.
• Develop situation reports and other information and knowledge products to support the CP Sub-Sector’s work.
• In coordination with the IMO, help with data visualization for communications, advocacy, and resource mobilization, etc.
• Keep minutes of CP Sub-Sector meetings and support in facilitation as needed.
• Keep CP Sub-Sector meetings calendar up to date.
• Provide mentorship and support to partners through Humanitarian Program Cycle
• Support CP Sub-Sector coordinated needs assessments and gap analyses.
• Establish and support the visualization of CP Sub-Sector products and ensure user-friendly data dissemination.
• Coordinate with child protection camp Focal Points to prepare ad-hoc reports in response to emergencies such as fire incidents, landslides, flash floods, or cyclones.
• Attend working group meetings as required.
• Conduct regular visits to the camp, providing support and promoting effective coordination with the child protection focal point.
• Proactively identify emerging protection risks in the camps in consultation with camp focal point, particularly those related to child protection, and coordinate with relevant stakeholders to address them promptly.
• Initiate and lead regular coordination meetings with among child protection Focal Points to ensure that on-the-ground realities are being communicated and addressed at the sector level.
• Proactively monitor and evaluate the impact of child protection interventions, providing timely feedback to the Sub-Sector to ensure that strategies remain effective and responsive to the changing needs of the children in the camps.
• Any other related tasks may be required or assigned by the supervisor.
Results/Expected Outputs:
As an active UNICEF team member, efficient, timely, responsive, client-friendly, and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: Improved quality of the humanitarian response within Cox’s Bazar as well as contributing to global best practices.
