Brief details:
Mission and objectives:
UNICEF is the United Nations agency that promotes the protection of the rights of children and adolescents, constantly advocating for the visibility and addressing of the most complex rights violations affecting children in the country. UNICEF Colombia’s Country Programme for the 2021-2024 programming cycle is guided by the new United Nations Sustainable Development Cooperation Framework (UNSDCF), which informs the new programmatic cycle, promoting the planning, implementation, monitoring, reporting, and evaluation of the UN’s collective support for achieving the 2030 Agenda. This Programme is framed within the three cooperation priorities identified by the Government and the UN System: a) Support for the implementation of the Government’s “Peace with Legality” policy; b) Migration as a development factor; and c) Technical assistance for accelerating the key Sustainable Development Goals (SDGs).
Context:
UNICEF’s fundamental mission is to promote the rights of every child, everywhere, in everything the organization does: in programs, advocacy, and operations. The equity strategy, which focuses on the most disadvantaged and excluded children and families, translates this commitment to children’s rights into action. For UNICEF, equity means that all children have the opportunity to survive, develop, and reach their full potential, without discrimination, bias, or favoritism. To the extent that a child has unequal opportunities in life—in its social, political, economic, civic, and cultural dimensions—their rights are violated. There is growing evidence that investing in the health, education, and protection of the most disadvantaged members of society (addressing inequality) will not only give all children the opportunity to reach their full potential but also contribute to sustained growth and stability for countries. This is why the focus on equity is so vital. It accelerates progress toward realizing the human rights of all children, UNICEF’s universal mandate as established by the Convention on the Rights of the Child, while supporting the nation’s equitable development. In this context, all processes related to fundraising, technology, best practices, and innovation are essential for mobilizing resources that leverage UNICEF’s mission and allow us to reach every corner of Colombia.

Living conditions and remarks
According to the recent Security Risk Assessment (SRA) prepared by UNDSS, Bogotá DC is considered a “low” risk for living and working. It offers favorable and safe living conditions for all personnel. However, the city presents the security challenges associated with the growth of any capital city and the ongoing risks to personnel, both national and international. Upon arrival, all UN Volunteers (UNVs) receive a security briefing from the host agency’s security office, which outlines the security environment of the Duty Station and the necessary safety precautions. While Colombia presents varying levels of security, each is considered for the purpose of carrying out the mission and is supported by the SRA, which details the mitigation measures that may be required and those established by the Mission Oversight and Support Services (MORSS). As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for securing their own accommodation and other essential living expenses. National UN Volunteers are covered under the intentional damage insurance plan. The contract lasts for the period indicated above, with the possibility of extensions subject to funding availability, operational need, and satisfactory performance. However, renewal of the assignment is not foreseen. The corresponding Volunteer Living Allowance (VLA) of COP $8,515,500 is provided monthly to cover housing, utilities, and ordinary living expenses. Life, health, and permanent disability insurance are included, as well as final repatriation (if applicable). This assignment requires full availability and exclusivity to the United Nations System. As this is a national UN Volunteer assignment, the UN Volunteer will be responsible for securing their own housing and other essentials for living expenses. National UN Volunteers are covered under the intentional damage insurance plan.
