Job description

Overview of position
CTG is looking for candidates whose experience match the below TOR for our operations in Abyei.

Role objectives
Within delegated authority, the Movement Control Assistant will carry out the following duties:

Joint movement control centre duties / passenger booking duties:

Receives customer requests, through Movement of Personnel (MOP) & Cargo Movement Request (CMR) forms, for transportation of passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission.

Assists in planning & scheduling the movement of passengers & cargo from military & police units provided by troop / police contributing countries.

Assists in determining the most efficient & cost effective modes of transportation for passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission.

Coordinates required transportation activities with the aviation, transport & riverine units / sections & / or commercial transportation service providers.

Liaises with other UN units / sections, non government & government organizations & intergovernmental agencies on immigration & customs matters.

Assists in analysing projected passenger & cargo flows in order to estimate required resources.

Records statistical data on the movement of passengers & cargo (including dangerous goods requiring special handling) within & / or outside a field mission.

Monitors contracts for the provision of transportation support & participates in the evaluation of vendor’s performance in coordination with the contracts management & / or the procurement unit / section.

Cargo warehouse duties:

Receives excess personal luggage & cargo (including dangerous goods requiring special handling) from customers.

Prepares luggage & cargo for transportation (weighting, plastic wrapping, labelling etc.) in accordance with required destinations.

Coordinates the transportation arrangements to the embarkation facility.

Air field / air terminal / transport / riverine movement control office duties:

Supervises a team of passenger clerks & cargo handlers.

Coordinates the provision of passenger & cargo handling services (including dangerous goods requiring special handling) in support of a field mission & monitors that all activities are carried out in accordance with the UN rules, regulations & applicable safety procedures.

Compiles passenger & cargo manifests & communicates them to the aircrew, surface transport & riverine personnel.

Monitors that aircraft, vehicles & vessels are loaded in accordance with passenger & cargo manifests.

Briefs passengers on schedules, routes, timing & safety requirements.

Conducts check in & check out activities for outgoing & incoming passengers & cargo.

Participates in the integrated search & rescue operations for the UN assets & other assets upon request & coordinates the availability & operational readiness of the required personnel & equipment.

Maintains the electronic databases in accordance with the established procedures & deadlines.

Monitors that appropriate reference documents are current, readily available & accessible to all relevant personnel.

Participates in the development of the standard operating procedures for the related movement control processes.

Participates in the development of budget proposals for the mission’s movement control operations.

Participates in the preparation of operational plans, performance reports & responses to internal & external audit observations.

Participates in the development of technical specifications for goods & services, provides inputs to the responses to bids & technical evaluations to ensure that vendor’s proposals meet technical requirements.

Conducts inventories & physical annual checks of relevant facilities & equipment.

Performs other related duties as required.

Project reporting
This role reports to the line manager.

Key competencies
High school diploma or equivalent is required.

Training in the planning, coordination & control of at least two modes of transport is required.

A experience in handling IATA & / or IMO dangerous goods is required.

A minimum of six years of progressively responsible experience in movement control, multi modal transportation, airline operations, logistics management or a related field is required.

Experience in the use of IATA & / or IMO rules & procedures for the transportation of dangerous goods is required.

Experience in international operations in a post conflict environment is desirable.

Military experience is highly desirable.

Fluency in English (both oral & written) is required

Code D driving license & forklift license required.

Team management
This role has no team management resposibility.
