Job Summary

The vital statistic officer position is aimed to support implementation of death notification, certification at health facilities and related capacity building. The incumbent is to ensure establishment of death notification and cause of deaths certification with focus on maternal and newborn deaths in the health facilities and ensure proper reporting based on the ICD-10. The vital statistic officer will be reporting to the health system department of WHO country office and will be WHO focal point/based at the vital statistic department of MoPH.

Duties & Responsibilities

• Ensure timely submission of MCCoD, specifically maternal and fetal & infant reports, via online platform in the targeted hospitals and health facilities.

• Train hospital and health facility staff on ICD Coding and develop the capacity of hospital and health facility medical staff.

• Conduct supportive supervision of the Medical Death Certification program in line with the plan and take remedial action when needed.

• Conduct the quality assessment of the MCCoD program in line with the quality assessment tool and provide feedback based on the assessment findings to the targeted hospitals and health facilities, including FHH, on a quarterly basis. Maintain a record of solutions and recommendations.

• Review and analyze reports for accuracy and completeness and provide written feedback to the targeted health facilities, hospitals, and implementing partners on a quarterly basis. Maintain a record of solutions and recommendations.

• Follow-up on recommendations in targeted hospitals and health facilities, in close coordination with the provincial health coordination directorate, provincial public health directorate, implementing partners, and other relevant authorities.

• Ensure that MCCoD program data is discussed in the following meetings: hospital and health facility death committee meetings, provincial health coordination meetings, and HMIS committee meetings at both the hospital and PHD levels.

• Ensure that MCCoD quality improvement mechanisms are in place in targeted hospitals and health facilities.

• Produce national maternal and fetal & infant mortality statistics for Afghanistan based on notifications received from health facilities and hospitals.

• Conduct maternal and neonatal data analysis and present the data on different platforms such as the MNDSR national committee, the national MCCoD committee, and other relevant coordination meetings.

• Ensure that MCCoD forms are filled out for all maternal, neonatal deaths, including stillbirths.

• Ensure that filled MCCoD forms are available at the MNDSR committee meetings at the hospital and health facility level.

• Ensure that maternal, infant, and stillborn deaths are reported in line with the MCCoD program standards.

• Work closely with HMIS to streamline reporting in DHIS2.

• Ensure coordination with Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS) implementers, MoPH relevant directorates (GDCM, RMNCAH, forensic medicine, PHCD), National Statistic and Information Authority, and other concerned stakeholders on death reporting, registration, and certification.

• Strengthen and institutionalize maternal and fetal/infant medical death certification in the targeted hospitals and health facilities.

• Support the Senior MCCoD officer in linking the MCCoD data with the quality of care, specifically maternal and neonatal health.

• Assist in the establishment of the death notification and certification mechanism at the hospital and community levels.

• Support the Senior MCCoD officer in including the MCCoD program in the capacity development plan of BPHS/EPHS implementing partners.

• Support the Senior MCCoD officer in institutionalizing the MCCoD program at the national level.

• Support the Senior MCCoD officer in institutionalizing a culture of data demand and use (DDU) at the national, regional, provincial, and health facility levels and improve the quality of the death certification program.

• Support the Senior MCCoD officer in conducting National Medical Certification of Cause of Death Committee meetings on a monthly basis.

• Strengthen verbal autopsy methods for community deaths where deaths do not interface with health facilities before burial.

• Work under the supervision of a NPO/HSS on technical issues

• Any other tasks assigned by the supervisor

Job Requirements

Education:

• An MD degree– Graduate from recognized medical universities is required or bachelor’s degree in public health with three years of work experience in the health system is desirable.

Experience:

• More than five years of Working experience in health system of Afghanistan is required.

• Working experience in vital statistic is preferred.

• Experience of working with Basic Package of Health Services and Essential package of hospital services projects.

Skills / Technical skills and knowledge:

• Excellent interpersonal and communication skills.

• High sense of responsibility and strong organizational skills with ability to work under pressure.

• Good communication and coordination skills

• Knowledge of health information system

• Have ability to travel provinces

• Advanced computer literacy (Word, Excel, Power point, etc.) Language requirements:

Language:

• Fluency in written and spoken English and National languages.

Place of assignment:

• Vital Statistic department of MOPH, Afghanistan with travel to the provinces.
